03-20-1956 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS MARCH 20, 1956 Regular Meeting of the Board of Commissioners March 2D, 1956. Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Hawkes, Ramsey and Wenger and City Attorney Barta responded. Commissioner Exline absent. The minutes of the Regular Meeting of March 13th, 1956; and Meeting of Board of Zoning Appeals of lurch 13, 1956 were r ead and approved as read. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendmen of Zoning Ordinance 55.9 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Hawkes, Ramsey and Wenger (4) Nays: (0) Commissioner Exline absent. Mayor approved the ordinance and it is Numbered 6043, An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Wenger the ordinance was passed and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Hawkes, Ramsey and Wenger (4) Nays: (0) Nommissioner Exline absent. Mayor approved the ordinance and it is Numbered A-795. A resolution was introduced for second reading entitled: "A Resolution re- lating to the curbing, guttering and grading of the East side of Lewis Avenue from the center line of Minneapolis Avenue t o he center line of Ellsworth Avenue." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; byes: Lake, Hawkes, Ramsey and Wenger (4) Nays: (0) Commissioner Exline absent. Mayor approved the resolution and it is Numbered 1666. The above resolution is recorded in Hall on Page 66 Resolution Book 6. A resolution was introduced for second reading entitled: "A Resolution re- lating to the curbing,guttering and grading of the West side of Lewis Street from the center line of laflin Avenue to the center li-ie of Russell venue." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Hawkes, Ramsey and Wenger (4) Nays: (0) Commissioner Exline absent. A resolution was introduced for second reading entitled: "A Resolution re- lating to the paving and grading of Delaware Avenue twenty-eight (28) feet wide, toe of gutter to toe of gutter, with concrete, from the south line of Stack Avenue to the north line of Greeley Avenue." City Engineer reported on bids received, March 13th, 1956, for the construction of Lateral Sanitary Sewers Numbered 329 to 342 inclusive;Main Sanitary Sewer "AC"!; and for Pumping Station, (Job 339) and recommended that contract be awarded to Young Con- struction Gbmparjy of Kansas City, Missouri, as lowest bidder. Commissioner Ramsey moved to accept report and return checks to unotccessful bidders. Carried. 1 Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and Harley as for Lateral Sanitary Sewers 329 to 342 inclusive and for 14ain Sewer "AC", (Job 339). The following letters presented rom the City Planning Commission: Recommending that Petition No,. 1714 filed by Elma R. �tauffer,for rezoning the North 125 feet of Lot 6, in Surveyor's Plat 1Z, kom Zone "A" to Zone "B" be approved. Accepted by Commissioner Ramsey and City Clerk give thirty days Notice. Carried. Recommending that Petition No. 1727 filed by The Salina Building Company, Inc. for the rezoning of a plot of ground in Salina, Kansas, starting 600 feet East of the East line of South Broadway on the north line of Armory Road; thence East 275 feet to West line of Missouri Pacific Right -of -Way; thence North 400 feet; t-:ence West 275 feet; thence South 400 feet to place of beginni.ng,:&om Zone "A" to Zone "F" be approved. Accepted by Commissioner Ramsey and City Clerk five thirty days Notice. Carried. Recommending that Petition No. 1708 filed by Frank Busboom, President of the Salina Building Company, Inc., for use of certain property as a Trailer Park or Camp, be approved in part. Accepted by Commissioner Ramsey and City Clerk give thirty days Notice. Carried. City Attorney reported on twenty-year payment for Paving; stating that law does not apply to Salina; ten-year limit. _ Real Estate. Board present; were told it would be necessary for them to get the State Law changed. City Fngineer filed the following Estimates: Final Estimate in the amount of X4387.88 to H.
