Meeting was called to order by Acting Mayor Stephenson, the roll was called and Commissioners Stephenson, King, Ramsey and Webb and Acting City Attorney Yordy responded. Com- missioner Price and City Attorney Clark absent. Tile minutes of the Regular Meeting of October 10, 1949 were read and approved as read. Commissioner King moved that Coronado Courts, Trailerville and Veterans Housing be referred to Salina Real Estate Board and Government Rent Administrator for their study and report. lotion adopted. Taxicab Drivers Appli.:ations iJumbered 178 and 179 were presented and on motion of Commissioner King approved by the Board of Commissioners. Motion adopted. No persons appeared to protest against the rezoning of the East 85 feet • of Lot 3, Ninth Street, Phillips's Addition, from "B" Residential to "C" Commercial. An ordinance was introduced for first reading entitled: "An ordinance providing for the inclusion of certain lands in City of Salina, Kansas, in the "C" Commercial District as that district is defined by Section 5 of Ordinance Number 3188 and the amendments thereto and providing for the proper use thereof." Ordinance was referred to the Board of Commissioners. Wilson and Company filed Final Estimates for Airport Improvements as follows: C. W. Sheldon :1948.00 H.J.Taylor Construction Company 44831.17 Commissioner Webb moved that estimates be approved by the Board of Com- missioners. Motion adopted. Letter was presented from City Planning Commission stating the Commission is not opposed to the rezoning of Lot 20, Block 44, Idiilitary Addition, providing the building is built so as to meet setback requirements for "A" Residential Area, as applied to this block. Commissioner King moved that matter be referred to peti- tioners for information requested by Planning Commission. Carried. .Letter was presented from City Planning Commission recommending that the South 112 of vacated Russell Street and Lots 88, 90, 92, 94, 96 and 98 on Ninth Street in Grounds of Kansas Wesleyan University Addition, being the 1700 Block on South Ninth Street not be rezoned to I'D" Light Industrial. Commissioner King moved to accept recommendation of City Planning Commission. i'Wotion adopted. A resolution was introduced for second reading entitled: "A Resolution • relating to the curbing and guttering of the south side of Hamilton Avenue from the center line of Eleventh Street tome center line of Twelfth Street." On motion of Commissioner King the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ste- phenson, King, Ramsey, and Webb (4) Nays: (0) Commissioner Price absent. C)q An ordinance was introduced for second reading entitled: "An ordinance providing for the curbing, guttering and grading of Lincoln Avenue from the east line of Reynolds Street to the east line of Broadway Boulevard; for the curbing, ;uttering and grading of `400d Avenue from the center of Crawford Avenue to the cen- ter of Bond Street; and providing for the payment of the cost thereof, and how the same shall be assessed and the manner of payment thereof." A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering of Harsh Avenue from the center line of Eleventh Street t, the center line of Twelfth Street." A resolution was introduced entitled: "A Resolution authorizing and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the sum of :11,0)5.80 to pay a portion of the cost of improving certain streets in the City of Salina to be designated as Series No. PT -4 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner King the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ste- phenson, King, Ramsey and Webb (4) Nays: (0) Commissioner Price absent. An ordinance was introduced for second reading entitled: "An ordinance providii.g for the curbing, guttering and grading and for the paving and grading of certain streets in the City of Salina, Kansas described as follows: for the curb- ing, guttering, paving and grading of Lincoln Avenue from the west line of Twelfth Street to the east line of Eleventh Street; and for the curbing, guttering, paving and grading of kcAdams Road from the center line of Roach Street t othe east line of Front Street; and for the paving and grading of Claflin Avenue from the west line of Fourth Street to the west line of Osborne Street; and for the paving and grading of 'ershing Street from the south line of Kirwin Avenue to the north line of Claflin Avenue, and providing for the payment of the cost thereof, how the same shall be assessed and the manner of the payment of the cost thereof'." • On motion of Commissioner Webb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stephenson, King, Ramsey and Webb (4) Nays: (0) Commissioner Price absent.
