Meeting was called to order by L�,ayor Price, the roll was called and Commissioners Price, King, Ramsey, Stephenson and Vebb and City Attorney Clark responded. The minutes of the Regular Meeting of December 5, 194i were read and approved as read. Taxicab Drivers Applications .cumbered 192 and 193 were presented to the Board of Commissioners. Commissioner King moved that applications be approved by the Board of Commissioners. Motion adopted. Petition was presented protesting against the paving of Front Street between Bond Street and Crawford Avenue. Petition referred to City lbanager. Petition was presented for the curbing and guttering of: • Connectict Avenue between Gypsum and Stapler; Delaware Avenue between Gypsum and Stapler; Indiana Avenue between Gypsum, and Stapler; Stapler Avenue between Delaware and Indiana. 1 Petition was referred to the City Manager. Petition was presented to rezone Lots 12 and 14 on Twelfth Street; and Lot 11, Bishop Street, Weaver's Second Addition to "D" Light Industrial from "C" Commercial. Petition was referred to City Planning Commission. Audit Contract for 1949 was presented from Dewey N. Turner for $1450.00. Commissioner Stephenson moved to accept and mayor authorized to sign Contract on behalf of the City of Salina. Motion adopted. City Engineer submitted Partial Estimate Number 3 in the amount of $25,180.56 to r. J. Taylor Construction Company for curbing, guttering and/or paving certain streets provided for in Ordinances Numbered 5389, 5390 and 5391, known as Job Number 253. Commissioner Ramsey moved that estimate be approved by the Board of Commission- ers. Motion adopted. A resolution was introduced entitled: "A Resolution authorizing and provid- i.g for the issuance of Temporary Note of the City of Salina, Kansas, in the sum of $,25,180.56 to pay a portion of the cost of improving certain streets in the City of Salina, to be designated as Series ao. PT -4 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Webb the resolut,on was adopted as read and on its final adoption the roll was called arid the following vote was had; Ayes: Price, King, • Ramsey, Stephenson and "+ebb (5) Nays: (0) Mayor approved the resolution and it is Numbered 1162. The above resolution is recorded in full on Pages 202, 203 and 204, Resolu- tion Book Number 4. City Engineer submitted Partial Estimate Number 2 in the amount of $11,807.62 to H. J. Taylor Construction Company, for curbing, guttering and/or paving certain streets provided for in Ordinances Numbered 5416 and 5417 known as Jjb Number 259. Commissioner Ramsey moved that Estimate be approved by the Board of Commissioners. Lotion adopted. A resolution was introduced entitled: "A tiesolution authorizing and provid- ing for the issuance of Temporary Note of the City of Salina, Kansas in the sum of :;,11,607.62 to pay a portion of the cost of improving certain streets in the City of Salina to be designated as Series PT -5 ,.ending the issuance of bonds to pay the cost of said work." On motion of Commissioner Bing the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) payor approved the resolution and it is Numbered 1161. The above resolution is recorded in full on Pages 199, 200 and 201 Resolution Book Number 4. City Engineer filed Plans and Specifications for the construction of Lateral • Sanitary Sewers Numbered 246 and 247. Commissioner Ramsey moved that same be approved by the Hoard of Commissioners. Motion adopted. 44 Commissioner Ramsey moved that Clty Clerk be instructed to advertise for bids for the construction of Lateral Sanitary Sewers Numbered 245, 246 and 247. Bids to be received up to and including 1rionday, December 19, 1949 at 7:30 o'clock P. Psi. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance providing for the inclusion of certain lands in the City of Salina, Kansas in the "B" Residential District as that district is defined by Section 4 of Ordinance Num- ber 3188 and providing for the proper use thereof." On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5438. An ordinance was introduced for second reading entitled: "An ordinance providing for the removal of certain lands in the City of Salina, Kansas, from the "C" Commercial District as that district is defined by Section 5 of Ordinance Number 3188 and said ordinance as amended, and for the inclusion of said lands in the "D" Light Industrial District as that district is defined by Section 6 of Ordinance Dumber 3188 and providing for the proper uses thereof." On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Kirig, Ramsey, Stephenson and Webb (5) Nays: (0) mayor approved the ordinance and it is Numbered 5439. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain curbing, guttering and grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Ramsey, King, Stephenson and Webb (5) Nays: (0) Payor approved the ordinance and it is Numbered 5440. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirmi:.g a contract with the H. J. Taylor Construction Company for the construction of certain curbing, guttering, paving and grading improvements of certain streets in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) IYiayor approved the ordinance and it is Numbered 5441. Letter was presented from Chief of Police, L. H. llay, regarding Taxicab Drivers License Number 79 issued to Verne Bfown. Commissioner Yd ng made motion to carry over one week and ask Captain Smith to be present and Verne Smith also to be present and present his case. Lotion adopted. Commissioner Ramsey made motion to return Verne Brown's badge for one week ,Until I;ionday evening, Dedember 19, 1949 at 7:30 o'clock P. M. when Verne Brown is to appear before the Board of Commissioners. I`otion adopted. Letter was presented from L. H. Day, Chief of Police, regarding Taxicab Drivers License Number 189 issued to Arthur Austin. Commissioner Stephenson made motion to notify Officer Looney and Arthur Austin to appear before the Board of Com- missioners, next Lionday, December 19th, 1949 at 7:30 o'clock P. M. Motion adopted.
