Regular Meeting of the Board of Commissioners September 10, 1951. Meeting
was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey,
Barcafer, Cobb, King and Price and City Attorney Clark responded.
The minutes of the Regular Meeting of August 27, 1951; Meeting of Board of
Zoning Appeals of August 27, 1951; Special keeting of August 29, 1951 and Regular
Meeting of September 3, 1951 were read and approved as read.
Pursuant to notice published in the Salina Journal bids were received for
curbing, guttering and/or paving improvements provided for in Ordinances Numbered
5572, 5573 and 5574, lknown as Engineer Job Number 275) as follows:

H.J.Taylor Construction Company 107,962.20
San Ore Construction Company 111,796.00
Rhoades Construction Company 112,730.00 •
City Engineers Estimate 110,907.50
Bids were tabulated by the City Engineer.
Commissioner Price moved that contract be awarded to H. J. Taylor Construc-
tion Company as per bid submitted in the amount of $107,962.20 and that checks be
returned to unsuccessful bidders. Motion adopted.
City Commissioners instructed City Clerk to write City Planning and Zoning
Commission for their recommendation with regard to the repealing of Item 2, Section
23, Zoning Ordinance Number 5519.
No persons appeared to protest against the rezoning of Lot 33 and the West
1/2 of Lots 35, 37, 399 41 and 43 on Fourth Street in Ori gi nal Town of Salina, Kansas,
to "G" Heavy Industrial District.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the amendment of Zoning Ordinance Number 5549 and the Zoning District
Map therein and thereby adopted and providing for the rezoning of certain property
within the City and prescribing the proper uses thereof." Ordinance was referred
to the Board of Commissioners.

An ordinance was introduced for first reading entitled: "An ordinance provid-
ing for the vacation, subject to certain limitations, of a certain alley in the City
of Salina. Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for the issuance of a search warrant for stolen or embezzled property."
Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
prohibiting parking of vehicles upon private property without the consentof the owner
or lessee of such property and prescribing a penalty for the violation thereof and
for removal of such vehicle." Ordinande was referred to the Board of Commissioners.
An ordinance was introduced for second reading entitled: "An ordinance
prescribing limitations as to construction or the moving of buildings into the fire
limits of the City of Salina, Kansas, amending Section 6-212, Revised Ordinances
of the City of Galina, 1948 and repealing the said section."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the
ordinance and it is Numbered 5581.
A resolution was introduced for second reading entitled: "A hesolution
relating to the paving of Reynolds Street from the South line of Grand avenue to
the North line of Broadway Boulevard." 0

On motion of Commissioner Cobb the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Ramsey,
Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the resolution
and it is Numbered 1249.
The above resolution is recorded in full on Page 308 Resolution Book Number 4.
A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the
sum of $3586.39 to pay a portion of the cost of improving certain streets in the City
of Salina to b e designated as PT -7 pending the issuance of bonds to pay the cost of
said work."
On motion of Commissioner Cobb the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Ramsey,
Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the resolution and
it is Numbered 1250.
The above resolution is recorded in full on Pages 309, 310, Resolution Book
Number 4.

for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A-557.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance
and it is Numbered A-558.
The following letters were presented from the City Planning and Zoning Commis-
sion:
Recommending that Lots 1 and 3, Block 1, R plat of Beebe's 2nd Addition be
rezoned to Zone "D" Local Business. Commissioner King moved to accept and
City Clerk give notice of nearing. Carried.
Recommending that Lots 116, 148, 150 and 152 on Fourth Street, Original Town
of Salina, be rezoned to District "F" Light Industrial. Commissioner King moved to
accept and City Clerk give notice of hearing. Carried.
City Engineer filed plans and specifications for construction of Storm Sewer
and conduit under Ordinance Number 5564. Commissioner Barcafer moved to accept.
• Carried.
City Engineer filed Partial Estimate Number 3 in the amount of $3586.39,
to H.J. Taylor construction Company, for curbing, guttering and paving improvements
provided for in Ordinances Numbered 5543 and 5541.E (Known.,as Engineer Job Number 271).
Commissioner King moved that Estimate be approved by the Board of Commissioners. Motion
adopted.
City Manager reported on the following petitions:
#1215 Paving 600 Block on East Republic.
Resolution introduced for first reading.
#1214 Curb and gutter ivartin Avenue between Roach and Sunrise Drive.
Resolution introduced for first reading.
#1217 Paving Sheridan Street between Illinois and Venango.
Resolution introduced for first reading.
x#1216 Petition relating to improvements in Blocks 1, 2 and 3 Hageman Park Addition.
Referring to petitioner for checking regarding curb and gutter on both sides
of street.
##1213 Sewer in HLocks 1 and 2 .Hageman Park.
Hold until main sewer plans for this area are approved.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing to the paving of Republic Avenue from the east line of Quincy Street to the east
line of Sunrise Drive.11 Resolution referred to Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the paving of Sheridan Street from the South line of Venango Street
tothe North line of Illinois Street.' Resolution was referred to the Board of
Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering and grading of Martin Avenue from the center
line of Sunrise Drive to the center -line of Roachtr�eett." Resolution was referred
to the Board of Commissioners.
The following petitions were filed:
Petition for paving Sheridan Street from Venango to Franklin.
Referred to City Manager.
Petition for sewer, curb and gutter various streets presented by J. C. kichaelso .
Referred to petitioner for separate petitions and descriptions.
On motion of Commissioner Barcafer the Board of Commissioners adjourned.

BOARD OF ZONING A PEALS MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
SEPTEMBER 10, 1951
Board of Zoning Appeals Meeting. The roll was called and Commissioners
Ramsey, Cobb, Barcafer, hi.ng and Price and City Attorney Clark responded.
Building Application Number 3204 from J. S. Dillon and Sons was taken up.
Commissioner Price moved to approve.
Appeal of J. S. Dillon and Sons Grocery, Inc., from refusal of Building
Permit by Building Inspector.
On motion of Commissioner Price appeal granted. Plans for proposed
building were prepared prior to adoption of present Zoning Ordinance, and fully
complied with the provisions of the antecedent ordinance and to deny the appeal
would result in unnecessary hardship. Carried.
On motion of Commissioner Price, meeting adjourned.
