05-08-1956 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR. MEETING COMMISSIONERS ROOM, SALINA, KANSAS. MAY 8, 1956 Regular Meeting of the Board of Commissioners May 8, 1956. Meeting was called to order by Acting Mayor Exline, the roll was called and Commissioners Exline, Lake, Ramsey and Wenger and City Attorney Barta responded. Commissioner Hawkes absent. The minutes of the Regular Meeting of May 1st, 1956 and Meeting of Board of Zoning Appeals of qday 1st, 1956 were read and approved as read. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Republic Avenue , twenty-eight (28) feet wide from toe of gutter to toe of gutter, with concrete, from the east line of Sheridan Street to the west line of Sherman Street." On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Lake, Ramsey and Wenger (4) Nays: (0) Commissioner Hawkes absent. Acting Mayor approved the resolution and it is Numbered 1686. Above resolution is recorded in full on Page 88 Resolution Book Number 6. A resolution was introduced and passed entitled: "A Resolution declaring the policy of the Board of Commissioners of the City of Salina, Kansas, in the Flood Control Program." On motion of Commissioner;Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Lake, Ramsey and Wenger (4) Nays: (0) Commissioner Hawkes absent. Acting Mayor approved the resolution and it is Numbered 1687. The above resolution is recorded in full on Pages 89 and 90, Resolution Book Number 6. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final adoption the roll -was called and the following vote was had; Ayes: Exline, Lake, Ramsey and Wenger (4) Nays: (0) Commissioner Hawkes absent. Acting Mayor approved the ordinance and it is Numbered A-802. The following letters were presented from the City Planning Commission: Building Application of Thomaa H. Neff, 1300 Sou.h Santa Fe Avenue, recom- mending Board of Commissioners give serious consideration to his application for a Building Permit. Held over one week. Recommending that Petition No. 1742 filed by lir. Amend for the rezoning of Lots 20, 22 --and 24, Block 3, VanZx-inels Addition, from Zone "B" to Zone "C" be denied. Commissioner Wenger moved to accept and petition denied. Carried. Relating to sidewalk construction in certain areas of Salina, Kansas Filed for consideration. City Manager reported on tre following petitions: 1735 For construction of Sanitary and Storm Sewers in Sunset Village Additions. Accept and City Engineer furnish description for ordinance. 1739 Sidewalk on both sides of Leslie from Quincy to Roach. 17.0 Sidewalk on east side of Quincy from Cloud to Albert. 1747 Sidewalk on both sides of Norton Avenue from Cloud to Leslie; on both sides of MaX from Norton", 263 feet East; on both sides of Ralph from Norton, 203 feet East. 1748 For sidewalk on South side of Carl from Quincy to Roach; on worth side of Carl from Norton, 203 feet Egst. W. 1/4 of Section 14, Township 14, South, Range 3 West of the 6th Principal Meridian in Saline County, Kansas. For the extension of Zone "D", north to include Lots 29p,27,25 on Santa Fe Avenue, Grounds of Kansas Wesleyan University, City of Galina, Kansas. City Engineer filed the following estimates: 4 Final estimate in the amount of $3741.43 to Rexroad and Son, Construction Company for Garbage Pit Excavation. Approved by Commissioner Wenger. Carried. i Estimate Number 6 in the amount of $10,598.70 to Wilson Constructors for Swimming Pool Cors truction. Approved by Commissioner Wenger. Carried. Two Beer Applications filed for transfer: No. 2534, issued to Robert E. Thompson, d/b/a Bob's Place, from 600 Woodland Avenue to 316 East Pacific. Approved by Commissioner Ramsey. Carried. i No. 2547, issued to Duane Everhart, d/b/a Duane's Market, 307 East Antrim to Duane Everhart, d/b/a Pacific Street Grocery, 200 East Pacific. Approved by Commissioner Ramsey. Carried. Petition presented for a street light in the alley on Phillips Street between Elm and Bishop Street. Referred to City Manager. Petition presented from Ernest A. Lewis for permission to operate a Taxi Com- pany to b e known as "City Cab Company" for the operation of eight cars. Referred to City Manager for meeting of May 22nd, 1956• i Ho I An ordinance was introduced for first reading entitled: "An ordinance providing for the amendmen of Zoning Ordinance 5549 and the Zoning Distrift Map -- therein and thereby adopted, azd providing for the rezoning of certain property within the City and prescribing tl.e proper uses thereof." Ordinance was re- ferred to the Board of Commissioners. , Commissioner Lake moved that pillars be removed at Ninth Street and Sunset Drive. Meeting was called to order by Acting Mayor Exline, the roll was called and the following responded to7rbll;call: Ellin, Lake, Ramsey and Wenger and City Attorney Barta. Commissioner Hawkes absent. Hearing was held on Appeal filed by Paul Adrian for non-compliance with Side and Front Yard Requirements for the West 70 feet of Lots 103, 105 and 107 on Second S�reet in Original Town of Salina, Kansas. No protests. A resolution was introduced and passed entitled: "A Resolution relating , to the authorization of non-complianoe with the Side and Front Yard Requirements of Section 8 and 9, District "C" of Ordinance Number 5549 for West 70 feet of Lots 103, 105 and 107 on Second Street in Original Town of the City of Salina, Saline County, Kansas,. " On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Lake, Ramsey and Wenger (4) Nays: (0) Commissioner Hawkes absent.
