MARCH 12, 1951
Regular Meeting of the Board of Commissioners Larch 12, 1951. Meeting
was called to order by Mayor King, the roll was called and Commissioners King,
Price, Ramsey, Stephenson and Webb and City Attorney Clark responded.
The minutes of the Regular Meeting of March 5, 1951 and Called Meeting of
March 9th, 1951 were read and approved as read.

Commissioner Webb moved that contract be awarded to Busboom & Rauh, as per
bid submitted in the amouf:t of $19,310.00, and that Bid Bonds be returned to un-
successful bidders. motion adopted.
Contract Urdinance for Airport Building introduced for first reading.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the inclusion of certain lands in the City of Salina, Kansas, in the
"D" Light Industrial District as that district is defined by Section 6 of Ordinance
;umber 3188 and providing for the proper use thereof."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the
ordinance and it is Numbered 5541.
An ordinance was introduced for second reading entitled: "An ordinance
authorizing and providing for the issuance of bonds of the City of Salina, Kansas,
in the sum of $12,500.00 to pay the cost of purchasing land for park purposes to be
designated as Series E-153; and authorizing the issuance of Temporary Notes pending
the sale and issuance of said bonds."
On motion of Commissioner Webb the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was
had; Ayes: King, Price, Ramsey, Webb and Stephenson (5) Nays: (0) Mayor
approved the ordinance and it is Numbered 5542.
A resolution was introduced for second reading entitled: "A Resolution
relating to the curbing, guttering, paving and grading of Grand Avenue from the
west line of lWelfth Street to the east line of Thirteenth Street."
On motion of C ommissioner Stephenson t e resolution was adopted as read
and on its final adoption the roll was called and the following vote was had; Ayes:
King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the resolu-
tion and it is Numbered 1214.
Recorded in full on Page 265, Resolution Book Number 4.
A resolution was introduced and passed that Board of Commissioners of
Salina, Kansas are opposed to Senate Bill No. 129 wherein cities are empowered to
establish rent controls."
On motion of Commissioner Stephenson the resolution was adopted as read
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, ping, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the
resolution and it is Numbered 1215.
Above resolution is recorded in full on Page 266 Resolution Book Number 4.
Commissioner Price moved that action on taxicab rates be held over until
April 23, 1951. Carried.
A petition was presented for the curbing, guttering and paving of Tenth
Street from Grand Avenue to Woodland -venue. Petition was referred to City
Manager.
'Dust Deed, with a deposit of $76.50 was presented from Olive Phillips
Atherton, for the perpetual care of the South 1/2 of Lot 36, Block "B" in the
Gypsum Hill Cemetery. Approved by Commissioner Stephenson. Carried.

Trust Deed, with a deposit of $75.00 was presented from Mary Vernon Avery,
for the perpetual care of the North 1/2 of Lot 28, Block 11, in the Gypsum Hill
Cemetery. Approved by Commissioner Stephenson. Carried.

the Primary Flection of March 20, 1951 and City Election of April 3, 1951:

Commissioner Stephenson moved that appointments be confirmed. Motion
adopted.
Ralph h. Brown submitted replat of Lots 1 to 15 Garden homes Addition, also
Wants Block 1, of replat rezoned to "C" Commercial and Block 2 of replat to "B" Resi-
dential. Referred to City Planning Commission.
An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for the curbing, guttering and grading of north side of Claflin Avenue from
the West line of Pershing Street to the East line of Funston Street; Cloud Avenue
from the east line of ninth Street to the west line of Simmons Street and the north
side of Cloud Avenue from the west line of Highland Avenue to the west line of Sim-
mons Street, extended North; Charlotte Street in Kraft Manor Addition from the east
lire of Highland Avenue to the west line of Simmons Street; West side of Highland
Avenue in Kraft Manor Addition from the south line of Cloud Avenue to the south line
of Charlotte Street and the East side of Highland Avenue in Kraft Manor Addition
from the south line of Cloud Avenue to the north line of Charlotte Street; Jewell
Avenue from the east ;ine of Quincy Street to the east line of Sunrise Drive; Lamar

ing for the paving and grading and for the curbing, guttering and paving of certain
streets in the City of Salina, Kansas, described as follows: for the paving and grad-
ing d'f Johnstown Avenue from the east line of Penn Avenue to the west line of Columbia
Avenue; Lincoln Street from the west line of Reynolds Street to the east line of
Broadway Boulevard; Pershing Street from the north line of Beloit Avenue to the center
line of Republic Avenue; and for the curbing, guttering, paving and grading of Smoky
Hill Drive from the east line of Oakdale Avenue to the east line of Penn Avenue and
providing for the payment of the cost thereof, how the same shall be assessed and the
mariner of the cost thereof." Ordinance was referred to the Board of Commis-
sioners.
City Engineer filed Partial Estimate in the amount of $9785.59 to H. J. Tay-
lor Construction Company for construction of Lateral Sanitary Sewers Aumbered 255
to 259 lEngineer Job No. 270). Approved by Commissioner Stephenson.

An ordinance was introduced for first reading entitled: "An ordinance provid-
ing that vehicles shall stop before entering certain intersections and providing for
the amendment of Section 24-1006, Revised Ordinances of the City of Salina, 1)48, and
providing for the repeal of said Section 24-1006." Ordinance was referred to
the Board of Commissioners.
• City kanager reported on petition for sewer to serve Blocks Six (6) and Seven
(7) Morningside Addition.

An ordinance was introduced for first reading entitled: "An ordinance
creating and defining lateral sanitary sewer districts in the City of Salina,
Kansas, designated as Lateral Sanitary Sewer Districts slumbered 262 and 263,
and providing for the construction of Lateral Sanitary Sewers in said Lateral
Sanitary Sewer Districts Numbered 262 and 263 so created and providing for the payment
of the cost thereof and for the levying of special assessments against the prop-
erty in said districts for the payment of the cost of such construction and for the
issuing of bonds to pay the cost thereof." Ordinance was referred to the
Board of Commissioners.
City Manager reported on the following petitions:
Curb and gutter Hamilton from Fourth to Third.
raving 200 Block on South ?enn Avenue, between Gypsum Avenue and Smoky
Hill Drive.
Both petitions referred to petitioners for more signers.
On motion of Commissioner Stephenson the Board of Commissioners adjourned.
