03-19-1951 Minutes• 1 1 • 71_ COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. MARCH 19, 1951 Regular Meeting of tye Board of Commissioners March 19th, 1951. Meeting was called to order by Mayor King, the roll was called and Commissioners King, Price, Ramsey, Stephenson and Webb and City Attorney Clark responded. The minutes of the Regular Meeting of March 12th, 1951 were read and ap- proved as read. An ordinance was introduced for second reading entitled: "An ordinance providing for the curbing, guttering and grading of north side of Claflin Avenue from the west line of Pershing Street to he east line of Funston Street; Cloud Avenue,from the east line of Ninth Street to he west line of Simmons Street and the north side of Cloud Avenue from the west line of Highland Avenue to the west line of SLmmons Street, extended north; Charlotte Street in Kraft Manor Addition from the east line of Highland Avenue tothe west line of Simmons Street; West side of Highland Avenue fn Kraft tianor Addition from the south line of Cloud Avenue to the south line of Charlotte Street and the east side of Highland Avenue in Kraft Manor Addition from the south line of Cloud Avenue to the north line of Charlotte Street; Jewell Avenue from the east line of Quincy Street to the east line of Sunrise Drive; Lamar Street from the west line of Third Street to the center line of Fourth Street; Republic Avenue from the East line of Cgincy Street to the East line of Sunrise Drive; Sim- mons Street in Kraft Manor Addition from the south line of Cloud Avenue to the north line of Charlotte Street, and providing for the payment of the cost thereof and how the same shall b e assessed and the manner of payment thereof." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5543. An ordinance was introduced for second reading entitled: "An ordinance providing for the paving and grading and for he curbing, guttering and paving of certain streets in the City of Salina, Knsas, described as follows: for the paving and grading of Johnstown Avenue from the east line of Penn Avenue to he west line of Columbia Avenue; Lincoln Street from the west line of Reynolds Street to the east line of Broadway Boulevard; Pershing Street, from the north line of Beloit Avenue to the center line of Republic Avenue; and for the curbing, guttering, paving and grading of Smoky Hill Drive from the east line of Oakdale Avenue to the east line of Penn Avenue and providing for the payment of the cost thereof, how the same shall be assessed, and the manner of payment of the cost thereof." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: iSing, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5544. is An ordinance was introduced for second reading entitled: "An ordinance creating and defining lateral sanitary sewer districts in the City of Salina, Kansas, designated as Lateral Sanitary Sewer Districts Numbered 262 and 263, and providing for the construction of Lateral Sanitary Sewers in said Lateral Sanitary Sewer Dis- tricts Numbered 262 and 263, so created and providing for the payment of the cost thereof and for the levying of special assessments against the property in said districts for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Webb the ordinance was read and adopted by sec- tions and on its finaladoption the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5545, An ordinance was introduced for second reading entitled: "An ordinance providing that vehicles shall stop before entering certain intersections and pro- viding for the amendment of Section 24-1006, Revised Ordinances of the City of Salina, 1948, and providing for the repeal of said Section 14-1006." On motion of Commissioner Webb the ordinance was read and adopted by sec- tions and on its final a doption the roll was called and the following vote was had; Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 5546. A resolution was introduced and passed entitled: "A Resolution relating to issuance of Temporary Note in the amount of $12,500.00" • On motion of Commissioner Price the resolution was adopted as read and on its finalad.option the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the resolution and it is Numbered 1216. r+� resolution is recorded in full A resolution was introduced and passed entitled: "A Resolution relating to issuance of Temporary Note in the amount of $)785.59." On motion of Commissioner Stephenson the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved resolution and it is Numbered 1217. The above resolution is recorded in full on Page 268 Resolution Book An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final a doption the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-534• City Manager reported on the following petitions: Paving Penn Avenue from Gypsum Avenue to Smoky Hill Drive. guttering and paving Tenth Street from Grand Avenue Woodland Avenue. A resolution was introduced for first reading entitled: "A Resolution relating to the paving of Penn Avenue from the south line of Cypsum Avenue to the -north line of Smoky Hill Drive." Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering, paving and grading of Tenth Street from the north line of Grand Avenue to the south line of Woodland Avenue." Resolution was referred to the Board of Commissioners. City Engineer filed plans and specifications for the construction of Lateral Sanitary Sewers Numbered 260 and 261. On motion of Commissioner Stephenson approved by the Board of Commissioners. The City Planning and Zoning Commission filed its final report relating to a Zoning District Map of the City and a proposed Zoning Ordinance regulating the use of property in the various districts and recommended and approved a Zoning District Map and Zoning Ordinance submitted therewith. Commissioner Price moved to approve report. Ordinance introduced for first reading. Letter was presented from Salina Real Estate Board favoring the provision in the Hare and Hare Report ti:at an independent Board of Zoning Appeals be made a part of the new Zoning Ordinance. Ordered fLled. Plat filed by Chas. Sheldon regarding Glenifer Hill Addition. City Commissioners of opinion there should be some provision for street between Gypsum Avenue and Sheldon Streetand east of Hillside Drive. Referred to City Planning and Zoning Commission. Plat filed by Leonard Wood to eplat Blocks 3, 4, 5 and 6, Hageman Park Addi- tion and asking that Blocks 5 and 6 be taken into the City. Referred to City and Planning Commission.
