OCTOBER 29, 1951
Regular Meeting of the Board of Commissioners October 29, 1951. Meeting
was:;alled to order by Mayor Ramsey, the roll was called and Commissioners Ramsey,
Barcafer, Cobb, King and Price and City Attorney Clark responded.
The minutes of the Regular Meeting of October 22, 1951; Special Called
Meeting of October 222 1951 and Meeting of Board of Zoning Appeals were read and
approved as read.
Petitions were presented from Oakdale P. T. A; Dunbar P. T. A. and
Phillips P. T. A. requesting more and continued patroling of residential streets
during hours of 8:15 A. M. to ):00 A. M, and 11:00 A. M. to 1:00 P. M. and 3:00 P. M.
tp 4:30 P. M. Petition was referred to the City Manager.
Bids were received for the construction of Lateral Sanitary Sewer Number
265 as follows:
H. J. Taylor Construction Company $1251.50

Salina Crane & Shovel Company 1288.50
City Engineers Estimate 1102.50
On account of both bids being in excess of City Engineer's estimate, Com-
missioner Price moved that bids be rejected and checks returned to bidders. Carried.
kr. "alph Knittle, appeared before the Board of Commissioners regarding
fence to be installed by Miss Myra Morrison, 514 South Ninth Street. Referred
to City Attorney.
Commissioner Price moved that the City Clerk advertise for bids for the
construction of Lateral Sanitary Sewer Number 265, to be received up to and includ-
ing londay, November 5th, 1951 at 7:30 o'clock P. M. Motion adopted.
On motion of Commissioner King, City Manager was instructed to make
parking meters one-hour parking on Iron Avenue between Fifth street and Seventh
Street. Lotion adopted.
An ordinance was introduced for second reading entitled: "An ordinance
regulating parking on a part of a certain street in the City of Salina and provid-
ing a penalty for the violation thereof."
On motion of Commissioner Cobb the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 5592.
Mayor Ramsey appointed IWrl Richmond as a member of the Memorial Hall

Board to fill unexpired term of Jim Brown, Jr., who resigned on account of leaving
the City for Armed Forces. On motion of Commissioner King appointment
confirmed by the Board of Commissioners. Motion adopted.
Mayor Ramsey appointed Mrs. Dora K. Andersen as a member of the Welfare
Board to fill unexpired term of Mrs. A. F. McCarty, deceased. On motion of
Commissioner Cobb appointment was confirmed by the Board of Commissioners. Motion
adopted.
The following letters were presented from the City Planning and Zoning
Commission:
Recommending that Lots 10, 12, 14 and 16, $Lock 11., Pacific Addition be
rezoned from District "B" to District "F". Commissioner Price moved to
accept and City Clerk give notice in'the official City paper. Motion�dopted.
Recommending that Lots 18 and 20, Block 16, Pacific Addition be rezoned
from District "B" to District "F". Commissioner King moved to accept and City
Clerk give notice in the official City paper. Motion adopted.
Askin; for cost estimates for additional water pressure in Upper Mill
heights, if it is brought into the City of Salina, Kansas. Referred to City
Manager.
Asking for cost estimates for draining the property owned by the Parkview
Realty and Building Company from Crawford Avenue to Republic Avenue between U.S. 81
By -Pass and the Missouri Pacific Railroad Tracks, if it is brought into the City

Recommending that petition for the vacation of the alley in Block Five (5)
North Park Addition to the City of Salina be denied. Commissioner King moved to
accept recommendation. Carried.
A petition was presented for the curbing, guttering and paving of University
Place from Clark to Broadway. Referred to City Manager.
On motion of Commissioner Barcafer the Board of Commissioners adjourned.

Meeting of Board of Zoning Appeals, October 29, 1951. Meeting was called
to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Barcafer,
Cobb, King and Price and City Attorney Clark responded.
Building Application Number 3277 presented from reeks Food Store$ regarding
rear yard requirement for Lot Three (3), Block One (1), Replat of Beebe's Second Ad-
dition to the City of Salina, Kansas. Notice of hearing Monday, November 5th,
1951 at 8:15 o'clock P. M.
J. A. Wymore wants permission to locate on Lots 5,6,7 and 8, Block 8,
Woodland Addition to the City of Salina, Kansas, tourist court or courts. Notice
of hearing November 51 1951 at 8:15 o'clock P. M.
Letter presented from City Planning Commissionrecommending that Thomas Burk
be required to conform with ordinance regarding setback of his garage at 528 Brown
Street. Commissioner King moved to accept recommendation. Motion adopted.
On motion of Commissioner Barcafer meeting adjourned.
