08-15-1949 Minutesto COMMISSIONERS PROCEEDINGS, REGULAR MEETING • CO1.4MISSIONERS, ROOM, SALI NA, KANSAS. AUGUST 15, 1949 Regular Meeting of the Board of Commissioners August 15, 1949. Meeting was called to order by Mayor Price, the roll was called and Commissioners Price, King, Ramsey, Stephenson and Webb and City Attorney Clark responded. The minutes of the Regular Meeting of August 8, 1949; Special Meeting of August 8, 1949 and Special laeeting of August 12, 1949 were read and approved as read. On motion of Commissioner Webb, seconded by Commissioner Ramsey, that park- ing meters in the 200 Block on South Santa Fe Avenue be removed, and install one- hour parking. On roll call the following vote was had: Ayes: Ramsey and Webb (2) Nays: Price, King and Stephenson (3). A petition was presented for the curbing and guttering of Wilson Street from Front Street on the North side totlie east line of Third Street,-nd on the south side approximately 125 feet west of the west line of Second Street. Petition was referred to the City ba.nager. for August 22, • Minnie Colliver appeared about Beer License, hearing was set 1949, but she stated she had to go out of the City and could not be here. City Attorney unable to get police witness so Commissioner Stephenson made motion to recess hearing until September 19, 1949. kotion adopted. Taxicab Driver's Application Number 157 was presented, and on motion of Commissioner Stephenson application approved and license granted. Iuotion a dopted. Letter was presented from City Planning Commission regarding 28 -feet setback on the East side of 1700 Block on South Ninth Street. Action on same held over for one week. A petition was presented for the curbing, guttering and paving of Delaware between Gypsum and Stapler. Petition was referred to the City Manager. A petition was presented for the construction of a sewer to serve Block 61 Phillips East Salina Addition, and Plot No. 24, Surveyor's Plat 8, between Gypsum and Stapler. Petition referred to the City Tanager. A petition was presented for the rezoning of Lot 17, Block 3, E. 11. I. Addition to "D" Light Industrial. Petition was referred to the City Planning Commission. A petition was presented to rezone Lot 79, Highland Avenue, Grounds of Kansas Wesleyan University from "A" Residential to "B" Residential. Petition was referred to the City Planning Commission. A resolution was introduced for first reading entitled: "A Resolution relating to the paving of Pershing Street from iiirwin Avenue to Claflin Avenue. Resolution was referred to the Board of Commissioners. • A resolution was introduced for second reading entitled: "A Resolution relating to�he curbing and guttering and paving of lvcAdams Road from the center line of Roach Street to the east line of Front Street." On motion of Comru ssioner Stephenson the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Price, Ramsey, King, Stephenson and Webb (5) Nays: (0) Idlayor approved the resolution and it is Numbered 1138. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering and paving of Lincoln Avenue from the west line of Twelfth Street to the east line of Eleventh Street." On motion of Commissioner Webb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) payor approved the resolution and it is numbered 1140. A resolution was introduced for second reading entitled: "A Resolution relating to he curbing and guttering of the south side of Euclid Avenue from the east line of Ninth Street to the center line of Fifth Street, and the paving of Euclid Avenue from the east line of Ninth Street to the west line of Fifth Street." An ordinance was introduced for second reading entitled: "An ordinance levying special assessments against certain property to pay the cost of cutting weeds on certain lots and parts of lots, and the parkways abutting thereon in the City of Salina.” On motion of Commissioner Vuebb tree ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, td ng, Ramsey, Stephenson and Viebb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5412. An ordinance was introduced for second reading entitled: "An ordinance making a levy of taxes for general revenue and other purposes by the City of Salina, Kansas for the year 1950." On motion of Commissioner King the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved tire ordinance and it is Numbered 5413. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District number 245, and providing for the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 245, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the pay- ment of the cost of such construction and for the issuing of bonds to pay the cost • thereof." On motion of Commissioner King the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5414. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Iviayor approved the ordinance and it is Numbered A-470. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by secti and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Aamsey, Stephenson and Webb (5) flays: (0) Mayor approved the ordinance and it is Numbered A-471. C_ ty Engineer filed plans and specifications for the construction of Alain Sewer "X". On motion of Commissioner Webb same were approved by the Board of Commissioners and the City Clerk was instructed to advertise for bids for such sewer to be received up to and including Monday, September 12, 1949 at 7:30 o'clock P. M. Rotion adopted. • 12 An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain lateral sanitary sewer in the City of Salina, heretofore designated as Lateral Sanitary Sewer District 244, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was referred to:,he Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the curbing, guttering and grading of Front Street from the north line of Republic Avenue tothe center line of Crawford Avenue; for -he curbing and guttering of the west side of Roach Street from the nort line of Claflin Avenue to �,he south line of 1drwi n Avenue; for the curbing and guttering of Thirteenth Street from the south line of Grand Avenue to�he center line of Broadway Boulevard; for the curbing and guttering of Third Street from the south line of Prescott Avenue to t:,:e center line of Crawford Avenue; for the curbing and guttering of Venango Street from the east line of Hancock Street tothe west line of Iverrill Street; and providing for the payment of the cost thereof, and how the same shall be assessed and the manner of payment thereof." Ordinance was referred to the Board of Commissioners. An ordinance Yras introduced for first reading entitled: "An ordinance provid_ng for the curbing, guttering and paving and grading of Crawford Avenue from the east line of Fourth Street tothe east line of -Fifth S reet; and for the paving of Kirwin Avenue from the west line of Fourth Street tothe west line of Osborne Street; and for the paving of Kansas: Avenue frim the nort line of Gypsum Avenue to the south line of Iron Avenue; and for the paving of Quincy Street from the south line of Republic Avenue totlle north line of Beloit Street ; and for the curbing and guttering of Quincy Street from the north line of Republic Avenue to the south line of Beloit Street; and for the curbing, guttering and paving of Quincy Street from the south line of Beloit Street to the south line of Kirwin Street; and for the paving of Third Street from the north line of north Street to the south line of the Union Pacific Right -of -Way; and providing for the payment of the cost thereof, how the same shall b e assessed, and the manner Q�' the payment of the cost thereof."
