08-28-1956 MinutesCOMMISSIONERS PROCEEDI,vGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. AUGUST 28, 1956 Regular Meeting of the Board of Commissions rs August 28, 1956. Meeting was called to order by Mayor Hawkes, tie roll was called and Commissioners Hawkes, Exline, Lake, Ramsey and Wenger and City Attorney Barta responded. The minutes of the Regular Meeting of August 21, 1956; and Meeting of Board of Zoning Appeals of August 21, 1956 wereread and approved as read. A resolution was introduced for second reading entitled: "A Aesolution re- lating to the paving and gradin of Charlotte Street with concrete, twenty-eight (28) feet wide toe of gutter to toe of gutter from the east line of Gebhart Street to the west life of Fourth Street." On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1716. The above resolution is recorded in fullon Page 152 Resolution Book 6. A resolution was introduced and passed entitled: "A Resolution for �l.00d Control Improvements, a survey, Plans, Inspection and examination of properties, and an estimate of costs of said works and improvements by Engineer." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1747. The above resolution is recorded in full on Pages 153 and 154 Resolution Book 6. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering and grading of East side of South Broadway Boulevard from the north line of Armory Road, north 100 feet; West side of Lewis Avenue from the center line of Russell Avenue to the center line of UloudStreet; East side of Lewis Avenue from a point 150 feet �a south of the south line of Russell Avenue to the center li_ie of Cloud Street; West side of Ohio Street from the center line of Kirwin Avenue to the center line of Jewell Avenue; East side of Roach Street from the center line of Claflin Avenue to the center line of Cloud treet; Roach Street from the center line of Mellinger Drive to the center line of Manor Road; and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6087. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of paving and grading Delaware Avenue with concrete, twenty-eight (28) feet wide toe of gutter to toe of gutter, from the south line of Iron Avenue to the south line of Stapler Avenue; of paving and grading Eleventh Street with concrete, twenty-eight (28) feet wide toe of gutter to toe of gutter, from the north line of Lincoln Avenue to the south line of Grand Avenue; of curbing, guttering and grading of the South side of Haven Avenue from the center line of Duvall Avenue to the center li rb of Steahlin Avenue; of paving and grading of Haven Avenue with concrete, twenty-eight (28) feet wide toe of gutter to toe of gutter, from the east li .e of Duvall Avenue to the west line of Steahlin Avenue; of paving and gradinv: Johnstown Avenue with concrete, twenty-eight (28) feet wide from toe of gutter to toe of gutter, from the east line of Columbia Avenue to the east line of Kansas Avenue; of paving and grading Lincoln Avenue with concrete, twenty-eight (28) feet wide from toe of gutter to toe of gutter from the west line of Twelfth Street to the east lire of Thirteenth Street; of paving and grading McAdams Road with concrete, twenty-eight (28) feet wide from toe of gutter to toe of gutter from the east lineof Roach Street to the west line of Pearl Street; of paving and grading Roach Street with concrete, twenty-eight (28) feet wide from toe of gutter to toe of gutter, from the north line of Martin Avenue to the south line of Republic Avenue; of curbing, guttering, paving and grading of Second Street with concrete, thirty-three (33) feet back of curb j to back of curb, from the north line of Crawford Avenue to the south line of Prescott Avenue; of curbing, guttering, paving and grading of Eighth Street with concrete, thirty-three (33) feet back of curb to back of curb, from the north line of Lincoln Avenue to the south line of Decatur Avenue; of paving and grading Viemont Avenue, twenty-eight (28) feet wide from toe of gutter to toe of gutter with concrete, from the south line of Haven Avenue to the south line of Beverly Drive; and relating to and Providing for the collection and payment of such assessments." J. heames and C. L. Smalley, Jr. Petition denied. Commissioner Lake moved that ordinance be enforced by City Attorney. Carried. Petition filed protesting the construction of a sidewalk on the north side of Bachtold from Cherokee to Oak. Referred to City Manager. Petition filed for curbing, guttering and paving with concrete, Ellsworth Avenue from existing curb and gutter east of Osborne to the east line of Lot 31., Ellsworth Aven- ue, Addition to Grounds of Kansas �Iesleyan University. Referred to City Manager. Petition filed against rezoning. -of -Lot 13., and the.West 35 feet of Lot 12 in Par Mel Addition, from "All tQ I'D", by W. I.
