Regular i;eeting of the Board of Commissioners August 14, 1950. ivieeting was
called to order by Layor King, the roll was called .nd Commissioners King, Price, Ram-
sey, Stephenson and Webb and City Attorney Clark responded.
The minutes of the Regular Meeting of August 7, 1950 and Special meeting of
August 11, 1950 were read and approved as read.
An ordinance was introduced for first reading entitled: "An ordinance providing
for the curbing, guttering and grading of Wilson Street from the east line of Front
Street tothe center line of Sunrise Drive; Stack Avenue from the center line of Ohio
Street - to the east line of Delaware Avenue; Delaware Avenue from the south line of
Gypsum Avenue tothe norti_ line of Stack Avenue; i..orningside Drive from the east line
of Front Street tothe east line of Kenison Road; Kenison Road from t he north line of
Morningside Drive to the north line of 'Milson Street; Connecticut Avenue rom the
south line of Gypsum Avenue tothe north line of Stack Avenue; and providing for the
payment of the cost thereof, and how the same shall be assessed and the manner of
payment thereof." Ordinance was r eferred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for the paving and grading and for the curbing, guttering and paving of certain
streets in the City of Salina, Kansas described as follows: for the paving and grading
of Eleventh Street from the north line of Harsh Avenue tothe south line of Hamilton
Street; Second Street from the north line of Elm Street to he south line of Iorth.Street
Seventh Street from the south line of Woodland Avenue tothe north line of Grand Avenue;
and for the curbing, guttering, paving and grading of Iron Avenue from the east line of
Deiaware Avenue to t he east line of L:arymount Road; Jewell Avenue from the east line of
Osborne Avenue tothe east line of Lots 33 and 34 on Jewell Avenue, and providing for
the payment of the cost thereof, how the same shall be assessed, and the manner of
payment of the cost thereof." Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for second reading entitled: "An ordinance
levying special assessments against certain property to pay the cost of cutting weeds
on certain lots and parts of lots., and the parkways abutting thereon in the City of
Salina."
Onnotion of Commissioner Price the ordinance wasread and adopted by sections
and on its finaladoption the roll was called and the following vote was had; Ayes:
King, Price, Ramsey, Stephenson and Webb (5) clays: (0) Mayor approved the ordi-
nanceand it is Numbered 54)6.
An ordinance was introduced for second reading entitled: "An ordinance rati-
fying and confirming a contract with the H. J. Taylor Construction Company for the
construction of certain Lateral Sanitary Sewers in the City of Salina heretofore desig-
nated as Lateral Sanitary Sewer Districts 253 and 254, and providing for the issuance
of Temporary Notes to pay the cost thereof pending issuance and sale of bonds."
• On motion of Commissioner Stephenson the ordinance was read and adopted by
sections and on its final doption the roll was called and the following vote was had;
Ayes: King, Ramsey, Price, Stephenson and Vebb (5) Nays: (0) Mayor approved the
ordinance and it is slumbered 5499.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the vacation of a part of Third Street and repealing Section 2 of Ordi-
nance Number 5300."
On motion of Commissioner Price the ordinance was ead and adopted by sections
and on its finaladoption the roll was called and the following vote was had; Ayes:
Price, King, Ramsey., Stephenson and Webb (5) Nays: (0) Mayor approved t e ordinance
t and it is Numbered 5500.
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding and establishing the rates to be charged consumers of water sold by the Water
Works Department of the City of Salina and providing for a refund of certain amounts
heretofore charged consumers of water and providing certain penalties for the violation
of the terms hereof and providing for the repeal of Section 28-114, Revised Ordinances
of the City of Salina 1948."
On motion of Commissioner Stephenson the ordinance was read and adopted by
sections aid on its final adoption tLe roll was called and the following vote was had;
Ayes: King, Price, Ramsey, Stephenson and Webb (5) flays: (0) Mayor approved
the ordinance and it is Numbered 5501.
An ordinance was introduced for second reading entitled: "An ordinance making
• a levy of taxes for general revenue and other purposes by the City of Salina, iiansas
for the year 1951."
On motion of ConLrassioner Stephenson the ordinance was read and adopted by
sections and on its finaladoption the roll was called and the following vote was had;
Aves: King, Price, Ramsey,henson and "ebb (5) Nays: (0) Layor approved the

Enoch Harris of the Salina Transit Company filed petition to change East Iron
Avenue bus route. Commissioner 'Webb moved that same be approved by the Board of
C3mmissioners. Liotionadopted.
City and County Health Unit grogram was taken up by the Board of Commission-
ers. i::ayor advised that Commission has spent considerable time studyi,.g plan as
proposed by applicant for the position of administering such a plan and for various
reasons feels that the installation of the plan at this time is not feasible.
Application for Beer License for the balance of 1950 was presented from
Bertha Spaeth, d/b/a "north Santa Fe ikecreation" at 806 North Santa Fe Avenue.
Commissioner �iebb moved that application be approved and license granted. iaotion
adopted.
Letter was presented from City Planning Commission calling attention fo
zQning violation at property just south of St. John's Baptist Church on North Ninth
S reet. Commissioner Stephenson moved to efer the matter to City Attorney
for action. Carried.
Letter was presentedi)?om City Planning Commission regarding the rezoning
of Lots 66 to 98 inclusive on Ninth Street, Grounds of Kansas 'Wesleyan University.
Commissioner Price moved to hold a joint meeting with City Planning Commission.
Carried.
Petition was presented asking for one-hour parking in the 200 Block on East
'ralnut Street. Commissioner Stephenson moved that ordinance be introduced
for first reading. Carried.
An ordinance was introduced for first reading entitled: "An ordinance
regulating parkin; on a part of a certain street in the City of Salina and providing
a penalty for the violation thereof." Ordinance was referred to the Board
of Commissioners.
City Engineer filed Estimate Number 2 on Job No. 264, in the anount of
$3910.35, to H. J. Taylor Construction Company. On motion of Commissioner
1.4ebb estimate was approved by the Board of Commissioners. Lotion adopted.
