Regular Meeting of the Board of Commissioners October 2nd, 1956. Leeting
was called to order by Mayor Hawkes, the roll was called and Commissioners Hawkes,
Exline, Lake, Ramsey and Wenger and Acting City Attorney Bengtson. City Attorney
Barta absent.
The minutes of the Regular Meeting of September 25, 1956; Special keeting of
ISeptember 25, 1956; and Meeting of Board of Zoning Appeals of September 25, 1956, were
j read and approved as read.
A resolution was introduced for second reading entitled: "A Resolution re-
lating to the paving and grading of Russell Avenue twenty-eight (28) feet wide, toe
of gutter to toe of gutter, with two 72 inch hot asphalt mix over a six (6) inch
rolled rock base, from the east line of Lewis Avenue, 298.73 feet."
On motion of Commissioner Wenger the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Hawkes ,
Exline, Lake, Ramsey and Wenger 6) Nays: (0) Mayor approved the resolution and it
j is Numbered 1752.

A resolution was introduced for second reading entitled: "A resolution re-
lating tothe curbing, guttering and grading of Woodlawn Avenue, on the south side, _
from the east line of Pershing Street to the west line of Eleventh Street."
On motion of Commissioner Wenger the resolution was adopted as read and on
its ftnal adoption the roll was called and the following vote was had; Ayes: Hawkes,
Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it
is Numbered 1753•

A resolution was introduced for second reading entitled: "A Resolution re-
lating to the paving and grading of Franklin Street with concrete, twenty-eight i28)

feet wide, toe of gutter to toe of gutter, from the west line of Hancock Street to the
west line of Shawnee Avenue."
On motion of Commissioner Lake the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Hawkes,

is Numbered 1751.

A resolution was introduced for second reading entitled: "A Resolution re-
lating to the curbing, guttering and grading of Jewell Avenue, on the South side,
from the west line of Quincy Avenue, west 150 feet to existing curb and gutter, and
the paving and grading of Jewell Avenue with concrete, twenty-eight (28) feet wide
toe of gutter to toe of gutter, from the west line of Quincy Avenue, west 165 feet to
existing paving."

An ordinance was introduced for second reading entitled: "An ordinance de-
scribing the place of installation of certain sidewalks in the City of Salina, Kansas."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Hawkes, Exline, Lake, Ramsey and Wenger 6) Nays: l0) Mayor approved the
ordinance and it is Numbered 6091.
An ordinance was introduced for second reading entitled: "An ordinance re-
lating to and apportioning and levying special assessments on certain lots and pieces
of ground in the City of Salina, Kansas, to pay the cost of construction of Lateral
Sanitary Sewers in Lateral Sanitary Sewer Districts Numbered 346 and 348, and relating
to and providing for collection and payment of such assessments."
On motion of Commissioner Exline the ordinance was read and adopted by sectins
• and on its final adoption the roll was called and the following vote was had; Ayes:

An ordinance was introduced for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of construction of
Lateral Sanitary Sewer in Lateral Sanitary Sewer District Number 347, and relating to
and providing for the collection and payment of such assessments."

An ordinance was introduced for second reading entitled: "An ordinance _
providing for the amendment of Zoning Ordinance 5549 and the Zoning District leap
threin and thereby adopted and providing for the rezoning of certain property within
the City and prescribing the proper uses thereof."
On motion of Commissioner Wenger the ordinance was read and adopted by sec-
tions and on its final adoption tie roll was called and the following vote was had;
Ayes: Hawkes, Lake, Exline, Ramsey and Wenger (5) mays: (0) Mayor approved the
ordinance and it is Numbered 6094•
An ordinance was introduced for second reacting entitled: "An ordinance
providing for the amendment of Zoning Ordinance 5549 and the Zoning District Map
therein and thereby adopted, and providing for the rezoning of certain property
within the City and prescribing the proper uses thereof."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its f nal adoption the roll was called and the following vote was had;

A Resolution was introduced and passed entitled: "A resolution authorizing
and providing for the issuance of Temporary Note of the City of Salina, Kansas, in
the amount of $78,221.20 to pay a portion of the cost of certain sewer improvements
in the City of Salina, to be designated as ST -24, pending the issuance of bonds to
pay the cost of said work."
On motion of Commissioner Ramsey the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Hawkes,
hxline, Lake, Ramsey and Wenger (5) Nays: (0) JAayor approved the resolution and
it is Numbered 1757•

ing and providing for the issuance of Temporary notes of the City of Salina, Kansas,
in the sum of $29,919.58 to pay a portion of the cost of improving certain streets
in the City of Salina to be designated as Series PT -23 pending the issuance of bonds
to pay the cost of said work."
On motion of Commissioner Ramsey the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Hawkes,

Commissioner Lake moved that ordinance be drawn up banning parking on the
south side of Crawford -,'venue from Ninth Street to Missouri Pacific Railroad Tracks.
On motion of Commissioner Ramsey the Board of Commissioners adjourned.

ivieeting of Board of Zoning Appeals, October 2, 1956. Meeting was called
to order by Mayor Hawkes, the roll was called and Commissioners Hawkes, hxline,
Lake, Ramsey and Wenger and Acting City Attorney Bengtson responded. City Attorney
Barta absent.
Hearing was held on Application filed by Verner C. Smith for the construction
of a duplex on North 70 feet of Lot 39 and North 70 feet of portion of Lot 37, plus
72 feet vacated Quincy Street, iirwin Avenue, in Addition to Grounds of Kansas
Wesleyan University; and for the construction of a duplex on the South 50 feet of
Lot 39 and South 50 feet portion of Lot 37, plus 721 feet vacated Quincy Street,
on Kirwin Avenue, in Addition to Grounds.of Kansas Wesleyan University, Salina.,
Kansas.
Application referred back to Verner Smith to see if he can comply with
ordinance.
No Hearing held on Application presented from First Presbyterian Church,
relating to the construction of a church building on West 73 feet of Lot 174 on
i Eighth Jtreet and ��est 65 feet of Lot 178 on Eighth Street, Original Townsite,
Dslins, Kansas.
Problem solved before Hearing. Building can be constructed according to
Ordinance.
Hearing was held on application from Arthur E. Johnson, for non-compliance
with Front Setback requirements of Section 6, Paragraph "C" Ordinance limber 5549,
for South 85 feet of Lot 12 and South 45 feet of West 23: feet of Lot 13, Block 8, j
Elmdale Addition to the City of Salina, Kansas.
No protests.
A resolution was introduced and passed entitled: "A hesolution relat-
ing to the authorization of non-compliance with the Front Setback Requirements of
Section -6 Paragf �ibh "C'.' Ordinance Number 5549 for South 85 feet of Lot 12 and
South 45 feet of west 23 feet of Lot 13, Block 81 Elmdale Addition to the City
of Salina, Kansas."
