12-04-1950 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM., SALIHA, KANSAS DECEMBER 4, 1950 Regular Meeting of the Board of Commissioners December 4, 1950. Meeting was called to order by kayor King, the roll was called and Commissioners King, Price, Ramsey, Stephenson and Webb and Assistant City Attorney Yordy responded. City Attorney Clark absent. The minutes of the Regular meeting of November 27th, 1950 and Special Meeting of November 30, 1950 were read and approved as read. City Manager reported on Natural Soft Water Test. Commissioners referred the matter back to City Manager for further study and report on costs of starting first project in or near the Hamilton Well. City Manager to report December 18th, 1950. Motion adopted. City Engineer filed plans and specifications for Lateral Sanitary Sewers Numbered 255 and 256. Commissioner Price moved to accept. Motion adopted. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Lincoln Street from the west line of Reynolds Street to the east line of Broadway Boulevard." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the resolution and it is Numbered 1198. The above resolution is recorded in full on Page 246 Resolution Book Number 4- A resolution was introduced entitled: "A Resolution relating to the paving and grading of Johnstown Avenue from the east line of Penn Avenue to the west line of Columbia Avenue." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the resolution and it is Numbered 1199. The above resolution is recorded in full on Page 247 of Resolution Book Number 4. An ordinance was introduced for second reading entitled: "An ordinance providing for and authorizing the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $49,922.43 to pay the cost of constructing main sanitary sewers and certain lateral sanitary sewers and a pumping station in the City of Salina, Kansas, which bonds shall be designated as Series S-150." On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) mayor approved the ordinance and it is Numbered 5523. An ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of :44,206.20 to pay the cost of improving certain streets in said City to be designated as Series Number P-151.11 On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) mayor approved the ordinance and it is Numbered 5524. An ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $195,850.86 to pay the cost of improving certain streets and alleys in said City to be designated as Series Number P-152.11 On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5525. An ordinance was introduced for second reading entitled: "An ordinance creating and defining certain lateral sanitary sewer districts in the City of Sl ina, Kansas, designated as Lateral Sanitary Sewer Districts Numbered 258 and 259, and providing for the construction of Lateral Sanitary Sewers in said Lateral Sanitary Sewer Districts Numbered 258 and 259, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said districts for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Webb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5527. An ordinance was introdu3ed for second reading entitled: "An ordinance creating and defining a certain main Sewer District in the City of Salina, designated . as Main Sewer District "Y"; providing for the construction of a wain Sewer in said district; providing for the payment of the cost thereof and for the levying of special assessments against the property in such district for the payment of such cost, and for the issuing of bonds therefor." Onmotion of Commissioner Webb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5528. Wilson and Company, Engineers, filed Final Estimate to Salt City Electric Company for Airport Lighting. Approved by Commissioner Ramsey. Carried. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-517. tory: Petitions were filed to include within the City limits the following terri- Block 7, in Claflin's Addition to Grounds of Kansas Wesleyan University. Mayor announced a Joint Meeting with City Planning and Zoning Commission to be held Thursday, December 7th, 1950 at 7:30 o'clock P. M.
