Regular Meeting of the Board of Commissioners October 23, 1950. Meeting
was called to order by iuiayor King, the roll was called and Commissioners King,
Price, Ramsey, Stephenson and Webb and City Attorney Clark responded.
The minutes of the Regular Meeting of October 16, 1950 were read and approved
An ordinance was introduced for first reading entitled: "An ordinance
providing for and authorizing the issuance of Improvement Bonds of the City of
Salina, Kansas, in the sum of $49,922.43 to pay the cost of constructing main
sanitary sewers and certain lateral sanitary sewers and a pumping station in the
City of balina, Kansas, which bonds shall be designated as Series S-150."
Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
g.uthorizing and providing for the issuance of Improvement Bonds of the City of
Salina, Kansas, in the sum of $44,206.20 to pay the cost of improving certain
• streets in said City to be designated as Series Number P-151." Ordinance was
referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
authorizing and providing for the issuance of Improvement Bonds of the City of
Sal ina, Kansas, in the sum of $195,850.66 to pay the cost of improving certain
streets a nd alleys in s aid City to be designated as Series Number P-152." Ordinance
was referred tothe Board of Commissioners.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the vacation of a certain portion of a certain public alley within
the City of Salina, Saline County, Kans4s."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final:.doption the roll was called and the following vote was had;
Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 5516.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was
had; Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor ap-
proved the ordinande and it is Numbered A-513.

Commissioner Price made motion to accept the bid of Halsey,
Stuart and
Company, Inc., Chicago, Illinois, it being
the lowest interest cost to City.
Total interest y16,641.36; Total rremium $446.00; Net Interest
Cost 416,195.36,
and that checks of unsuccessful 'bidders
be returned. Motion adopted.

Pet:ition was presented from Breon and Williams to rezone to "B" Residential
the East 110 feet of Lot 1, and 5 feet accreted on North ofsaid East 110 feet of Lot 11
East 100 feet of South 14 feet of Lot 2 and East 100 feet of North 36 feet of Lot 3,
all in Block 1, Morrison's Replat of Part of Replat of Replat of Part of Morrison's
Third Addition. Referred to City Planning Commission.
Petition was presented from Emery F. Klein to rezone to "B" Residential,
the west 50 feet of Lots 27 and 29 in SLock 9, in Riverside Park Addition. Referred
to City Planning Commission.
Petition was presented from J. V. Ryberg for the vacation of North and South
alley in Block 15, South Park Addition from Charles to Crawford. Referred to City
Planning Commission.
Building Application No. 2884 was presented from Jim Aymore, Salina Motel.
Commissioner Ramsey moved to approve. Carried.
Required by ordinance to have approval of City Planning Commission on
building plans and specifications, so referred to them also.
Chas. Shaver filed Certificate Number 7, final on Fire Station to Busboom •
and Rauh. Approved by Commissioner Stephenson. Carried.
An ordinance was introduced for first reading entitled: "An ordinance
defining the terms as used in Section 13-301, Revised Ordinances of the City of
Salina, 1948, amending said section and enacting a new Section 13-301." Ordinance
was eferred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
providing for and requiring the City Planning and Zoning Commission of the City of
Salina to recommend the boundaries of zones or districts into which the City of
Salina shall ', -,e divided and appropriate regulations to be enforced therein, for the
purpose of regulating and restricting, the location of trade and industries, nd the
location, erection, alteration and repair of buildings designed for specific uses,
and the user of land within each zone or district; and providing for the submission
of a tentative report by said City rlanning and Zoning Commission and for public
hearing thereon, and for the submission of a final report by said City Planning and
Zoning Commission thereafter." Ordinance was referred to the Board of commission-
ers.
City 11anager reported on idatural Soft Water Tests. Commissioners
instructed City Manager to contact State Geographical Survey with regard to their
cooperation and cost and make report.
On motion of Commissioner Stephenson the Board of Commissioners adjourned.
