08-20-1951 Minutes210� COMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS. AUGUST 20, 1951 Regular Meeting of the Board of Commissioners August 20, 1951. Meeting was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Barcafer, Cobb, King and Price and City Attorney Clark responded. The minutes of the Regular Meeting of August 13, 1951 and Board of Zoning Appeals Meeting of August 13, 1951 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance making a levy of taxes for general revenue and other purposes by the City of Salina, Kansas for the year 1952." On motion of Commissioner Barcafer the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5578. An ordinance was introduced for second reading entitled: "An ordinance • levying special assessments against certain property to pay the cost of cutting weeds on certain lots and parts of lots, and the parkways abutting thereon in the City of Salina, Kansas." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5579. A resolution was introduced for second reading entitled: "A Resolution relating tothe curbing, guttering, paving and grading for a width of twenty-eight (28) feet, Fifth Street from the North line of Pacific Avenue to the North line of Harsh Avenue." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) mayor approved the resolution and it is Numbered 12.7. The above resolution is recorded in full on Page 306 Resolution Book Number 4. No bids received for reconstruction of Ash Street sewer, as advertised for. A resolution was introduced and passed directing the City Manager to cause reconstruction of Ash Street Sewer. On motion of Commissioner Cobb the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Ramsey, • Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the resolution and it is Numbered 1218. The above resolution is recorded in full on Page 307 Resolution lbok Number 4. Applications for Cereal Malt Beverage License presented as follows: Betty Plonski Yankee Clipper 136 N. Santa Fe Avenue Commissioner Price moved that application be approved and license granted. Motion adopted. George R. Sawaya George's Place 226 S. Santa Fe Avenue Ray E. Zaragoza Ray's Tavern 632 E. North Street Commissioner Price moved that applications be approved and license granted, subject to inspection of R. S. Fassnacht, Health Sanitarian. Motion adopted. The following petitions were presented: Paving 600 Block on East Republic; Curb and gutter Martin Street between Roach and Sunrise Drive; Curb and gutter Roach, Pearl, Lewis and Republic, in Blocks 1 and 2, Hageman Park Addition. Seger in Blocks 1 and 2, Hageman Park Addition. Above petitions referred to the City Manager. • • 1 1 • E,i 1 Letter was presented from the City Planning Commission recommending the construction of duplexes on Lots 15, 17 and 19, Block 18, Pacific Addition to the City of Salina, Kansas. Commissioner Cobb moved to accept recommendation. Motion adopted. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Cobb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-555• An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Cobb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-556. Plat was presented from Breon & Williams to include within the City limits Replat of IlLock 5, Claflin Addition. Referred to City Planning and Zoning Com- mission. On motion of Commissioner Price the Board of Commissioners adjourned. City Clerk 222 MEETING OF BOARD OF ZONING APPEALS COMMISSIONERS ROOM, SALINA, KANSAS. AUGUST 202 1951 The roll was galled and Commissioners Ramsey, Barcafer, Cobb, King and Price and City Attorney Clark responded. The report of the City Planning and 'Zoning Commission recommending building permits be issued so as to authorize a duplex on each of Lots 15, 17 and 19, Block 18, Pacific Addition, notwithstanding that each of said lots contains only 5850 square feet. Report approved. Consideration was then given to the appeal of Ray B. Worcester for permits to build duplexes on each of said lots. On motion duly made the Board of Zoning Appeals did authorize a variance so as to permit a duplex to be placed on each of said lots on the basis that 150 square foot shortage was insignificant and such authority would not be contrary to the public interest and the spirit of the Zoning Ordinance would be fully observed. — On motion, meeting adjourned.
