Meeting was called to order by liayor Price, the roll was called and Commissioners Price, King, Ramsey, Stephenson and Webb and City Attorney Clark responded. The minutes of the Regular Meeting of Larch 20, 1950, and Special Meeting of March 20, 1950 were read and approved as read. Commissioner Stephenson moved that Revised Liaster Plan of Wilson & Company, Engineers, on lunicipal Airport, as submitted by the City Manager be approved. Lotion adopted. Commissioner Stephenson moved that Chamber of Commerce be notified that E. J. Allison, City Manager, is Administrator of Industrial Fund and that City Com- ' mission is cooperating with the Chamber of Commerce in its program to develop the City industrially and that E. J. Allison is authorized to incur liability from time to time in sums not to exceed $500.00, without previous check with the Commissioners, • and will report thereon to Commissioners as soon as practical and that the City Ivianager and Commissioners will recognize a liaison officer between the Chamber of Commerce and City, any man to be designated by the Chamber of Commerce. Motion adopted. Chas. W. Shaver, Architect, submitted Partial Estimate No. 1 in the amount of 1;02,175.00 to Busboom L Rauh, for Fire Station contract. Commissioner Webb moved that same be approved by the Board of Commissioners. Carried. J. Edward Spaeth and E. S. Hampton appeared before the Board of Commission- ers and filed letter regarding the reopening of a portion of Seventh Street, by Robinson Filling Company, and asked ti.at decision be withheld by Commissioners for a week, which would give them time to present their case. Letter from Planning Commission was read with regard to the reopening and they asked ti -:at a survey of the plot be submitted before they make recommendation. Commissioner ging made motion to refer to Planning Commission with survey of plot 0 plan. Carried. Letter was presented from City Manning Commission recommending the rezon- ing of the South 1/2 of Lots 8 and 9, Block 1, Fruitland Addition from "A" Resi- dential to "C" Commercial. Commissioner Stephenson made motion to accept recom- mendation and that City Clerk give thirty days notice, and City Ianager notify petitioner to file building plans showing construction will be in line with present buildings. kotion adopted. Letter was presented from City Planning Commission regarding petition filed by Vim. Hansen for rezoning certain lots in the 1700 Block on South Ninth Street. File and hold with Zoning Notice. A petition was presented for the vacating of alley south of Republic Avenue • from East line of Osborne to west line of Quincy. Referred to City Planning Com- mission. iso persons appeared to protest against the rezoning of Lots 109 and 111 on Second Street, Original Town of Salina, r�ansas, from "A" Residential to "C" Commer- cial. An ordinance was introduced for first reading entitled: "An ordinance providing for the inclusion of certain lands in the City of Salina, Kansas, in the "C" Commercial District as that district is defined by Section 5 of Ordinance Num- ber 3188 and the amendments thereto and providing for the proper use thereof." Ordinance was referred to the Board of Commissioners. Application for Cereal Malt Beverage License was presented from Mrs. Teresa Sanders Mumma at 121 East IiJalnut Street, (Jimmie's Canteen). Commissioner Stephenson moved that application be rejected by the Board of Commissioners. i6otion adopted. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering and paving of Claflin Avenue from the west line of Eleventh Street to the east line of Pershing Street." On otion of Commissioner Stephenson the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, btephenson and 'Webb (5) flays: (0) 1,ayor approved the resolution and it is Numbered 1173. The above resolution is recorded in full on Page 220 Resolution Book Num- • ber 4. 69 • On motion of Commissioner Ramsey the Board of Commissioners adjourned. • City Clerk 1 • An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, K«nsas, to pay the cost of constructing lateral sanitary sewers in Lateral Sanitary Sewer Districts Numbered 240, 241, 2423 243 and 244, relating to and providing for the collection and payment of such assess- ments." On motion of Commissioner otephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stephenson, Price, Ramsey, King and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5456. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of grading and paving of a certain north and south alley between Twelfth Street and Thirteenth Street from the south line of Bishop Street, south to the south line of Lot 6, extended west, on i��yelfth Street in Vveaver's 2nd Addition to the City of Salina, Kansas; and for the paving of the alley lying between Tenth Street and Eleventh Street from the south line of Vloodland Avenue thence South 200 feet, and relating to and providing for the • collection and payment of such assessments." On motion of Commissioner King the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5457. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) klayor ap- proved the ordinance and it is Numbered A-492. An ordinance was introduced for first reading entitled: "An ordinance levy- ing special assessments against certain property to pay the cost of constructing certain water service pipes in certain streets in the City of Salina, Kansas. Referred to Board of Commissioners. Commissioner Stephenson asked City Manager to get report from Raymond Haggart on one-way streets for Fifth Street and Seventh Street and try to figure out test period. Also to make check on parking meters on Santa Fe Avenue from Walnut Street, south, and Asci Street, north, with idea of taking out and using for extra meters if the check does not justify keeping them in.
