04-09-1951 Minutes181!2 COMlaSSION-RS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS. APRIL 9, 1951 Regular meeting of the Board of Commissioners April 9, 1951. Meeting was called to order by Mayor King, the roll was called and Commissioners King, Price, Ramsey, Stephenson and Webb and City Attorney Clark responded. The minutes of the Regular Meeting of April 2, 1951 and Canvassing Board Meeting of April 61 1951 were read and approved as read. Pursuant to notice published in the Salina Journal bids were received for the construction of Lateral Sa dtary Sewers Numbered 260, 261, 262 and 263 (Engineer Job 272) as follows: Broce, Smith Contractors, Inc., $10,164.75 Salina Crane and Shovel Company 9,480.05 H. J. Taylor Construction Company 9,538.00 L. W. Rexroad 9,649.75 City Engineer's Estimate 9,560.00 • Commissioner Stephenson moved that contract be awarded to Salina Crane and Shovel Company, as per bid submitted in the amount of ;9,480.05 and that checks be returned to unsuccessful bidders. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with Salina Crane and Shovel Company for the construction of certain lateral sanitary sewers in the City of Salina heretofore designated as Lateral Sanitary Sewer Districts 260, 261, 262 and 263, and provid- ing for the issuance of temporary notes to pay the cost thereof, pending issuance and sale of bonds." Ordinance was referred to the Board of t%ommi.ssioners. Mayor ldng appointed J. Earl Wyatt, John trederick and Wm. F. Grosser, Jr., to ascertain tlie cost of certain lots and pieces of ground liable to special assessment for the cost of constructing Lateral Sanitary Sewers Numbered 260, 261, 262 and 263. On motion of Commissioner Trice appointments confirmed by the Board of Commissioners. Lotion adopted. Pursuant to notice published in the Salina Journal bids were received for the curbing guttering and/or paving certain streets provided for in Ordi- nances Numbered 5543 and 5544 (Engineer Job 271)as follows: Broce, Smith Contractors, Inc. X58,559.25 H. J. Taylor Construction Company 563534.30 L. W. Rexroad 58,520.90 City Engineer's Estimate 57,898.00 Commissioner Stephenson moved that contract be awarded to H. J. Taylor • Construction Company, as per bid submitted in the amount of 456,534.30, and that checks be returned to unsuccessful bidders. !Motion adopted. Ordinance was referred to the Board of Commissioners. • 1 .7 1 1 Letter was presented from Kansas Wesleyan University regarding Class "B" Emergency District located on the property of Kansas Wesleyan University on Kirwin Avenue, asking for extension of five years. (See Ordinance Number 5166) Letter was referred to City Planning and Zoning Commission with Ordinance and Bond. Petition was presented from Fred A. Stegeman for the rezoning of Lots 151, 155 and 157 on Seventh Street, Original Town to "Ell General Business. Referred to City Planning Commission. Petition presented from Walter Nash for rezoning Lot 10, Block 13, Pacific Addition to "E" General Business. Referred to City Planning Commission. Petition presentedfrom E. L. Larson for Lateral Sewer to serve Block 3, Kraft Manor Addition. Referred to City Manager. Trust Deed, with a deposit of $100.00 was presented from Layme B. Forrey, for perpetual care of Lot 41 Block 10 in the Gypsum Hill Cemetery, Salina, Kansas. Approved by Commission Stephenson. Carried. City Manager reported that Highway Department would go 50-50 on cost of repairing slab on Broadway Boulevard. Approved by Commissioner Price. Carried. The following petitions were presented: Curbing and guttering west side of Sunrise Drive from Republic Avenue to Morningside Drive. Referred to City manager. Curbing and guttering Morningside Drive from Kerwdson to Sunrise Drive. Referred to City Manager. City Manager reported on petition for curbing and guttering kennison Road from McAdams Road to 'Milson Street. Referred to petitioners for more signers. The following letters were presented from the City Planning Commission: Requesting City Engineers Office to furnish the City Planning Commission with a plat of Quincy Avenue from Republic to Cloud. Referred to City Manager. Recommending the immediate adoption of an ordinance covering the rules for land platting as set forth in the new report compiled by Hare and Hare. Held over for April 23rd Mieetiri . Recommending the vacation of that part of Tenth Street between Hamilton and Antrim in order to provide for a parking width of 11 feet from sidewalk to curb. Hold for Joint Meeting with City Planning Commission. Recommending that Lots 5 and 6 in Hagaman Park be brought within the corporate limits of the City of Salina. These lots are to be brought in as "A" Residential. Referred to City Manager and hold over to April 23, Meeting. Also recommending the approval of the replat of Blocks 3, 4, 5 and 6 in Hagaman Park. It is understood that rules for land platting will be complied with in this connection. Referred to City Manager and hold over to April 23rd Meeting. Recommending that the replat of Lots 1 to 15 Garden Homes Addition be ap- proved, with the exception that "turn-arounds" on the three dead-end streets be provided with a radius of 50 feet. Also recommends that Block 1, as shown by the replat be rezoned to local business. Commissioner Stephenson moved to approve Plat providing that proper Certi- ficates of Ownership are provided and the rezoning of Block 1, be held over until April 23rd Meeting. Carried. Letter presented from T. L. Bayne regarding condition of lots at 309 and 311 South Fourth Street, there being an unnecessary amount of junk stored on said lots. Commissioner Price made motion that City Attorney proceed with court action to have it removed. Motion adopted.
