Regular 1,eeting of the Board of Commissioners August 22, 1949. Meeting was
called to order by h�ayor Price, the roll was called and Commissioners Price, King,
Ramsey and 'Hebb and City Attorney Clark responded. Commissioner Stephenson
absent.
The minutes of the Regular keeting of August 15, 1949 wereread and approved
as read.
Rudolph Barta appeared about Lots 84, 86 and 88 on Ninth Street, Grounds of
Kansas Viesleyan University.
An ordinance was introduced for first reading entitled: "An ordinance vacat-
ing a certain portion of Russell Avenue in the City of Salina." Ordinance was
referred to the Board of Commissioners.
Building Application Iuumber 2328 was presentedi for addition to a structure
• located on the East 104 feet of Lot 64 and the north 122 feet of East 100 feet of
Lot b6, Eighth Street, Original Town of Salina. City Commissioners advised to
follow ordinance requirements.
Commissioner Ramsey moved that $10.00 per month be appropriated to the
Americanization Center. Carried.
Taxicab Drivers Applications Numbered 158 to 163 were presented, and on
motion of Commissioner tiing approved by the Board of Commissioners.
Letter was presented from City Planning Commission recommending that 28 -foot
setback requirement on the east side of the 1700 Block on South Ninth Street be
reduced to 19 feet, 6 inches. Commissioner King moved that action on same be
deferred indefinitely. ibotion adopted.
Letter was presented from City Planning Commission recommending that Lot 79,
Highland Avenue, in Grounds of Kansas Wesleyan University not be rezoned from "A"
Residential to "B" Residential. Commissioner Webb moved to accept recommendation
cif Planning Board to not rezone lot, and that enlarging of living room be tabled
indefinitely. Lotion adopted.
Letter was presented from City Planning Commission, recommending that Lot 3,
Block "A" Morrison's Addition, not be rezoned from "A" Residential to "B" Residential.
Commissioner Ramsey moved that recommendation not be accepted and that City Clerk
give thirty days notice in the official City paper of intent to rezone from "!L" Resi-
de.itial to nB" Residential, Lot 3, Block "A" ;:Morrison's Addition, Salina, Kansas.
Motion adopted.
Application was presented f rom John Diehard Jilka for Cereal Malt iseverage
License for the balance of 1"949. Commissioner King moved that application be

approved and license granted. kotion a dopted.
Gas Fitters Bond was presented from Jones Electric ivachinery Company. Com-
missioner ming moved that Bond be approved by the Board of Commissioners. Motion
adooted.
Petition was presented for the construction of a sewer from manhole No. 229
on Des Moines, north to north end of Block 5, Riverside Park Addition. Petition was
referred to the City'•Manager.
An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company for
the construction of certain lateral sanitary sewer in the City of Salina, heretofore
designated as Lateral Sanitary Sewer •District 244, and providing for the issuance of
temporary notes to pay the cost thereof pending issuance and sale of bonds."
On motion of Commissioner Webb the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: trice, King, Ramsey and Webb (4) Nays: (0) Commissioner Stephenson absent.

An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the curbing, guttering and grading of Front Street from the north line of
Republic Avenue to the center line of Crawford Avenue; for the curbing and guttering
of the west side of Roach Street from the north line of Claflin Avenue to the south
line of h1irwin Avenue; for the curbing and guttering of Thirteenth Street from the
south line of Grand Avenue to the center line of Broadway Boulevard; for the curbing
and guttering of Third Street from the south line of Prescott Avenue to the center

line of Crawford Avenue; for the curbing and guttering of Venango Street from the
east line of Hancock Street to the west line of Merrill Street; and providing for
the payment of the cost thereof, and how the same shall be assessed and the manner
of payment thereof." ,k

providing for the curbing, guttering and paving and grading of Crawford Avenue
from the east line of Fourth Street to'he east line of Fifth Street; and for the
paving of KirvT.in Avenue from the west line of Fourth Street to the west line of
Osborne Street; amd :ior the paving of Kansas Avenue from the north line of Gypsum
Avenue to the south line of Iron Avenue; and for the paving of Quincy Street from
the south line of Republic 1 -+venue to the north line of Beloit Street; and for the
curbing and guttering of Quincy Street from the north line of Republic Avenue to
south line of Beloit Street; and for the curbing, guttering and paving of Quincy
Street from the south line of Beloit Street to tree south line of Kirwin Street;
and for he paving of Third Street from the north line of North Street tothe
south line of the Union i'acific Right -of -Way; and providing for the payment of th
cost thereof, how the same shall be assessed, and the manner of payment of the
