Regular keeting of the Board of Comdddssioners August 7, 1950. 1yeeting
was alled to order by iaiayor King, the roll was called and Commissioners King, Price,
Ramsey, Stephenson and Webb and Assistant City Attorney Yordy responded. City
Atbrney Clark absent.
The minutes of the Regular iLeeting of July 31, 1950 were read and approved
as read.
Pursuant to notice published in the official City paper bids were received
for the construction of Lateral Sanitary Sewers Numbered 253 and 254 as follows:

Salina Crane & Shovel Company, Salina, Kansas $5345.50
H.J. Taylor Construction Company, Salina, Kansas 5153.50
City Engineer's Estim to 5584.40

Bids were tabulated by the City Engineer.

Commissioner Webb moved that contract be awarded to H. J. Taylor Construction
Company as per bid submitted in the amount of $5153.50 and that certified check be
returned to unsuccessful bidder; also that lWayor be instructed to sign contract on
behalf of the City of Salina, Kansas. blotion adopted.
Mayor appointed J. Earl Wyatt, John Frederick and Wm. F. Grosser, Jr., to
act as appraisers in ascertaining the valuation of certain lots and pieces of ground
liable to special assessment for the cost of constructing Lateral Sanitary Sewers
Numbered 253 arid 254. Commissioner Webb moved that appointments be confirmed
by the Board of Commissioners. lc,otion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company for
the construction of certain Lateral Sanitary Sewers in the City of Salina heretofore
designated as Lateral Sanitary Sewer Districts 253 and 254, and providing for the
issuance of temporary notes to pay the cost thereof pendia; issuance and sale of
bonds." Ordinance was referred to the Board of Commissioners.
ix. J. K. McKie appeared before the Board of Commissioners acid Commission-
er Stephenson moved that City kanager check trucks in regard to routing through
City and the unloading within City limits. Carried.
Commissioner Price moved that ordinance be introduced providing that water
rates be set back to old rate and refund the difference from time change was made.
An ordinance was introduced for first reading entitled: "An ordinance
providing and establishing the rates to be charged consumers of water sold by the

Water ',`forks Department of the City of Salina and providing f or a refund of certain
amounts heretofore charged consumers of water and providing certain penalties for
the violation of the terms hereof and providing for the repeal of Section 28-114,
Revised Ordinances of the City of Salina 1948." Ordinance was referred to the
Board of Commissioners.
Con,issioner Ramsey moved that ordinance be introduced for first reading
to include Kraft ivanor Addition within the City limits. On roll c all the
following vote was had; Ayes: King, Ramsey and Webb (3) ways: Price and
Stephenson (2)
An ordinance was introduced for second reading entitled: "An ordinance
providing for the designation of an addition through street in the City of Salina
and providing a penalty for the violation thereof."
On motion of Commissioner Stephenson the ordinance was read and adopted
by sections and on its final adoption the roll was called and the following vote
was had; Ayes: Stephenson, King, Price, Ramsey and Webb (5) Hays: (0)
fiayor approved the ordinance and it is Numbered 5497.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: King, Price, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor

approved the ordinance and it is Numbered A-505.

Charles Shaver, Architect, filed hstimate Number 5 in the amount of
;,)630.00 to Busboom and Rauh for Fire Station contract. Commissioner Stephenson
moved that estimate be approved b. the Board of Commissioners. Motion adopted.
Chas. Shaver, Architect, filed Estimate Number 2 in the amount of $2750.40
to Id d -West Plumbing Company for Fire Station contract. Commissioner Price
moved that estimate be approved by the Board of Commissioners. Motion adopted.
Petition was presented for the installtion of a street light at or near
the 100 Block on North Second Street. Referred tothe City Manager.
Petition was presented for extension of 8 inch sewer from the flush tank
in the alley south of Gypsum Avenue to the center Bile of Ivii.ssouri Avenue. Referred
to the City Lanager.
Petition was presented to change setback to four feet six inches on Lots
88, 90, 92, 94, 96 and 98 and the South 1/2 of Lot 86 on Ninth Street, Grounds of
Kansas 'e'oesleyan University. Petition was referred to the City Planning Commission.
Quit Claim Deed was granted to John A. Ross for the South 70 feet of Lot 2,
• and -Last 50 feet of Lot 4, all in -Block 2, in the Replat of Beebe's Second Addition
to aalina, in Saline County, Kansas. Commissioner Stephenson moved to approve
and that Layor be authorized to sign Deed on behalf of the City of Salina, Kansas.
Motion adopted.
Enoch Harris of the Salina Transit Company, appeared regarding change of
bus routes. Meld over for Meeting of August 14, 1950.
Building Application Number 2739, for the erection of a building at 1201
North Ninth Street, was presented from Fleming Motor Company. On motion of Com-
missioner Stephenson approved. Carried.
An ordinance was introduced for first reading entitled: "An ordinance levy-
i:ig special assessments against certain property to pay the cost of cutting weeds
on certain lots and parts of lots, and the parkways abutting thereon in the City of
Salina." Ordinance was referred to,,he Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for the vacation of a part of Third Street and repealing Section 2 of Ordinance
Number 5300." Ordinance was referred to -die Board of Commissioners.
On motion of Commissioner Stephenson the Board of Commissioners adjourned.
