SEPTEMBER 26, 1949 Regular Iueeting of the Board of the Board of Commissioners September 26, 1949. Meeting was called to order by Mayor Price, the roll was called and Commis- sioners Price, King, Ramsey, Stephenson and Webb and Acting City Attorney Yordy responded. City Attorney Clark absent. The minutes of the Regular Meeting of September 19, 1949 were read and approved as read. Pursuant to notice published in the Salina Journal bids were received for the curbing, guttering and/or paving improvements provided for in Ordinances Num- bered 5416 and 5417 (known as Job Number 259) as follows: H. J. Taylor Construction Company $$99,136.50 $992154.50 Diamond Engineering Company 1032102.00 San Ore Construction Company 106,1109.00 City Engineer's Estimate 1022515.00 • Commissioner Stephenson moved that contract be awarded to the H. J. Taylor Construction Company as per bid submitted in the amount of $99,154.50; Mayor author- ized to sign contract on behalf of the City of Salina, Kansas; and checks returned to unsuccessful bidders. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain curbing, guttering,�ipdving and grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain curbing, guttering, grading and paving improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. harold Chase appeared on behalf of the American Legion regarding the parking of French Box Car (Lerci Car) in down town Salina. Commissioners decided to withhold their opinion until next L.onday. Payor Price submitted the name of North McArthur as a member of Memorial Hall Board to April 1, 1952. Commissioner Stephenson moved that appointment be confirmed by the Board of Commissioners. Motion adopted. Motion was made to forward to Mrs. E. C. Wyatt a resolution concerning I • valuable service rendered by Rr. Wyatt as; a member of the Board of Trustees of the Salina Memorial Hall. Commissioner Stephenson moved that motion be adopted. Taxicab Drivers Applications Numbered 171 and 172 were presented and on motion of Commissioner Stephenson approved by the Board of Commissioners. Motion adopted. No persons appeared to protest against the rezoning of Lot 3, Block "A" Morrison's Addition from "A" Residential to "B" Residential. An ordinance was introduced for first reading entitled: "An ordinance providing for the inclusion of certain lands in the City of Salina, Kansas in the "B" Residential District as that district is defined by Section 4 of Ordinance Number 3188 and providing for the proper use thereof." Ordinance was referred to the Board of Commissioners. Letter was presented from City Planning Commission recommending that Riverside Road between Ohio and Ash, and between Ash and Johnstown not be closed at this time. ConLmissioner King moved to accept recommendation. Motion adopted. Letter was presented from City Planning Commission recommending that West 47 feet of Lot 21 on Beloit Avenue, Grounds of Kansas Wesleyan University and West 72 feet of alley be rezoned from "A" Residential to "B" Residential. Taylor Construction Company for the construction of certain Iuain Sewer "X" in the City of Salina, heretofore designated as Main Sanitary Sewer District "X" and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Price, King, Ramsey, Stephenson and Webb (5) Mayor approved the ordinance and it is numbered 5424. layor Price appointed J. Larl Wyatt, Wm. F. Grosser, Jr. and John Frederick to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of constructing Main Sanitary Sewer "XII.
