MAY 81 1950 Regular L:eeting of the Board of Commissioners May 8, 1950 Meeting was called to order bj hayor King, the roll was called and Commissioners King, Price, Ramsey, Stephenson and Webb and City Attorney Clark responded. The minutes of the Regular Meeting of Liay 1, 1950 were read and approved as read. A group of women appeared and made report regarding Water Softener. Com- missioner Ramsey moved that General Obligation Bonds for Water;Softener will be paid for out of Water Revenue. Carried. Robinson Lilling Company petition to reopen a portion of Seventh Street was taken up and discussed. Commissioner Stephenson moved that petition be tabled indefinitely. Carried. • Pursuant to notice published in the Salina Journal bids were presented for the construction of Lateral Sanitary Sewer .Dumber 249 as follows: H.J.Taylor Construction Company $2852.10 Salina Crane & Shovel Company 2912.00 City Engineer's Estimate 2993.00 Commissioner Price moved that contract be awarded to H.J.Taylor Construc- tion Company as per bid submitted in the sum of $2852.10. Mayor authorized to sign contract on behalf of the City of Salina and check returned to unsuccessful bidder. Motion adopted. Mayor appointed J. Earl Wyatt, John Frederick and Wm. F. Grosser, Jr., to act as appraisers to determine the valuation of certain lots and pieces of ground liable to special assessment for the cost of constructing Lateral Sanitary Sewer lum- ber 21.9. Commissioner Price moved that appointments be confirmed by the Board of Commissioners. biotion- opted. An ordinance was introduced for first reading entitled: "An ordinance pro- hibiting parking in certain areas of streetsand intersections within the City of Salina and prescribing a penalty for the violation thereof." Ordinance was re- ferred to the Board of Commissioners. City Engineer filed plans and specifications for the construction of Lateral Sanitary Sewer Number 250. Commissioner Stephenson moved that same be accepted by the Board of Commissioners and City Clerk be instructed to advertise for bids to be received up to and including Monday 22, 1950 at 7:30 o'clock P. M. Motion adopted. • The following petitions were presented: For two-hour parking on Fourth Street between Iron Avenue and Walnut Street. held over for meeting of May 15th and include no parking on west side of Fourth Street. Removal of J. H. Shears and Sons Mixing Plant on siding of Missouri Pacific Railroad. Ordered filed. To rezone to "C" Commercial, Block 11, Leavenworth Addition. Mrs. Maude B. Scott. Referred to City Planning Commission. To rezone to "C" Commercial Lot 19 on Republic Avenue in Addition to Grounds of Kansas Wesleyan University. Referred to City Planning Commission. Construct Sanitary Sewer for Block 3, Stack Addition. Chad Akers. Re- ferred to City Manager. Application for Cereal Malt Beverage License was presented from Milo Young- man, d/b/a 81-40 Cafe at d30 North Ninth Street. Commissioner Ramsey moved that application be approved and license granted. Motion adopted. Deed was presented from Joan J. Vanier for the sale of Room "B" in the Hill- crest lv:emorial rausoleum. Commissioner trice moved that Deed be approved by the Board of Commissioners. Motion adopted. Combination Clumbers and Gas Fitters Bond was presented from Ed Bachofer, d/b/a Central Plumbing and Heating Company. Commissioner Webb moved that Bond • be approved by the Board of Commissioners. Motion adopted. Wilson and Company, Engineers, filed Estimate Number 1 in the amount of Q'4218.07 to Salt City Electric Company, for Airport Lighting. Commissioner Ramsey moved that same be approved by the Board of Commissioners. Motion adopted. Chas. W. Shaver, Architect, filed Estimate Number 2 in the amount of $3150.00 to Gage Plumbing and Heating Company for Fire Station contract. Commissioner Price moved that same be approved by the Board of Commissioners. Motion adopted. Chas. W. Shaver, Architect, filed Estimate number 1 in the amount of X764.10 to biid-uuest Plumbing Company for Fire Station Contract. Commissioner Stephenson moved that same be approved by the Board of Commissioners. ir�otion adopted. City Engineer filed the following Street Improvement Estimates to H. J. Taylor Construction Company: Partial Estimate Number 4, Job No. 260 $121599.79 Partial Estimate Number 3, Job .+o. 259 14,996.14 Final Estimate Job iuo. 253: 8,834.75 Commissioner btephenson moved that all of the above estimates be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the paving and grading and for the curbing, guttering and paving of certain streets in the City of Salina, Kansas described as follows: for the paving and grading of Front Street from the south line of Crawford Aven e to the north line of hepublic Avenue; and for the curbing, guttering, paving and grading of Clafli n Avenue from the west line of Eleventh Street to the east line of Pershing 5tfeet; and for the curbing, guttering, paving and grading of Twelfth Street from the south line of Broadway Boulevard to the south line of Grand Avenue, and providing for the payment of the cost thereof. how the same shall be assessed and the manner of payment of the cost thereof." An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the curbing, guttering and grading of Beloit Avenue from the west line of Quincy Street west approximately 300 feet; Connecticut Avenue from the north line of Gypsum Avenue to the south line of Stapler Avenuue; Delaware Avenue from the north line of Gypsum Avenue to the south line of Stapler Avenue; South side of Hamilton Avenue from the center line of Eleventh Street to the center line of Twelfth Street; Harsh Street from the center line of Eleventh Street to the center line of Twelfth Street; inaianaavenue from the center line of Gypsum Avenue to the south line of Stapler Avenue; Pacific Avenue from the center line of Eleventh Street to the center line of Twelfth Street; Stapler Avenue from the center line of Delaware Avenue to the east line of indiana Avenue; Twelfth Street from the center line of Pacific Avenue to the center line of Harsh Street; East side of Twelfth Street from the center line of Harsh Avenue to the center line of Hamilton Avenue; and the north side of Wilson Street from the west line of Front Street to the east line of Third Street and on the south side of Wilson Street from the west line of Front Street to a point 125 feet west of the west line of Second Street; and providing for the payment of the cost thereof and hour the same shall be assessed and the manner of payment thereof." An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the inclusion of certain lands in the City of Salina, Kansas, in the "C" Commercial District as that district is defined by Section 5 of Ordinance Number 3188 and the amendments thereto and providing for the proper use thereof." Meeting was held for the purpose of acting on the appraisers reports for the construction of Lateral Sanitary Sewers Numbered 245, 246 and 247 and Lilain Sewer nXu No protests. Commissioner Ramsey moved to accept appraisers reports for the construction of Lateral Sanitary Sewers Numbered 245, 246 and 247 and Main Sewer "X". An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, nansas, to pay the cost of construction of • i,;ain Sewer "X" and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance re- lating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing lateral sani- tary sewers in Lateral Sanitary Sewer Districts Numbered 245, 246 and 247, and re- lating to and providing for the collection and payment of such assessments."
