AUGUST 133 1951 Regular Meeting of the Board of Commissioners August 13, 1951. Meeting was alled to order by Payor Ramsey, the roll was called and Commissioners Ramsey, Barcafer, Cobb, King and Price and City Attorney Clark responded. The minutes of the Regular lti'ieeting of August 6, 1951 and Zoning Appeal irkeeting of August 6, 1951 were read and approved as read. Pursuant to notice published in the Salina Journal 1952 Budget was taken up by the Board of Commissioners. No persons appeared to protest. Commissioner x�dng moved that 1952 Budget be adopted as published and Tax Levy Ordinance introduced for first reading. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance making a levy of taxes for general revenue and other purposes by the City of Salina, Kansas, for the year 1952. Ordinance was referred to the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance providing for the curbing, guttering and grading of the north side of Charlotte Avenue from the East line of Simmons Street t-- the Blest line of Fourth Strebt; for the curbing, guttering and grading of Cloud Avenue from the West line of Simmons Street tothe West line of Union Pacific Railroad Righc,-of-Way; for the curbing, guttering and grading of Ellsworth Avenue from the East line of Norton Street to the West line of Roach Street; for the cui:R ng, guttering and grading of Fourth Street from the South line of Cloud Avenue to the South line of Charlotte Avenue; for the curbing, guttering and grading of Gebhart Street from the South line of Cloud Avenue to the North line of Charlotte Avenue; for the curbing, guttering and grading of Kenison Road from the South line of McAdams Road to the North line of Wilson Street; for the curbing, guttering and grading of Larson Street from the South line of Cloud A enue tot he North line of Charlotte Avenue; for the curbing, guttering and grading of iinneapolis Avenue from the East line of Quincy S reet to the East line of Norton Street; for the curbing, guttering and grading of Morningside Drive from the East line of benison Road to the center line of Sunrise Drive; for the curbing, guttering and grading of i4orton Street from the North line of Minneapolis Avenue to the North line of Ellsworth Avenue; for the curbing, guttering and grading of Rarun Street from the West line of Front Street to the center line of Third Street; and for the curbing, guttering and grading of Sunrise Drive from the South line of Beloit Avenue to the South line of Ellsworth Avenue; and providing for the payment of the cost thereof and how the same shall be assessed and the manner of payment thereof." An ordinance was introduced for second reading entitled: "An ordinance providing for the paving and grading of Eleventh Street from the North line of Wilson Street to the North line of Republic Avenue; for the paving and grading of Grand -venue from the West line of Tenth Street to the West line of Eleventh Street; for the paving and grading of Kirwin Avenue from the west line of Pershing Street to the East line of Funston Street; for the paving and grading of Lamar Street from the East line of Fourth Street to the West line of Third Street; for the paving and grading of Penn Avenue from the South line of Gypsum Avenue to the North line of Smoky Hill Drive; for the paving and grading of Reynolds Street from the North line of Lincoln Avenue to the South line of Broadway Boulevard; and for the paving and grading of Twelfth Street from the North line of Lincoln Avenue to he South line of Grand Avenue; and providing for the payment thereof, how the same shall be assessed and manner of payment of the cost thereof." On motion of Commissioner Barcafer the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5575. An ordinance was introduced for second reading entitled: "An ordinance amending Ordinance No. 5549 of the City of Salina, and creating, regulating, and restricting the use of a temporary zone and regulating and restricting the location, repair, alteration of buildings designed for the specified use; and regulating and restricting use of land within said temporary zone; and temporarily excluding cdrtain land from District "A" First Dwelling douse District as defined by Ordinance Number X549; and including said land in said temporary district; and prescribing a penalty for the violation of its terms and repealing Ordinance Number 5186 insofar as it conflicts herewith." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 5576• An ordinance was introduced for second reading entitled: "An ordinance providing for the repair and reconstruction of a certain portion of that certain outfall sewer in Ash Street in the City of Salina, and providing for the payment of the cost of such improvement by the City at large, and for the issuance of Improvement Bonds of said City to pay such cost." On motion of Commissioner Cobb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, barcafer, Cobb, King and Price (5) Nays: (0) vayor approved the ordinance and it is Numbered 5577. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering, paving and grading, for a width of twenty-eight (26) feet, Fifth Street from the North line of Pacific Avenue to the North line of Harsh Avenue." Resolution was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance levying special assessments against certain property to pay the cost of cutting weeds on certain lots and parts of lots, and the parkways abutting thereon in the City of Salina, Kansas." Ordinance was referred to the Board of Commissioners. Petition was presented from Weeks Food Market to extend Zone "D" Local Business to include Lots 1 and 3. Block 1, Replat of Beebe's Second Addition. Referred to City Planning Commission. On motion of Commissioner King the Board of Commissioners adjourned. • COMNISSIONERS PROCEEDINGS, BOARD OF ZONING APPEALS COMUISSIONERS ROOM, SALINA, KANSAS. AUGUST 132 1951 City Commissioners met as a Board of Zoning Appeals. The roll was called and Commissioners Ramsey, Barcafer, Cobb, King and Price and City Attorney Clark responded. Letter was presented from City Planning and Zoning Commission recommending that Building Application Number 3171 to Fred Buerkle, 510 South Twelfth Street, be granted. Notion was duly made and seconded to accept and approve Building Application Number 3171. Carried. City Engineer filed plans and specifications for Ash Street Sewer repair. Commissioner Barcafer moved that same be accepted by the Board of Commissioners and • City Clerk be instructed to advertise for bids to be received up to and including Monday, August 202 1951 at 7:30 o'clock P.
