Regular leeting of the Board of Commissioners August 8, 1949. Meeting was
called to order by kayor Price, the roll was called and Commissioners Price, King
and 'Webb and Acting City Attorney Yordy responded. Commissioners Ramsey and
Stephenson and City Attorney Clark absent.
The minutes of the Regular Meeting of August 11 1949 were read and approved
as read.
A. I. McPhail appeared before the Board of Commissioners regarding State
Street crossing By -Pass. Present idea of making Park Street a connecting link
with West 40, going under By -Pass.
Pursuant to notice published in the Salina Journal bids were presented
forthe construction of Lateral Sanitary Sewer ;lumber 244 as follows:
H. J. Taylor Construction Company $1690.00
Diamond Engineering Company 4`2732.50
City Engineer's Estimate in the amount of $1815.00 was read. •
Bids were tabulated by the City Engineer.
Commissioner icing moved that contract be awarded to H. J. Taylor Construction
Company as per bid submitted in the amount of $1690.00; !Payor be authorized to sign
contract on behalf of the City of Salina, Kansas; and check returned to unsuccessful
bidder. ;',lotion adopted.
i.,Ayor appointed J. iJarl '4yatt, John Frederick and Wm. F. Grosser, Jr.,
to act as appraisers in ascertaining the valuation of certain lots and pieces of
ground liable to special assessment for the cost of constructing Lateral Sanitary
Sewer Number 244. On motion of Commissioner King appointments were confirmed by
the Board of Commissioners. Motion adopted.
A petition was presented against granting a retailers' license for the sale
of Alcoholic Liquor at any location in the Kansas Wesleyan University community
and South -Salina. Ordered filed.
A petition was presented for the rezoning of Lot 3, Block "A" Morrison's
Addition to "B" Residential. Referred to City Planning Commission.
A petition was presented for the curbing and guttering of Pacific from
Eleventh to 'twelfth; Twelfth Street from Pacific to Harsh; Harsh from Eleventh to
'twelfth; East side of Twelfth from Harsh to Hamilton and south side of Hamilton
from Eleventh to IWelfth. Referred to City Manager.
Letter was presented from City Planning Commission recommending that Lot 2,
on i,d nneapolis Avenue, Grounds of Kansas Wesleyan University not be rezoned to "C" •
Commercial. Commissioner i:ing moved that recommendation be accepted by the Board
of Commissioners. Motion adopted.
Letter was presented from City Planning Commission recommending that Lots
2, 4 and 6, Block 6, Sunnyside Addition be rezoned to "B" Residential. Commissioner
King moved that recommendations be accepted by the Board of Commissioners , and that
City Clerk give thirty days notice in the official City paper of intent to rezone
to "B" Residential, Lots 2,4 and 6, Block 6, Sunnyside Addition, Salina, Kansas.,
and, when rezoned, that the Building Inspector issue permit on plans attached to pe-
tition with no outside stairway. Motion adopted.
Wilson and Company, Engineers, filed Estimate Number 10, in the amount of
460,312.37 for Airport Improvements. Commissioner King moved that estimate be
approved by the Board of Commissioners. Iviotion adopted. York done by Ii. J. Taylor
Construction Company, Salina, Kansas.
Wilson and Company, Engineers, filed Estimate Number 1, (Supplemental
Agreement) in the amount of :11,595.97 to H. J. Taylor Construction Company,
Salina, Kansas, for Airport'Improvembnts. Commissioner 'Uebb moved that Estimate
be approved by -the Board of Commissioners. i,otion dopted.
Taxicab Drivers Application presentedfrom Henry J. Leiker. Commissioner
id ng moved to follow Chief of Police Day's recommendations,and that application be
rejected. l,otionadopted.

motion of Commissioner Webb approved by the Board of Commissioners. Motion adopted.

on the East side of Ninth Street in the 1700 Block, (South Ninth Street). Wm. Hansen
appeared and disposition was held over for one more week.
Petition was presented to remove parking meters in the 200 Block on South Santa
Fe Hvenue. Disposition held over for one week.

Lots 1 to 28, Block 4, Wood's Replat of Blocks 4 and 5, Bond's Addition.
An ordinance was introduced for first reading entitled: "An ordinance creat-
ing and defining a certain lateral sanitary sewer district in the City of Salina,
Kansas, designated as Lateral Sanitary Sewer District Number 245, and providing for
,the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District
Number 245, so created, and providing for the payment of the cost thereof and for the
levying of special assessments against the property in said district for the payment
of the cost of such construction of and for the issuing of bonds to pay the cost there-
of." Ordinance was referred to the Board of Commissioners.

Special Meeting of the Board of Commissioners August 8, 1949. Meeting
wascalled to order by tLayor Price, the roll was called and Commissioners Price,
King and Webb and Acting City Attorney Yordy responded. Commissioners Ramsey and
Stephenson and City Attorney Clark absent.
Iv,eeting was held for the purpose of acting on the appraisers reports for
the curbing, guttering and/or paving certain streets provided for in Ordinances
cumbered 5338, 5339 and 5340, (known as Job Number 247); and for the construction
of Lateral Sanitary Sewers Numbered 236, 237, 238 and 239•

Commissioner King moved that appraisers reports be approved as read.

relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of constructing
lateral sanitary sewers in Lateral Sanitary Sewer Districts numbered 236, 237, 238
and 239, relating to and providing for the collection and payment of such assessments.
Ordinance was referred to the Board of Commissioners.

relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, gutter-
ing and grading of Ciaflin Avenue from the west line of Fourth Street to the west
line of Osborne Street; for the curbing, guttering and grading of Harsh Avenue
from the west life of Eighth Street t o tfie east line of Ninth Street; curbing,

of Ninth Street to the east line of Highland Circle; for the grading and paving of
Highland Circle from the south line of Ellsworth Avenue to the south line of
Jewell Avenue; for the grading and paving of Jewell Avenue from the west line
of Eleventh Street to the west line of Pershing Street, and relating to and provid-
ing for the collection and payment of such assessments." Ordinance was referred
to the Board of Commissioners.
