APRIL 3, 1956
Regular Meeting of the Board of Commissioners April 3, 1956. Meeting was
called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline,
Hawkes, Ramsey and Wenger and City Attorney Barta responded.
The minutes of the Rwgular Meeting of March 27th, 1956; Meeting of Board of
Zoning Appeals of March 27th, 1956; and Canvassing Board Meeting of March 30th, 1956
were r ead and approved as read.
Board convened for the purpose of organizing. Harold E. Peterson, City Clerk
presiding.
Roll was called and the following responded. Commissioners Lake, Exline,
Hawkes, Ramsey and Wenger and City Attorney Barta.
Commissioner Wenger nominated A. W. Hawkes as Mayor for the ensuing year.
Carried.
Commissioner Ramsey nominated Ralph Exline as Acting Mayor for the ensuing year.
Carried.
Mayor Hawkes took charge of the Meeting.
An ordinance was introduced and passed entitled: "An ordinance making an appro-
priation for the payment of certain claims."
On motion of Commissioner Wenger the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A-796.
An ordinance was introduced and passed entitled: "An ordinance making an ap-
propriation for the payment of certain claims."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption the roll was caled and the following vote was had;
Ayes: Hawkes, Exline, Lake, hamsey and Wenger (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A -?97.
An ordinance was introduced and passed entitled: "An ordinance making an ap-
priation for the payment of certain claims."
On motion of Commissioner Ramsey the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Hawkes, Exline, Lake, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance
and it is Numbered A-798.
Y An ordinance was introduced for second reading entitled: "An ordinance creat-
ing and defining a.certain lateral sanitary sewer district in the City of Salina, Kansas
designated as Lateral Sanitary Sewer District Numbered 346 and providing forthe con-
struction of a lateral sanitary sewer ins aid Lateral Sanitary Sewer District346 so
created, and providing for the payment of the cost thereof and for the levying of special
assessments against the property in said district for the payment for the cost of such
construction and for the issuing of bonds to pay the cost thereof."
A resolution was introduced for second reading entitled: "A Resolution relating!
to the excavating, grading and paving of Court Place , twenty-eight X28) feet wide toe
of gutter to toe of gutterm w ith concrete, from the south line of Ellsworth Avenue to the!
south line of Jewell Avenue."
On motion of Commissioner Ramsey the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Hawkes, Lake,
Exline, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is
Numbered 1675.

A resolution was introduced for aecond reading entitled: "A Resolution relating
to the paving and grading of Ellsworth Avenue, twenty-eight (28) feet wide from t oe of
gutter to toe of gutter,vdth concrete, from the east line of Pershing Street to the east
line of Funston Street."
On motion of Commissioner Ramsey the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Hawkes, Lake,
Exiine, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is
Numbered 1676.
The above resolution is recorded in full on Page 76 Resolution Book 6.
A resolution was introduced for second reading entitled: "A Kesolution j
relating to the paving and grading of Second Street twenty-eight (28) feet wide
from toe of gutter to toe of gutter with two 2 inch hot asphalt mix over a six
(6) inch crushed rock base, from the south line of Wilson Street to the South line
of Lot 7, Block 6, Hutchinson's Addition."
On motion of Co mmissioner Wenger the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Hawkes,
Lake, Exline, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and
it is Numbered 1677.

City Manager reported on the following petitions:
1728 Paving Twelfth Street from Washington to Prescott.
Referred to petitioner.
1729 Curbing and guttering West side of Ninth Street Place from Leslie
to Charlotte; and paving Ninth Street Place from Leslie to Charlotte.
Resolution first reading. Referred to City Engineer for description.
1732 Paving Cloud Street from Ninth Street to Higiland Avenue.
Resolution first reading. Referred to City Engineer for description.

City Engineer filed Plans and Specifications for curbing, guttering and/or
paving improvements provided for in Engineer Job 340 and Engineer Job 343.
Commissioner Lake moved to approve and City Clerk be instructed to advertise
for bids to be received up to and including Tuesday, April 17th, 1956 at four o'clock
P. M. Carried.
The following petitions were presented and referred to the City Manager:
For installation of water mains; sanitary and storm sewers and curbing and
guttering in Sunset Village Addition.
Curbirg, guttering and paving Quincy Avenue from Cloud Street to Albert Street.
Curbing, guttering and paving Leslie from Quincy to Roach.
Sidewalk on both sides of Leslie from Quincy to Roach.
Sidewalk on East side of Quincy from Cloud to Albert.
Paving Charles Street from Phillips to Twelfth.
The following petitions were presented and referred to City Planning Commission:
For rezoning Lots 20, 22 and 24, Block 3, VanTrine's Addition from
Zone "Brr to Zone "C".
Protesting any action annexing Lamer Gardens into the City of Salina.
Application for permit to construct a driveway on Lots 9 and 10 Block 12,
Leavenworth Addition, between Broadway Boulevard and Chicago Street, was presented,
from J.J. Wiesendanger.
Approved by Commissioner Wenger. Carried.
City Engineer submitted Estimate Number 3 in the amount of $6,529.93 to
H. J. Taylor Construction Company for Job 335•
Approved by Commissioner Lake. Carried.
Wilson and Company, Engineers, submitted Estimate Number 5 in the amount of
$27,366.12 to Purtzer and Dutton,for Underground Reservoir.
Approved by Commissioner Exline. Carried.
Application for Cereal Malt Beverage License was presented from Alfred J. Turner,'
d/b/a "Al's Superette", 1501 South Ninth Street.
Approved by Commissioner Ramsey. Carried.

An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments oncertain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of construction of
Latral Sanitary Sewers in Lateral Sanitary Sewer Districts Numbered 319, 320 and
3252 and relating to and providing for collection and payment of such assessments."
Ordinance was referred to the Board of Commissioners.
An ordinance -.w introduced for first reading entitldd: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the QLty of Salina, Kansas, to pay the cost of construction of
Lateral Sanitary Sewers in Lateral Sanitary Seger Districts Numbered 3152 3162 317, and
318, and relating to and providing for collection and payment of such assessments."
Ordinance was referred to the Board of Commissioners.
Appraisers Reports filed for Engineer Jobs Numbered 331, 335, 336 and 337•
Commissioner Ramsey moved to set Hearing date for April 17, 1956 at four
o'clock P. M. Carried.
On motion of Commissioner Ramsey the Board of Commissioners adjourned.

Commissioner Lake moved to advertise for Hearing, April 10, 1956. Carried.
Application from Salina Building Company asking for permission to operate
a Trailer Court, North of Crawford A°enue and East of Broadway Boulevard, near the
Salina Implement Company. �I
Commissioner Wenger moved to advertise for Hearing April 10th, 1956. Carriedf.
