COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOK,
SALINA, KANSAS.
MAY 15, 1956
Regu1&r,_.Meeting of the Board of Commissioners Mir 15, 1956. Meeting was
led to order by Mayor Hawkes, t e roll was called and Commissioners Hawkes, Exline,
Laxe, Ramsey and Wenger and City Attorney Barts responded.
The minutes of the Regular Meeting of May 8, 1956; and Meeting of Board of
Zoning Appeals of May 8th, 1956 werexread and approved as read.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the amendmen.. of Zoning Ordinance 5549 and the Zoning District Map there-
in and thereby adopted and providing for the rezoning of certain property within the
City and prescribing the proper uses thereof."
On motion of Commissioner Lake the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the
ordinance and it is Numbered 6059.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Wenger the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Hawkes, Exli ne, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A-803.
City Manager reported on the following petitions:
1758 Paving Kirwin Avenue from Norton to Roach.
1759 Curbing and guttering Ea t side of Roach from Claflin to Russell.
1760 Paving Mt, Barbara Road from Iron Avenue to West Lake Drive; and
West Lake Drive from Mt. Barbara Road to Iron Avenue.
r 1761 Paving Eighth Street from Decatur to Grand.
1762 Paving Ohio Street from Gypsum Avenue to Stack Avenue.
Referred to petitioners for more signers.

1735 For Sanitary and Storm Sewers in Sunset Village Addition.
An ordinance was introduced for first reading entitled: "An ordinance cre-
ating and defining a certain lateral sanitary sewer district in the City of Salina,
Kansas, designated as Lateral Sanitary Sewer District Number 317, and providing for
the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number
347, so created and providing for the payment of the cost thereof and for the levy-
ing of special assessments against the property in said district for the payment for
the cost of such construction and for the issuing of bonds to pay the cost thereof."
Ordinance was referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A resolution relat-
ing to the curbing, guttering and grading of East Prescott Road from the east line of
Front Street to the north line of Guernsey Drive." Resolution was referred to
the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution re-
lating to the curbing, guttering and grading of Guernsey Drive from the east line
of Front Street to the east line of Prescott Road." Resolution was referred to
the Board of Commissioners.
A resolution was introduced for first reading entitled. "A Resolution re-
lating tot he curbing, guttering and grading of Vassar Drive from the south line of
Republic Avenue to the north line of Windsor Drive." Nesolution was referred to
the Board of Commissioners.
A resolution was introduced for first reacting entitled: "A Resolution re-
lating to the curbing, guttering and grading of Dover Avenue from the east line of
E Vassar Drive to the north line of Broadway Bouleard." Resolution was referred to
the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering and grading of Windsor Drive from the south line
or Republic Avenue to the west line of Dover Drive."Resolution was referred
to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A resolution
relating to the curbing, guttering, paving and graving of Quin2Z Street, thirty
three (33) feet wide, back of curb to back of curb, with two 2 inch hot asphalt
Bax over a six (6) inch crushed rock base, from the south line of Cloud Street to
the north line of Albert Avenue." Resolution was referred to the Board of
Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering, paving and grading of Leslie Avenue thirty0
three (33) feet wide back of curb to back of curb, with two inch hot asphalt
mix over a six (6) inch crushed rock base, from the east line of Quincy Street to
the west line of Roach Street." Resolution was referred to the Board of Com-
missioners.
A resolution was introduced for first reading entitled: "A hesolution
relating to the curbing, guttering, paving and grading of Carl Avenue , thirty-
three (33) feet wide back of curb to back of curb with two 2 inch hot asphalt --
mix over a six (6) inch crushed rock base, rom the east line of Quincy Street to
the west line of Roach Street." Resolution was referred to the Board of Commis-
sioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering, paving and gracing of Albert Street thirty-
three (33) feet wide back of curb to back of curb, with two 2 inch hot asphalt
mix over a six (6) inch crushed rock base, from the east line of Quincy Street to
the west line of Roach Street." Resolution was referred to the Board of Commis-
sioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering, paving and grading of Maas Avenue thirty-
three (33) feet wide back of curb to back of curb, with two --C21 inch hot asphalt
mix over a six (6) inch crushed rock base, from the ea,�t line of Norton Avenue,
east 203 feet." Resolution was referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing., guttering, paving and grading of Norton Avenue, thirty-
three (33) feet wide back of curb to back of curb, with two 2 in hot asphalt
mix over a six (6) inch crushed rock base, from the south line of Cloud Street
to the north line of Leslie Avenue." Resolution was referred to the Board of
Commissioners.
A resolution was introduced for first reading entitled: "A Resolution

three (33) feet wide back of curb to back of curb, with two 2) inch hot asphalt
Bax over a six (6) inch crushed rock base, from the east line of Norton Avenue,
East 203 feet." Resolution was referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering, paving and grading of Roach Street thirty-
three (33) feet wide back of curb to back of curb, with t�-inch hot asphalt
mix over a six (6) inch crushed rock base, from the south side of Republic Avenue
to the north line of Beloit Avenue." Resolution was referred to the Board of
Commissioners.
A resolution was introduced for first reading entitled: "A hesolution
relating to the paving and gracing of North Columbia Avenue , twentyeight (28)
feet wide from toe of gutter to toe of gutter with two 2 inch hot asphalt mix
over a six (6) inch crushed rock base, from the north line of Elm Streetto the
south line of Riverside Drive." Resolution was referred to the Board of Com-
missioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the paving and grading of East Republic Avenue , twenty-eight (28) feet
wide from oe of gutter to toe of gutter, with(2)inchhot asphalt mixover a
six (6) inch crushed rock base, from the east line of Roach Street to the east
line of Pearl Avenue." Resolution was referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the paving and grading of NbAdams Road twenty-eight (28) feet wide
From toe of gutter to toe of gutter with two ( inch hot asphalt mix over a six
(6) inch crushed rock base, from the east line of Lewis Avenue othe west line of
Ohio Street." Resolution was referred to the Board of Commissioners.

relating to the paving and grading of South Third Street , twenty-eight (28) feet
wide fromtoe of gutter to toe of gutter with two 2 inch hot asphalt mix over a
six (6) inch crushed rock base, from the north side of Crawford Avenue to the south
line of Prescott Avenue." Resolution was referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering and grading of the East side of Roach Street
from the center line of Claflin Avenue to the center line of Russell Avenue."
Resolution was referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the paving and grading of Kirw.i.n Avenue , twenty-eight (28) feet wide
from toe of gutter to toe of gutter, with concrete, from the east line of Norton
Street to the west line of Roach Street." Resolution was referred to the Board
of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the paving and grading of Eighth Street , twenty-eight (28) feet wide
fromtoe of gutter to toe of gutter, with concrete, from the north line of Decatur
Street to the south line of Grand Avenue." Resolution was referred to the Board
of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the paving and grading of Mount Barbara Road , Inverted Crown, Eighteen
(18) feet wide, with six (6) inch reinforced concrete from the south line of Iron
Avenue and following West Lake Drive to the south line of Iron Avenue." Resolution
was referred to the Board of Commissioners.
City Engineer submitted Final Estimate: for construction of Lateral Sanitary
Sewers Numbered 31 3, 344 and 345, ( Job 342) .
Approved by Commissioner Ramsey. Carried.
Petition presented for the paving of Haven Avenue from Steahlin to Whitting -
Hill. Petition referred to City Manager.
The following petitions were presented and referred to the City Planning
Commission:
For rezoning Lots 38 and 39 on Front Street, Original Town of Salina,
Kansas, from Zone "B" to Zone "F".
For Addition of all of Lamers 1st Subdivision and Lamers 2nd Subdivision
to the City of Salina, Kansas.
Application for Cereal Malt Beverage License presented from Irene Kirkby,
d/b/a "Ritz Tavern" 101, North Broadway.
Approved by Commissioner Exline, subject to final inspection of Sanitation
Department. Carried.
Ordinance introduced for first reading, Amending Ordinance No. 5562 -Sidewalks.
On motion of Commissioner Ramsey the Board of Commissioners adjourned.

SALINA, KANSAS
May 15, 1956
Meeting, of Board of Zoning Appeals of May 15th, 1956. Meeting was
called to order by Mayor Havrkes, the roll was called and Commissioners Hawkes,
Exline, Lake, Ramsey and Wenger and City Attorney Barta responded.
Building Application for Thomas Neff, for addition to his grocery store
at 1300 South Santa Fe Avenue, was again taken up by the Board of Commissioners.
Commissioner Lake moved to advertise for Hearing to be held, Tuesday,
May 22nd, 1956 at 4:00 P. M. Carried.
On motion of Commissioner Lake, Board of Zoning Appeals adjourned.
