07-03-1956 Minutes1 J • • COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. JULY 32 1956 Regular Meeting of the Board of Commissioners July 3, 1956. Meeting was called to order by Mayor Hawkes, the roll was called and Commissioners Hawkes, Ex - line, Ramsey, Lake and Wenger and City Attorney Barta responded. as read. The minutes of the Regular Meeting of June 26, 1956 were read and approved Pursuant to Notice published in the Salina Journal bids were received for the construction of Lateral Sanitary Sewer Number 3146, ( Job 344 -AO as follows: 0. D. Wilmoth, Salina, Kansas 01,762.50 C. N. McCollum Construction Company, Salina, Kans.$1,783.50 City Engineer's Estimate $2,170.00 Commissioner Wenger moved that contract be awarded to 0. D. Wilmoth, as per bid submitted in' the amou4t of $1,762.50 and check returned to unsuccessful bidder. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance rati- fying and confirming a contract with 0. D. Wilmoth, Contractor, for the construction of a certain lateral sanitary sewer in the City of Salina, Kansas, heretofore desig- nated as Lateral Sanitary Sewer District 3146, and providing for the issuance of tempo- rary notes to pay the cost thereof pending issuance ands ale of bonds." Ordinance was referred to the Board of Commissioners. Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr., and Harley Rose to act as appraisers for Lateral Sanitary Sewer Number 346. Approved by Commissioner Exline. Carried. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Haven Avenue , with concrete, twenty-eight (28) feet wide toe of gutter to toe of gutter) from the east lire of Viemont avenue to the west line of Whittinghill Avenue." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1725. The above resolution is recorded in full on Page 131 Resolution Book 6. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering, paving and grading of Morrison Avenue thirty- three (33) feet wide back of curb to back of curb, with two 2 inch hot mix over a six (6) inch crushed rock base, from the east line of Montrose to the west line of College Avenue." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called.and the following vote was had; Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolhtion and it is Numbered 1726. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Crawford Avenue on the North side,, from the center line of Viemont Avenue west to the City limits." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption tte roll was called and the following vote was had; Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1727. A resolution was introduced and passed entitled: A Resolution confirming and retifying dedication of Park in Likins-Foster Addition to the City of Salina, Kansas,i and authorizing the developing and landscaping thereof." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it j is Numbered 1729. On motion of Commissioner Exline the ordinance was read and adopted by sec- tions and on its final adoption tie roll was called and the following vote was had; Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Num:Dered A-809. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." - On motion of Commissioner Exline the ordinance was read and adopted by sections and on its final adoption the roll was called and the follwing vote was had; Nays (0) Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Mayor approved the ordinance and, it is Numbered A-810. City Manager reported on the following petitions: 1780 Curb, gutter and paving Twelfth Street from Woodland to Pacific. 1785 Paving Antrim Avenuefrom Eighth Street to Ninth Street. 1781 Paving Sherman Street from Republic to Wilson. 1776 Curb, gutter and paving Ellsworth Avenue from Quincy, west to existing paving. Referred to petitioner. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing, guttering, paving and grading of Twelfth Street , thirty-three (33) feet back of curb to back of curb, with two (2) inch hot asphalt mix over a six (6) inch rolled rock base, from the south line of Woodland avenue to the north line of Pacific Avenue." Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relat- ing to the paving and grading of Antrim Avenue twenty-eight (28) feet wide toe of gutter to toe of gutter, with two 2 inch hot asphalt mix over a six (6) inch rolled rock' -base , from the east line of Ninth Street to the west line of Eighth Street." Resolution was referred to the Board of Commissioners. A resolution was introduced and passed entitled: "A resolution relating to the paving and grading of Sherman Street twenty-eight (28) feet wide, toe of gutter tot oe of gutter, with concrete, from the north line of Republic Avenue fo'the north line of Wilson Street." Resolution was referred to the Board of Commission- ers. An ordinance was introduced for first reading entitled: "An ordinance calling a Special Election to be held in the City of Salina, Kansas, for the purpose of sub- mitting to the qualified electors of said City the proposition to issue the General Obligation Bonds of the City in the amount of $3752000.00 for the purpose of acquiring additional land to enlarge the present municipal Airport, developing and equipping said Airport for aviation purposes, and all things incidental thereto, the proceeds of said bonds to be used in conjunction with a grant from the United States in the approximate amount of $375,000.00." Ordinance was referred to the Board of Commissioners. i An ordinance was introduced for first reading entitled: "An ordinance regulat- ing electrical wiring, the installation of electrical work in the City of Salina, Kansas, and providing for examination and licensing of Electricians, the issuance of permits and penalties for the violation thereof; repealing Article 3, Sections 6-301 through 6-332 Revised Ordinances of the City of Salina, Kansas." Referred to the Board of Commissioners. Wilsonand Company, Engineers, filed Estimate Number 6 in the amount of $25,,808.99 to Jarvis Construction Company for Water Treatment Plant. Approved by Commissioner Exline. Carried. - Petition presented asking for the paving of Ellsworth Avenue from Sunrise to Norton. Referred to City Manager. • City Engineer riled the following Estimates: Final Estimate in the amount of $27,462.82 to H. J. Taylor Construction Com- pany for Street Improvements (Job 335)• Approved by Commissioner Lake. Carried. Estimate Number 2 in the amount of $20,724.19 to Brown and Brown Construction Company for Street Improvements, (Job 343). Approved by Commissioner Ramsey. Carried. Estimate Number 2 in the amount of $26,766.70 to H. J. Taylor Construction Company for Street Improvements, (Job 340). Approved by Commissioner Wenger. Carried. A petition was presented for the rezoning of Lot 30, Claflin tivenue, Addition to Grounds of Kansas Wesleyan University to Class "B" Duplex. Referred to City Planning Commission. Appraisers reports filed for Job 340. Hearing: July 17, 1956. • Peddlers Ordinance discussion. Tabled. J C 1 is Commissioner Wenger moved to accept City Planning Commission letter relating to the rezoning of certain lots in Garden Home Addition for Mowery Clinic. City Clerk instructed to give thirty days notice. Carried. On motion of Commissioner kamsey the Board of Commissioners adjourned. City Clerk
