06-04-1951 Minutes200 COMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS. JUIZ 4, 1951 Regular Meeting of the Board of Commissioners June 4. 1951. Meeting was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Barcafer, Cobb, King and Price and City Attorney Clark responded. The minutes of the Regular Meeting of May 28, 1951 were read and approved as read. City Manager reported he did not have definite figures on Warehouse but could have in a few weeks, but due to Government restrictions on building probably could not build right now, so motion was made to table indefinitely. City Attorney reported that City could proceed to prepare plans and specifications for Crawford Street Main Sewer, and that General Improvement Bonds could be issued. Commissioner King made motion that City Manager have plans and specifications prepared and Engineers Estim te. Carried. City Attorney reported that in his opinion the City can acquire the "draw" I • which drains from south to north through the southeast part of the City, and that Temporary Notes may be issued payable from In Lieu of Bonds Fund. An ordinance was introduced for first reading entitled: "An ordinance providing for the construction, development and install tion of a certain storm sewer and conduit in the City of Salina, providing for the preparation of plans and specifications therefor, the filing of a detailed estimate of cost thereof and for the payment of the cost thereof." Ordinance was referred to the Board of Commission rs. Wilson and Company filed Estimate Number 2 in the amount of $3034.26 to Busboom & Rauh for Airport Building. Approved by Commissioner Price. Carried, The following petitions were filed and referred to City Manager:: Curbing, guttering and paving Grand from Eleventh to Twelfth. Curbing and guttering Lincoln from Arthur to Cleveland. Paving Grand Avenue from Tenth to Eleventh. Application for Cereal Malt Beverage License presented from Eagles Lodge. Commissioner King moved that application be approved and license granted. Carried. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (3) Nays: (0) Mayor approved the ordinance and it is Numbered 545. Commissioner Cobb made motion to set June 25, 1951, as date for tecohd reading of City Limit Urdinance. Carried. kayor appointed Robt. G. lrederick as an appraiser in place of his father, John Frederick, deceased, for curbing, guttering and paving improvements provided for in Job Bio. 271 and for Lateral Sanitary Sewers 260 to 264, both inclusive. Commissioner Cobb moved that appointment be confirmed. Carried. City Manager reported on the following petitions: Paving Twelfth Street from Lincoln Avenue to Grand Avenue. Insufficient signers. notify petitioner. Curb and gutter North side of Charlotte Avenue from Simmons to Fourth. Curb and gutter Fourth from Cloud to Charlotte. Curb and gutter Gebi,art Street from Cloud to Charlotte. Curb and gutter Larson Street from Cloud to Charlotte. Curb and gutter Cloud Avenue from SLmmons to Union Pacific Right-of-way. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Eleventh Street from the north line of Wilson Street tothe North line of Republic Avenue." Referred tothe Board of Commission- ers. A resolution was introduced for first reading entitled: "A Resolution relating to he curbing, guttering and grading of Larson Street from the south line of Cloud tivenue to the North line of Charlotte Avenue." Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Gebhart Street from the south line of Cloud Avenue to the North line of Charlotte Avenue." Referred to the Board of Commissioners. • A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Fourth Street from the south line of Cloud tivenue to the South line of Charlotte Avenue." Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of the North side of Charlotte Avenue from the East line of Simmons Street tothe West line of Fourth Street." Referred to the Board of Commissioners. A resolution was introduced for first reading entitleds "A Resolution relating tothe curbing, guttering and grading of Cloud Avenue from the West line of Simmons Street to the West li..e of Union Pacific Railroad right-of-way." Referred to the Board of Commissioners. On motion of Commissioner Cobb the Board of Commissioners adjourned. Meeting was held for the purpose of acting on Appraisers Reports for Lateral Sanitary Sewers Numbered 255 to 259, both inclusive, and for Main Sewer "Y", (Known as Job Number 270). No protest on Appraisers Reports for Lateral Sanitary Sewers Numbered 255 to 2592 both inclusive,and for Main Sewer "Y", (Known as Job Number 270). Commissioner Barcafer moved to accept reports. Carried. on motion of Commissioner Barcafer the Board of Commissioners adjourned. City Clerk
