COMMISSIONERS PROCEEDINGS, REGULAR MEETING

AUGUST 27, 1951
Regular Meeting of the Board of Commissioners August 27, 1951. Lreeting was
called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Barcafer,
Cobb and King and Assistant City Attorney Yordy responded. Commissioner Price and
City Attorney Clark absent.
The minutes of the Regular Meeting of August 20, 1951 and Board of Zoning Appeals
Meeting of August 20, 1951 were read and approved as read.
City Engineer filed plans and specifications for curbing, guttering and paving
improvements provided for in Ordinances Numbered 5572, 5573 and 5574, known as Engineer
Job Number 275. Commissioner King moved to accept and that City Clerk
be instructed to advertise for bids to be received up to and including Monday, September
10, 1951 at 7:30 o'clock P. M. Carried.
Petition presented from Tom Allison for the paving of Sheridan Street from
Illinois to Venango. Referred to City Manager.
An ordinance was introduced for second reading entitled: "An ordinance provid-
ing for the inclusion of certain land within the corporate limits of the City of Salina,
prescribing the corporate limits of said City and repealing Section 3 of Ordinance
Number 5570.
On motion of Commissioner King the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb and King (3) Nays: Ramsey (1) Commissioner Price absent.
The following letters were presented from the City !Tanning and Zoning Commis -
Sion:
Recommending that the Replat of Block 5, Claflin Addition, to the City of
Salina, Kansas be approved. Commissioner King moved that recommendation be
accepted. Carried.
Recommending that closing of alley connecting Twelfth and Baker between Walnut
and South Streets be denied. Commissioner King moved that City Manager con-
tact the City Planning Commission with regard to closing part of alley, but leave enough
ground for sidewalk. Carried.
Recommending that Lots 1 and 3, Block 1, Replat of Beebe's Second Addition to
the City of Salina be rezoned to Zone "D" Local Business. Commissioner Cobb mov
to table for two weeks, September 10, 1951. Carried.
A resolution was introduced for first reading entitled: "A Resolution relating
to the paving of Reynolds Street from the south line of Grand -&venue to the North line
of Broadway Boulevard." Referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance prescribin
limitations as to construction or the moving of buildings into the fire limits of the
City of Salina, Kansas, amending Section 6-212, Revised Ordinances of the City of Salina,
1)48 and repealing the said section." Referred to the Board of Commissioners.
Letter was presented from Salina Bar Association recommending that the City pay
$250.00 per month for Judge Pro Tem of the City Court, during the illness of Judge
Omer Smith. Commissioner Cobb moved to approve. Carried.
On motion of Commissioner Barcafer the Board of Commissioners adjourned.

ILETING OF BOARD OF ZONIiNG APPEALS.

SALINA, KANSAS.
AUGUST 27, 1951
City Commissioners met as a Board of Zoning Appeals. The roll was called
and Commissioners Ramsey, Cobb, Barcafer and King and Assistant City Attorney Yordy
responded. Commissioner Price and City Attorney Clark absent.
On motion duly made and unanimously carried the Board of Zoning Appeals
did specifically approve the plat plan of thrEt�u r�tture and parking area
to be situated on Lots 1, 3, , 7, 9 and 11 eitz second § ur on to the City of
Salina by M. J. Watkins and wife. The Board does specifically authorize a
twenty (20) foot set back in the front yard, a 1.8 foot unimproved area in the
rear yard and a six (6) foot side yard on Crawford Street as manifested by and further
authorized on building permit therefor on said plan. The Board finds that said
variances from the prov,sions of the ordinance are minor, are not contrary to the
public interest and that owing to special conditions, a literal enforcement of the
ordinance would result in unnecessary hardship. The said variances will comply
with the spirit of the Zoning Ordinance.
Building Application ;Number 3179 for Etta Lea Buck, 1033 Johnstown Avenue
was taken up. Commissioner King made motion that permit be denied. Carried,
keeting adjourned by Commissioner Barcafer.
