Regular Meeting of the Board of Commissioners May 22, 1951. Meeting was
called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey,
Barcafer, Cobb, King and Price and Assistant City Attorney Yordy responded. City
Attorney Clark absent.
The minutes of the Regular Meeting of May 14, 1951 and Special Meeting of
May 14, 1951s were read and approved as read.
Pursuant to notice published in the Salina Journal bids were received for
the construction of Lateral Sanitary Sewer Number 264, (known as Job 273) as follows:
Salina Crane & Shovel Company, Salina, Kansas $2105.00
H. J. Taylor Construction Company, Salina, Kansas 2055.00
Engineer's Estimate 2079.50
Commissioner King moved that contract be awarded to H. J. Taylor Construction •
Company, as per bid submitted in the amount of $2055.00; and that check be returned
to unsuccessful bidder. Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
ratifying and confirming a contract with H. J. Taylor Construction Company for the
contraction of a certain Lateral Sanitary Sewer in the City of Salina heretofore
designated as Lateral Sanitary Sewer District 2640 and providing for the issuance
of temporary notes to pay the cost thereof pending issuance and sale of bonds."
Ordinance was referred to he Board of Commissioners.
Mayor appointed J. Earl Wyatt, Wm. F. Grosser and Robert G. Frederick
to acts appraisers in ascertaining the valuation of certain lots and pieces of
ground liable to special assessment for the cost of constructing Lateral Sanitary
Sewer Number 264. Appointments confirmed by Commissioner Barcafer.
An ordinance was introduced for second reading entitled: "An ordinance
relating to State Aid for the improvement of city connecting links on the State
Highway system within the City of Salina, Kansas."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor
approved the ordinance and it is Numbered 5559.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the vacation of a portion of a certain street in the City of Salina,
Kansas."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was alled and the following vote was

had; Ayes: Ramsey, Bareafer, Cobb, King and Price (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 5560.
A resolution was introduced for second reading entitled: "A Resolution
relating tot he curbing, guttering, paving and grading of UniverRity Street from
the Missouri Pacific Railroad Tracks to the East line of ClarkStreet."

On motion of Commissioner King the resolution was adopted as read and on
its final adoption the roll was called and the followin vote was had; Ayes:
Ramsey, Bareafer, Cobb, King and Price (5) Nays: (0� Mayor approved the resolu-
tion and it is Numbered 1224.

A resolution was introduced for second reading entitled: "A resolution
relating to the curbing, guttering, paving and grading, for a width of Twenty (20)
Feet, East side of Fourth Street, from the north line of Crawford Avenue t o the
south line of Prescott Avenue."
On motion of Commissioner Price the resolution was adopted as read and on
its finaladoption the roll was called and the following vote was had; Ayes: Ramsey,
Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the resolution and
it is Numbered 1225.

A resolution relating to the paving and grading of Lamar Street from the
East line of Fourth Street to the West line of Third Street.
On motion of Commissioner Cobb the resolution was adopted as read and on its
finaladoption the roll was called and the following vote was had; Ayes: Ramsey,
Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the resolution and
it is Numbered 1226.

A resolution was introduced for second reading entitled: "A Resolution re-
lating to the paving and grading of Remolds Street from the North line of Lincoln
Avenue to the South line of Broadway -$o evard.'
On motion of Commissioner Price the resolution was adopted as read and on
its finaladoption the rollwas called and the following vote was had; Ayes: Ramsey,
Bareafer, Cobb, King and Price (5) Nays: (0) Mayor approved the resolution and
it is Numbered 1227.

A resolution was introduced and passed entitled: "A Resolution relating to
the issuance of Temporary Note in the amount of $16,972.39•"
On motion of Commissioner Price the resolution was adopted as read and on
its finaladoption the roll was called and the following vote was had; Ayes: Ramsey,
Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the resolution
and it is Numbered 1228.

An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the
rerdinthoe and it is Numbered A=543.
The following petitions were presented and referred to he City Manager:
Curb and gutter Cloud Avenue from Simmons to Union Pacific Right-of-way.
Curb and gutter Fourth from Cloud to Charlotte.
Curb and gutter Nort male of Charlotte Avenue from Simmons to Fourth Street.
Curb and gutter Gebhart Street from Cloud to Charlotte.
Curb and gutter Larson Street from Cloud to Charlotte.
Paving Kirwin Avenue from Persong to Funston.
Curbing and guttering Rahm Street in College View Addition.
Curb, Gutter & Sewer on Ellsworth from Norton to Roach and on Norton from
Minneapolis to Ellsworth.
Petition presented from Weeks & Sons (Deeks Food Market) to rezone Lots 3
and 4, in Sock 1, Replat Beebe's Second Addition from "C" Apartment to "D" Local
Business. Referred to City Planning Commission.
Petition against the above rezoning filed by (iris Hoffman and others. Re-
ferred to City Planning Commission.
City Manager reported on Planning Commission letter and petition of Salina
Building Company to bring land in City limits from Walnut Street, south 2090 feet,
and from present City limits west 165 feet west of By -Pass as shown on Plat.
Commissioner King moved to accept recommendation and introduce' ordinance for first
reading. Motionadopted.
City Manager reported on Planning Commission letter and petition of F. Fbx
tociange width of (Minty Street between Kirwin and Jewell. Sidewalk line to be 8.5
feet from present line to inside edge of sidewalk or 31.5 feet from center line of
street. Commissioner Price moved that ordinance be introduced for first
reading. Motionadopted.
An ordinance was introduced for first reading entitled: "An ordinance pre-
scribing the place of installation of certain sidewalks in the City of Salina, Kansas."
Ordinance was referred to the Board of Commissiom rs.
Letter was presented from National Guard, asking for contribution. Commission-
er King moved to refer to City Manager for his consideration and report with 1952
Budget. Carried.

Appraisers reports filed for the construct -Lon of Lateral Sanitary Sewers
Numbered 2550 256, 257, 258 and 259, and Main Sewer "Y". On motion of Com-
missioner Barcafer , City Clerk was instructed to give notice in the official
City paper that a Special Meeting willbe held Monday, June Lith, 1951,at which
time the reports will be taken up and acted on by the Board of Commissioners. Motion
adopted.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the vacation of certain streets and portions of streets in the City
of Salina, Kansas." Ordinance was referred to the Board of Gommissi oners.
The matter of Off -Street parking was taken up by the Board of Commission-
ers. Commissioner Barcafer moved that action on same be tabled until meeting
can be arranged iwith Chamber of Commerce and others. Carried.
On motion of Commissioner Price the Board of Commissioners adjourned.
