07-25-1949 MinutesI • COi6dSS ONhRS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALIVA, KANSAS JULY 25, 1949 Regular Meeting of the Board of Commissioners July 25, 1949. Meeting was called to order by Mayor Price, the roll was called and Commissioners Price, Ramsey, Stephenson and Webb and City Attorney Clark responded. Commissioner King absent. The minutes of the Regular Meeting of July 18, 1949 and Special Meeting of July 20, 1949 were ead and approved as read. Application No. 2278 and Building Permit No. 6798 presented from Arthur Everhart. Commissioner Stephenson moved that same be approved for 10 -foot setback and he to remove old house. Motion adopted. A petition was presented forthe rezoning of Lots 5, 7 and 9, Block 8, Leavenworth Addition from "A" Residential to "C" Commercial. Petition was re- ferred to City Planning Commission. • City Manager submitted Tentative Budget for the year 1950. City Clerk was instructed to give notice in the official City paper that a public hearing on said Budget will be held August 12, 1949 at 7;30 o'clock P. M. in the City Commissioners' meeting Room, City Hall, Salina, Kansas. A petition was presented for the curbing, guttering and paving Lincoln Avenue from Eleventh Street to Twelfth Street. Petition was referred to the City manager. Application for Cereal Tralt Beverage License was presented from C. W. Norton„ d/b/a C(1' E Cafe. Commissioner Webb moved that application be approved and license granted. Motion adopted. Electrician's Bond was presented from Hammond Electric Company. On motion of Commissioner Stephenson Bond was approved by the Board of Commissioners. Motion adopted. Trust Deed with a deposit of $75.00 was presented from Lete B. Kirk for the perpetual care of the North 1/2 of Lot Thirteen (19) Block Nine (9), Gypsum Hill Cemetery. Commissioner Stephenson moved that Deed be approved by the Board of Commissioners and that City Treasurer be instructed to place deposit in the Gypsum Hill Cemetery Lot Owners' Endowment Fund as provided by Ordinance Number 3530. Motion adopted. Taxicab Drivers Applications numbered 140 to 144 were presented and on motion of Commissioner Stephenson approved by the Board of Commissioners. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance providing for the inclusion of certain lands in the City of Salina, Kansas, in the • "B" residential District as that District is defined by Section 4 of Ordinance .lumber 3188 and providing for the proper uses thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain Dain Sewer District in the City of Salina, designating as ;Main Sewer Distract "X"; providing for the construction of a main sewer in said district; providing for the payment of the cost thereof and for the levying of special assessments against the property in such district for the payment of such cost, and for the issuing of bonds therefor." On motion of Commissioner Webb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, Ramsey, Stephenson and Webb (4) Nays: (0) Commissioner King absent. Layor approved the ordinance and it is slumbered 5403. An ordinance was introduced for second reading entitled: "An ordinance levying special assessment against certain property to pay the cost of constructing certain water service pipes on certain streets in the City of Salina, Kansas. On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called:.nd the following vote was had; Ayes: Price, Ramsey, Stephenson and 'Hebb (4) Nays: (0) Commissioner King absent. Ordinance was referred to the Board of Com- missioners. An ordinance was introduced for first reading entitled: "An Ordinance ratifying and confirming a contract with the Vii. J. Taylor Construction Company for the construction of certain curbing, guttering and grading improvements on certain streets in the City of Salina, and providing for the issuance of Temporary Notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain lateral sanitary sewer in the (Lty of Salina, heretofore designated as Lateral Sanitary Sewer District Number 213, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with Brown & Brown Construction Company, Inc., for the construction and installation of certain paving and grading improvements on certain public alleys in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Commissioner Ramsey moved that City Manager be authorized to sign lease with Roscoe Charter Service for $15.00 per month and to make any minor changes in lease that may come up with regard to C. I. Aspegren. Motion adopted. On motion of Commissioner Stephenson the Board of Commissioners adjourned. City Clerk
