Regular Meeting of the Board of Commissioners June 12, 1956. Meeting
was called to order by Mayor Hawkes, the roll was called and Commissioners Hawkes,
Exline, Lake, Ramsey and Wenger and City Attorney Barta responded.
The minutes of the Regular Meeting of June 5, 1956;,Special Meeting of
June 5, 1956; and Meeting of Board of Zoning Appeals of June 5th, 1956 were read
and approved as read.
An ordinance was introduced for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of construction of
lateral sanitary sewers in Lateral Sanitary Sewer Districts Numbered 343, 344 and 345,
and relating to and providing for the collection and payment of such assessments."
On motion of Commissioner Wenger the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved •
the ordinance and it is Numbered 6066.
An ordinance was introduced for second r eading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of paving and gradi_zg
with two (2) inch hot mix asphalt over a six (6) inch crushed rock base, twenty-eight
(28) feet wide from toe of gutter to toe of gutter, Ellsworth Avenue from the east
side of Roach Street to the west side of Lewis Avenue; paving and grading with two (2)
inch hot asphalt mix over a six (6) inch crushed rock base, Illinois Street from tha
east line of Merrill Street to the west line of Sheridan Street; paving and grading
with two (2) inch hot asphalt mix over a six (6) inch crushed rock base, Legis Streit
from the south line of Jewell Avenue to the north line of Ki.rwin Avenue; paving and
grading with two (2) inch hot mix asphalt over a six (6) inch crushed rock base,
twenty-eight (28) feet wide toe of gutter to toe of gutter, Phillips Street from the
north line of Crawford Avenue to the south line of Charles; and relating to and provid-
ing for the collection and payment of such assessments."
On motion of Commissioner Wenger the ordinance was read and adopted by sections;
and on its final adoption the roll was called and the following vote was had; Ayes:
Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor appro ed the ordinance
and it is Numbered 6067.
A resolution was introduced for second reading entitled: "A Resolution
relating to the paving and grading of Twelfth Street with concrete, from the south
line of Washington Street to the
north line of Prescott Avenue."
On motion of Commissioner Ramsey resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Hawkes,
Exline, Lake, Ramsey and Wenger (5) Nays: (0)

Mayor approved the resolution and
it is Numbered 1719.
The above resolution is recorded in full on Page 126 Resolution Book 6.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Exline the ordinance was read and adopted by sec -:-
tions and on its final adoption the
roll was called and the following vote was had;
Ayes: Hawkes, Exline, Lake, Ramsey and Wenger i5) Nays: (0) Mayor approved
the
ordinance and it is Numbered A-807.
Commissioner Ramsey made motion to delete Lateral Sanitary Sewer Number 346 from
Job 344. Carried.

Pursuant to Notice published in the official City paper bids were received
for the construction of Lateral Sanitary Sew rs Numbered
347 and 348 (dob 344) as follows:

Commissioner Wenger moved that contract for the construction of Lateral Sari-
tary Sewers Numbered 347 and 348 (Job 344), be

awarded to McCollum Construction Compa_-y,
as per bid submitted in the sum of $13,340.00, and checks returned to unsuccessful
bidders. Carried.

An ordinance was introduced for first reading entitled: "An ordinance rati-
fying and confirming a contract with C. N. McCollum, doing business as McCollum
Construction Company, for the construction of certain lateral sanitary sewers in the
City of Salina, Kansas, heretofore designated as Lateral Sanitary Sewer Districts
347 and 348, and providing for the issuance of temporary notes to pay the cost there-
of pending issuance axed sale of bonds." Ordinance was referred to the Board
of Commissioners.
\\ Mayor appointed J. -'arl Wyatt, C. B. Dodge, Jr. and Harley Rose as appraisers
1 for Lateral Sanitary Sewers Numbered 347 and 348 (Job 344).
Appointments confirmed by Commissioner Lake. Carried.
City Engineer filed Plans and Specifications for the construction of Southern
View Addition Storm Sewer.
Approved by Commissioner Exline and City Clerk instructed to advertise for
bids tobe received up to and including Tuesday, July 10th, 1956 at 4:00 P. M. Carried.;
City Manager reported on the following petitions:
1772 Paving Connecticut Avenue from Gypsum to Stapler.
1773 Curb, gutter and Black Top on Woodland Avenue from
Eleventh to Twelfth.
1774 Curb, gutter and Black Top on Twelfth Street from
Broadway to Woodland.
A resolution was introduced for first reading entitled: "A Kesolution relat-
ing to the paving and grading, of Connecticut. Avenue with concrete. twenty --eight (28)
feet wide toe of gutter totoe of gutter, from the north line of Gypsum Avenue to
the north line of Stapler Avenue." Resolution referred to the Board of Commis-
sioners.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing to the curbing, guttering and paving of Woodland Avenue thirty-three (33) feet
wide, back of curb to back of curb, with two (2) inch hot asphalt mix over a six (6)
inch crushed rock base, from the west line of Broadway Boulevard to the west line -of
Twelfth Street," Resolution was referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing tothe curbing, guttering, paving and grading of Twelfth Street , thirty-three (33) i
feet wide back of curb to back of curb, with two (2) inch hot asphalt mix., over a
six (6) inch crushed rock base, from the north line of Broadway Boulevard to the south
line of Woodland Avenue." Resolution was referred to the Board of Commissioners.
The following ptitions were presented and referred to the City Manager:
Curb, Gutter and Black Top and Curb Drive on Morrison Avenue from
College Avenue to Montrose Avenue.
Curb, Gutter and Black Top on Twelfth Street from Woodland to Pacific.
City Engineer filed Estimate Number 8 in the amount of $24,619.17 to Wilson
Constructors for Swimming Pool construction.
Approved by Commissioner Wenger, Carried.
Applications for Cereal Malt Beverage License received from:
Merle J. Ashton and Leon L. Ashton , d/b/a'Ashton Bros. Grocery,"
901 West '-'rawford Avenue.
Apg owed by Commissioner Ramsey. Carried.
James Armon,Phillips, d/b/a "Phillips Town Tavern" 156 North Santa
Fe Avenue.
Approved by Commissioner Exline, subject to sanitation approval. Carried.
Letter presented from Board of Trustees, Sunrise Presbyterian Church, regard-
ing petition circulated for sidewalks in a large portion of South-east Salina. Filed.'

Arthur Tobias.
Approved by Commissioner Wenger.
An ordinance was introduced for first reading entitled: "An ordinance relat-
ing to and apportioning and levying special assessments on certain lots and pieces of
ground in the City of Salina, Kansas, to pay the cost of curbing, guttering and grading j
Franklin Avenue from the center line of Shawnee Avenue to the center line of Hancock
S reet; Lewis Street from the center line of McAdams Road to the center line of Bel-
linger Iri.ve; Mellinger Drive from the east line of Roach Street to the west line of
Ohio Street; Roach Street from the center line of McAdams Road to the center line of
Mellinger Drive; West side of Broadway Boulevard, beginning on the north directly
east of the southeast corner of Banker's Addition, t_ence south 318.2 feet more
or less to a point directly east of the northeast corner of Block 8, Sunset Manor

JUNE 12, 1956
Meeting of Board of Zoning Appeals, June 12th, 1956. Meeting was called
to order by Mayor Hawkes, the roll was called and Commissioners Hawkes, Exline,
Lake, Ramsey and Wenger and City Attorney Barta responded.
Hearing was held on the following Appeal Notices:
A. A. Riker for permission to add to Locker Plant located on Lot 66,
Ninth Street, Grounds of Kansas Wesleyan University.
No protests.

A resolution was introduced and passed entitled: "A Resolution relating
to the authorization of non-compliance with the Side Yard Requirements on East, of
Ordinance Number 5549 for Lot 66, on Ninth Street, in Grounds of Kansas Wesleyan
University Addition to the City of Salina, Kansas."
On motion of Commissioner Ramsey the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Hawkes,
Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and
it is Numbered 1720.
The above resolution is recorded in full on Page 125 Resolution Book 6.
Lon Wilson for permission to erect a building on Lots 6, 7, 8, Block 1,
Chicago Addition; and Lots 11 and 13 in Block 2, Chicago Addition and part of
vacated Clark Street.
No protests.
A resolution was introduced and passed entitled: "A Resolution relating
to the authorization of non-compliance with the Twenty feet setback from Right -
of -Way in Broadway Boulevard for Lots 6, 7, 8 in HLock 1 and Lot 11 and 13 in Block
2 Chicago Addition, and part of vacated Clark Street in the :City of Salina, Saline
County, Kansas."
On motion of Commissioner Wenger the resolution was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes:
Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the reso-
lution and it is Numbered 1721.
