10-03-1949 Minutes24 CO1MLISSION :R.S PROCEEDINGS, REGULAR MEETING • COMMISSIOICERS R0014, SALINA, KANSAS. OCTOBER 3, 1949 Regular Meeting of the Board of Commissioners Ocrober 3, 1949. Meeting was called to order by Layor trice, the roll was called and Commissioners Price, King, Ramsey, Stephenson and Webb and City Attorney Clark responded. The minutes of the Regular Meeting of September 26, 1949 were read and approved as read. Harold Chase appeared before the Board of Commissioners, on behalf of the American Legion, regarding request for placing French Box -Car (i-,erci Car) in down -town Salina. Layor instructed him to contact City Manager. Taxicab Drivers applications Numbered 173, 174 and 175 were presented, and on motion of Commissioner King approved by the Board of Commissioners. No persons appeared to protest against the rezoning of Lot 17, Block 3, Episcopal italitary institute Addition to "D" Light industrial. • An ordinance was introduced for first reading entitled: "An ordinance providing for the removal of certain lands in the City of Salina, Kansas from the "C" Commercial District as that district is defined by Section 5 of Ordinance Number 3188 and said ordinance as amended, and for the inclusion of said lands in the "D" Light industrial District as that district is defined by Section 6 of Ordinance Number 3188 and providing for the proper uses thereof." Ordinance was referred to the Board of Commissioners. Taxicab Owners Appli-ation was presented from Radio Cab Company, for Taxi License qumber 12 for thQ last half of 1)49. Commissioner Stephenson moved that application be approved arid license granted. Motion adopted. Application for Cereal Lalt ueverage License was presented from Robert C. iveilson. Referred to City bianager. iiiayor re -appointed a:rs. H. N. Moses and T4iss Grace Stewart as members of the Salina Public Library Board for a term of four years from February 1, 1949. Appointments confirmed by Commissioner King. Carried. Nilson & Company filed Estimate Number 5 in the amount of ;26,573.67 to Brown & Brown Inc. -nd Johnson Brothers Construction Company for Sewage Disposal Plant construction. Approved by Commissioner Stephenson. Motion adopted. An ordinance was introduced for second reading entitled. "An ordinance ratifying and confirmi_ig a contract with the H. J Taylor Construction Company for the construction of certain curbing, guttering, paving and grading improvements on certain streets in the City of Salina, and providing for the issuance of Tempo- rary Notes to pay the cost thereof pending the issuance and sale of bonds." • On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Trice, King, Ramsey, Stephenson and Webb (5) Nays: (0) Layor approved the ordinance and it is Numbered 5425. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Constructioh Company for the construction of certain curbing, guttering, grading and paving improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Stephenson the ordinance was read arid adopted by sections and on its final adoption the roll was called and the followi.lg vote was had; Ayes: Price, ming, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5426. An ordinance was introduced for second reading entitled: "An ordinance providing for the inclusion of certain lands in the City of Salina, Kansas, in the "B" Residential District as that district is defined by Section 4 of Ordinance Pvumber 3188 and providing for the proper use thereof." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Viebb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5427. An ordinance was introduced entitled: "An ordinance making appropriation • Por the payment of certain claims." • Onr,tion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and 'Webb (5) Nays: (0) Layor approved the ordinance and it is Numbered A-475. A resolution was introduced relating to services rendered by E. C. Wyatt as a member of the Board of Trustees of tine Salina Memorial Hall. On motion of Commissioner Stephenson the resolution was adopted as read and on its final adoption the roll was called nd the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the Resolution and it is Numbered 1147. The above resolution is recorded in full on Page 1781lesolution Book Number Four. A petition was presented for the regrading and construction of storm sewer in the alley lying between Santa Fe Avenue and Fifth Street from Crawford Avenue to Bond Street. Petition was referred to the City Manager. • City Manager reported that petition filed protesting against the paving of Euclid Avenue from Fifth Street to Ninth Street was sufficient. Commissioner Webb Moved that resolution Number 1141 relating to the paving of Euclid Avenue from Fifth Street to Ninth Street be tabled and not included in Construction Ordinance. motion adopted. City kanager reported that petition filed protesting against the paving of Pershing Street -from Kirwin Avenue to Claflin Avenue as provided for in Resolution Number 1142., was not sufficient.
