Regular Meeting of the Board of Commissioners May 14, 1951. Meeting was
called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey,
Barcafer, Cobb, King and Price and City Attorney Clark responded.
The minutes of the Regular Meeting of May 7, 1951; and Special Meeting of
May 7, 1951 were read and approved as read.
An ordinance was introdu--ed for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering,
having and grading of Claflin Avenue from the west line of Eleventh Street to the
east line of Pershing Street; for the curbing, guttering, paving and grading of
Twelfth Street from the south line of Broadway Boulevatd to the south line of
Grand Avenue; and for the paving and grading of Front Street from the south line
of Crawford Avenue to the north line of Republic venue; =relating to and provid-
ing for the collection ansd payment of such assessments."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the
ordinance and it is Numbered 5557•
An ordinance was introdu.:ed for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, gutter-
ing and grading of Deloit Avenue from the west line of Quincy Street west approximately
300 feet; curbing, guttering and grading of Connecticut Avenue from the north line of
Wpsum Avenue to the south line of Stapler venue; curbing, guttering and grading of
Delaware Avenue from the north line of Gypsum Avenue tothe south line of Stapler Avenue;
curbing, guttering and grading of the south side of Hamilton Avenue from the center
line of Eleventh Street tothe center line of Twelfth Street; curbing, guttering and
grading of Harsh Avenue from the center line of Eleventh Street to the center line
of Twelfth treet; curbing, guttering and grading of Indiana Avenue from the center
line of Crpsum Avenue tot he south line of Stapler Avenue; curbing, guttering and
grading of Pacific Avenue from the center line of Eleventh Street to the center line
of TwelfthStreet; curbing, guttering and grading of Stapler Avenue from the center
line of Delaware Avenue to the east line of Indiana Avenue; curbing, guttering and
grading of Twelfth Street from the center line of Pacific Avenue to the center line
of Harsh Street; curbing, guttering and grading of the east side of Twelfth Street
from the center line of Harsh Avenue to the center line of Hamilton Avenue; and for
the curbing, guttering and grading of the north side of Wilson Street from the west
line of Front Street to the east line of Third Street and on the south side of Xlson
Street from the west line of Front Street to a point 125 feet west of the west line
o econd Street; and relating to and providing for the collection and payment of
such assessments."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the
ordinance and it is Numbered 5558.
An ordinance was introduced for first reading entitled: "An ordinance
relating to State Aid for the improvement of City Connecting Links on the State
Highway System within the City of Salina, Kansas". Ordinance was referred to the
Board of Commissions rs.
Petition was presented asking for the paving of Eleventh Street from Wilson
Street to Republic Avenue. Referred to City Manager.
City Engineer filed Estimate No. 6 in the amount of $16,972.39 to H. J.
Taylor Construction Company for curbing, guttering and paving improvements provided
for in Ordinances Numbered 5504 and 5505, (known as Job. No. 268). Commissioner
King moved that estimate be approved by the Board of Commissioners. Carried.
Application for Cereal Malt Beverage License was presented from Frank
Bennett, d/b/a "Owl Cafe" at 535 North Santa Fe Avenue. Commissioner King
moved that application be approved and license granted. Carried.
The following letters were presented from the City Planning Commission:
Recommending the vacation of Logan Street from U. S. Highway 81 By -Pass
to College Avenue. Commissioner King moved to accept and that ordinance
be introduced for first reading. Carried.
Recommending that the Class "B" Emergency District located on the property
of the Kansas Wesleyan University on kirwin Street be extended for one year only.
Commissioner Price moved to accept, and that City Planning and Zoning Commission
write letter designating proper zone. Carried.

Regarding petition to change the width of Quincy Street between Kirwin
Avenue and Jewell Avenue from 80 feet to 65 feet, City Planning Commission recommend
that the sidewalks be relocated rather than to vacate any portion of this Street.
Commissioner King moved to refer to City Manager for report and recommendations.
Carried.
Recommending that Lots 9 and 10, Block 13, Pacific Addition be rezoned
from "B" second dwelling to "F" Light Industrial. Commissioner King moved to
accept and that City Clerk give notice in the official City paper as required by
law. Carried.
An ordinance was introdu;ed for first reading entitled: "An ordinance pro-
viding for the vacation of a portion of a certain street in the City of Salina,
Kansas." Ordinance was referred to the Board of Commissioners.
Recommending that all of that land bounded by the Missouri Pacific Railroad
on the East, by the U. S. 81 Highway By -Pass on the West, by Walnut Street on the
North and by Crawford Avenue on the South, which is not already in the City limits,
be taken within the corporated limits of the City of Salina, also recommend that a
strip of land bonded by the U. S. Highway 81 By -Pass on the East; by Walnut Street
on the North; by Crawford Avenue on the South; and on the west by a straight line
projected South from State Street along the present City limits until it intersects
Crawford Avenue be taken within the corporate limits of the City of Salina.
Commissioner King moved torefer to City Manager to check acreage and boundaries and
report to the Board of Commissioners. Carried.

Commissioner Cobb moved that appointment be confirmed by the Board of

City Manager reported on the following petitions:
Paving Lamar Street from Third to Fourth.
Curbing, guttering and paving University Street from Missouri Pacific
Railroad Tracks to Clark Street.
Curbing, Guttering and paving East side of Fourth Street from Prescott
Avenueto Crawford Avenue
Waving Reynolds Street from Lincoln Avenue to Broadway Boulevard.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering, paving and grading of University Street from
the Missouri Pacific Railroad Tracks tothe East line of Clark Street. Resolution
was referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering, paving and grading, for a width of Twenty feet
(20 feet) East side of Fourth Street from the north line of Crawford Avenue to the
south line o? resco t venue." Resolution was referred to the Board of Com-
missioners.

A resolution was introduced for first reading entitled: " A Resolution
relating to the paving and grading of Lamar Street from the East line of Fourth
Street to the West line of Third Street." Resolution was referred to the
Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the paving and grading of Re olds Street from the North line of Lincoln
Avenue tothe South line of Broadway Boulevard." Resolution was referred to the
Board of Commissionrs.
City Manager reported on immediate improvements needed for the City of Salina
with the next year:
Obtaining Right -of -Way drainage in draw between Second and Third and Crawford
and Cloud. City Attorney instructed to check on legal proceedings and
report May 28, 1951.
Off Street Parking.
For discussion at meeting of May 21, 1951.
Sewer project in Southeast part of City costing approximately X110,000.00
• City Attorney to report on legal proceedings May 28, 1951.
New water mains and additional pipe costing approximately $87,000.00.
Commissioner King moved that City Manager order necessary pipe and make
these improvements in water system. Carried.
Storage Building, mostly for Water department equipment.
City Manager to get definite figures and report June 4th, 195•
On motion of Commissioner King the Board of Commissioners adjourned.

Special Meeting of the Board of Commissioners May 14, 1951. Meeting
was called to order by kayor Ramsey, the roll was called and Commissioners Ramsey,
Barcafer, Cobb, King and Price and City Attorney Clark responded.
Meeting was held for the purpose of acting on the appraisers reports for
the curbing, guttering and/or paving certain streets provided for in Ordinances
Numbered 5504 and 5505 (known as Engineer Job No. 268).
No protests on Appraisers Reports for curbing, guttering and/or paving
certain streets provided for in Ordinances Numbered 5504 and 5505 (Known as
Engineer Job No. 268). Commissioner King moved to accept reports. Carried.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, gut-

to the north line of Stack Avenue; curbing, guttering and grading of Delaware

assessments." Ordinance was referred to the Board of Commissioners.

tering, paving and grading of Jewell -"venue from the east line of Osborne Avenue
to the east line of Lots 33 and -34 on Jewell Avenue; for the curbing, guttering,
paving and grading of iron Avenue from the east line of Delaware Avenue to the
east line of Marymount Road; for the paving and grading of Eleventh Street from
the north line of Harsh Avenue to the south line of Hamilton Street; for the paving
and grading of Second Street from the north line of Um Street to the south line
of North Street; for the paving and grading of Seventh Street from the south line
of Woodland Avenue to the north line of Grand Avenue and relating to and providing
for the collection and payment of such assessments." Ordinance was referred
to the Board of Commissioners.
On motion of Commissioner Price the Board of Commissioners adjourned.
