04-10-1956 Minutes• CJ COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS APRIL 102 1956 Regular Meeting of the Board of Commissioners April 10, 1956. Meeting was called to order by Mayor Hawkes, the roll was called and Commissioners Hawkes, Exline, Ramsey and Wenger and City Attorney Barta responded. Commissioner Lake absent. Meeting The minutes of the Regular April i g of AP 3, 1956 and Meeting of Board a of Zoning Appeals of April 3, 1956 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioningand levying vying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of construction of Lateral Sanitary Sewers in Lateral Sanitary Sewer Districts Numbered 319, 320 and 325, and relating to and providing for collection and payment of such assessments." On motion of Commissioner Ramsey the ordinance was read and adopttd:by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. Mayor approved the ordinance and it is Numbered 6050. An ordinance was introdu.ed for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of construction of Lateral Sanitary Sewers in Lateral Sanitary Sewer Districts Numbered 315, 316, 317 and 318, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Exline the ordinance was read and adopted by sections; and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. Mayor approved the ordinance and it is Numbered 6051, City Engineer filed plans and specifications for the construction of Lateral 1^ Sanitary Sewer number 346. Approved by Commissioner Wenger. Carried. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the regulatint, equipping and operation of boats and prohibiting swimming in the Smoky Hill River within the City Limits of Salina, Kansas, and providing penal- j ties for the violation thereof." Ordinance referred to the Board of Co mmissioners. City Engineer submitted Estimate Number 5 in the amount of *17,670.56 to Wilson Constructors, for the construction of Salina flzd cipal Swimming pool. Approved by Commissioner Wenger. Carried. Calvin H. Bowden, Architect, submitted Estimate Number 2 in the amount of $132031.20 to Elmer Ogborn for Salina Public Museum. Approved by Commissioner Ramsey. Carried. i Wilson and Company, Engineers, submitted Estimate Number 3 in the amount of $12,993.75 to Jarvis Construction Company, for Water Treatment Plant. Approved by Commissioner Exline. Carried. i The following pe ti tions were Fr esented and r eferred to the City Manager: i Curb, Gutter and paving with 2 -inch hot mix asphalt, Carl Avenue from Quincy to Roach; and Albert from Quincy to Roach. l Curb, Gutter and paving with two-inch hot mix asphalt, Norton Avenue from Cloud to Leslie; and Max Avenue from Norton, 203 feet East; and Ralph Street fro sNorton 203 feet, East. m 1 Paving East Republic from Roach to Pearl, with hot mix. Sidewalk on both sides of Norton from Cloud to Leslie; on both sides of Max Avenue from Norton 203 feet, East; both sides of Ralph from Norton 203 feet East. Sidewalk on south side of Carl from Quincy to Roach; on the north side of Carl from Norton 203 feet, East. The following petitions were Commission: Presented and referred to the City Planning For the inclusion in the City limits aoo of Block 5; Lots 1 and 14, Block 7; • Lots 1 to 5 inclusive and Lots 18 to 24 inclusive of Block b, Lots 1 to 8 inclusive of Block 1, all inIngermanson Heights to the City of Salina, Kansas For the inclusion of all of Lamers First and Second Sub -Divisions to the City of Salina., Kansas For the rezoning of a part of Lot 252 Plat IIG" to Zone "C". A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Cloud Street twenty-eight (28) feet wide from toe of gutter to toe of gutter., with concrete,, from the east line of Ninth Street to the east line of Highland Avenue." Resolution referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Ninth Street Place twenty-one (21) feet wide toe of gutter to toe of gutter, with concrete, from the north line of Leslie Street to the south line of Charlotte Street." Resolution referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing., guttering and grading of the West side of Ninth Street Place from the center line of Leslie Street to the center line of Charlotte Street." Resolution was referred to the Board of Commissioners. Mayor appItinted Jason K. Yordy, as a m6mber of the Library Board, to replace Ed Dietricki who resigned because of leaving City. Appointment confirmad by Commissioner Wenger. Carried. Hearing was held on Appeal filed by Salina Building Company for special permission to operate a Trailer Court and Cabins east of BroadWay Boulevard and North of Crawford Avenue, near the Salina Implement Company. A resolution was introduced and passed entitled: "A Resolution relating to authorization of use of certain lots as a tourist courts and cabins within the City, under Section 13, Ordinance Number 5549.1' On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, aline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. Mayor approved the resolution and it is Numbered 1678. The above resolution is recorded in full on Page 78 Resolution lbok 6. Hearing was held on Appeal filed by Jay M. Hines relating to non-compliance with side yard requirements for Section 5, Paragraph 2 and Section 6 of Zoning Ord- nance Number 5549 for Lots 29 and 31 on Republic Avenue in Addition to Grounds of Kansas. Wesleyan University, City of Salina, Saline County, Kansas." A resolution was introduced and passed entitled: "A Resolution relating to the authorization of non-compliance with the Side Yard Requirements of Section 5 Paragraph 2 and Section 6 of Ordinance Number 5549 for Lot 29 and Lot 31, on Re- public Avenue in the Addition to the Grounds of Kansas "esleyan University to the City of Salina, Saline County, Kansas."
