03-06-1956 Minutes• 1 1 • rl 1 1 • COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. MARCH 6, 1956 Regular Meeting of the Board of Commissioners March 6th, 1956. Meeting was called to order by Acting Mayor Hawkes, the roll was called and Commissioners Hawkes, Exline and Ramsey and City Attorney Barta responded. Commissioners Lake and Wenger absent. The minutes of the Regula Meeting of February 28, 1956; Special Meeting of February 28, 1956; and Meeting of Board of Zoning Appeals of rebruary 28th, 1956, were read and approved as read. A resolution was introduced for second reading entitled: "A Resolution re- lating to the curbing, guttering and grading of the West side of Ohio Street from the center line of Kirwin Avenue to the center line of Clafl.in Avenue." On.motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline and Ramsey (3) Nays: (0) Commissioners Lake and Wenger absent. Acting Mayor approved the resolution and it is Numbered 1658. The above resolution is recorded in full on Page 58 Resolution Book 6. A resolution was introduced for second reading entitled: "A Resolution re- lating to the paving and gray' ing of Republic Avenue , twenty-eight (28) feet wide from toe of gutter to toe of gutter, with two 2 inch hot asphalt mix, over a six (6) inch crushed rock base, from the west line of Lewis Avenue to the east line of Beatrice; Avenue." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, i Exline and Ramsey (3) Nays: (0) Commissioners Lake and Wenger absent. Acting Mayor approved the resolution and it is Numbered 1659. The above resolution is recorded in full on Page 59 Resolution Book 6, An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its fLnal a doption the roll was called and the followi ng vote was had; Ayes; Hawkes, Exline and Ramsey (3) Nays: (0) Commissioners Lake and Wenger absent. Acting Mayor approved the ordinance and it is Numbered A-792. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline and Ramsey (3) Nays: (0) Commissioners Lake and Wenger absent. Acting Mayor approved the ordinance and it is Numbered A-793• City Engineer filed Plans and Specifications for the construction of Lateral Sanitary Sewers Numbered 343, 344 and 345• Approved by Commissioner Exline, and City Clerk was instructed to advertise for bids to be received up to and including Tuesday.. March 20th, 1956 at 4:00 o'clock P. M. Carried. Appraisers Report for the paving of Wisconsin Avenue from Iron Avenue to Gypsum Avenue, (Part of Job 330) was again taken up by the Board of Commissioners. Carried over until next Meeting. Protest Petition filed against concrete paving on Beloit Avenue from Quincy Avenue to the East line of Lot 27, Beloit Avenue, Addition to Grounds of Kansas Wesley- an University; and asking for two-inch Hot Asphalt Mix on said street. Petition referred to City Manager. Wilson and Company, Engineers, filed the following Estimates: Number 4 in the amount of $32,046.83 to Purtzer and Dutton for Underground Reservoir. Approved by Commissioner Exline. Carried. Number 2 in the amount of $9,616.22 to Jarvis Construction Company, for construction of Water Treatment Plant. Approved by Commissioner Ramsey. Carried. City Engineer fi]e d the following Estimates: Number 4 in the amount of $58,671.25 to Wilson Constructors for the con- struction of Municipal Swimming Pool in Kenwood Park (Job 333) Approved by Commissioner Exline. Carried. Final Estimate in the amount of $12,066.30 to H. J. Taylor Construction Com - any., for the construction of Cloud Addition Storm Sewer (Job 341). Approved by Commissioner Ramsey. Carried. I The following petitions were presented and referred to the City Manager: j Curbing and guttering West side of Lewis from Claflin to Russell. i Paving Beatrice Avenue from McAdams Road to Martin. Paving Steahli.n Avenue from Haven to Beverly Drive. Paving Fourth Street from Cloud to Leslie. Paving Delaware Avenue from Stack to Greeley. Application for Cereal Malt Beverage License presented from Mrs. William Basgall, d/b/a "Fifth Street Tavern", 113 North Fifth Street. Approved by Commissioner Exline, Carried. Additional Water Plant Equipment, Plans and Specifications Contract from Wilson and Company, Engineers, taken up by the Board of Commissioners. Action deferred until next meeting, by Commissioner Exline. Carried, City Manager recommended that a Four -Way Stop Sign be installed at Fifth Street and Mulberry Street. Meeting was called to order by Acting Mayor Hawkes, the roll was called and Commissioners Hawkes, Exline and Ramsey and City Attorney Barta responded. Commissioners Lake and Wenger absent. i Hearing was held on Appeal Notice filed by John A. Ross, 801 South Fifth Street, for non-complianse with the Lot Line .Set -back requirement for the North 382 feet of Lot 6, Fifth Street, Berg's Addition to the City of Salina, Kansas. No protests. A resolution was introduced and passed entitled: "A Resolution relating to the authorization of non-compliance with the Lot Line Set -back Requirement, Sec- tion 6, Paragraph "C" of Ordinance Number 5549 for the North 382 feet of Lot Six (6) on H.fth Street, Berg Addition to the City of Salina, Saline County, Kansas." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exiine and Ramsey (3) Nays: (0) Commissioners Lake and Wenger absent. The following Applications for Building Permits were pesented: From Dr. Simmons, for addition to porch on his residence at 1110 Sunrise Drive. From Village Missionary Church for the erection of a Church at 1209 Osage. (Lots 15,16,17, Block 3, Likens Foster Addition) From Frank Fessler for the erection of a building on Lot 130, South Seventh Street, Original Town of Salina. From Joseph O'Shea for permission to change occupancy from one to two family dwelling on the West 1/2 of Lot 10, Block 4, Morrison's Addition (710 Morrison Avenue) On motion of Commissioner Exline City Clerk was instructed to advertise for Hearing on the above applications, for Tuesday, March 13,,1956, at 4:00 o'clock P.
