Meeting was j called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes, Ramsey and Wenger and City Attorney Barta responded. The minutes of the Regular Meeting of January 24, 1956; and Meeting of Board of Zoning Appeals of January 24, 1956 were read and approved as read. i A resolution was introduced for second reading entitled: "A Resolution re- lating to the curbing, guttering and grading of the West side of Ohio Street from 1 the center line of Kirwin Avenue to the center line of Jewell Avenue." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and "enger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1648. a i The above resolution is recorded in full on Page 48 Resolution Book 6. An ordinance was introduced for second reading entitled: "An ordinance pre- scribing the salaries of certain officers of the City of Salina, and repealing Sections 1-602 to 1-609 both inclusive, of Ordinance Number 5931•" On motion of Commissioner Hawkes the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6032. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the vacation of a certain portion of a certain public alley within the City of `'alina, Saline County, Kansas." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance i and it is Numbered 6033• y An ordinance was introdu :ed for second reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: • Lake, Lxline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6034. Pursuant to Notice published in the Salina Journal bids were received for the conversion of the existing Bath House in Kenwood Park, Salina, Kansas, to the Salina Public Museum, as follows: Elmer Ogborn $22,926.00 Johnson Bros. Construction Company $23,656.00 Frank Fessler $24,530.00 J. S. Frank $25,900.00 j Wilson Constructors :25,200.00 Construction Industries $26,200.00 Marvin Hills $29,400.00 Commissioner Exline moved that contract be awarded to Elmer Ogborna s per bid submitted in the amount of $22,926.00; and checks returned to unsuccessful bidders. Carried. Letter presented tothe Board of Commissioners January 24, 1956 from the City Planning Commission recommending that Petition Number 1698 filed by Champlin Re- finery Company, for the rezoning of the East 1122 feet of Lots 40 and 42, Block 3, Van Trine's Addition to the City of Salina, Kansas, from Zone "C" to Zone "D" be denied, was again taken up by the Bard of Commissioners. Tabled for further study. Application for permit to construct Recessed Parking Area on Fifth Street between Mulberry Street and Walnut Street, for the Holsum Baker's of Jalina,Kansas, j was again taken up by the Board of Commissioners. • Commissioner Hawkes moved to reject.. Carried. I j I An ordinance was introduced for first reading entitled: "An ordinance cre- ating and defining certain main and lateral sanitary sewer districts in the City of Salina, Kansas, designated as Main Sanitary Sewer District "AC't and Lateral Sanitary Sewer Districts Numbered 3323 333, 334, 335, 336, 337, 338, 339 and 340 and providing for the construction of a mainsanitary sewer "AC" and lateral sanitary sewers in each of said Lateral Sanitary Sewer Districts Numbered 332, 333, 334, 335, 336, 337, 338, 339 and 340, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said districts for the payment of the cost of such construction and for the issuing of bonds to pay the cost th�_reof." Ordinance was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the resurfacing of Iron Avenue with two-inch hot mixed asphaltic concrete from the east line of College Avenue to the west line of Ninth Street." Resolution re- ferred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the resurfacing of Ninth Street with two-inch hot mixed asphaltic concrete from the north line of Republic venue to the north line of Crawford Avenue." Resolution referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relating to the resurfacing of Ninth Street with two-inch hot mixed asphaltic concrete from the south line of Ash Street to the south line of South Street." Resolution was i referred to the Board of Commissioners. No persons appeared to protest against the rezoning of a portion of Lots 4, 5 and 6. Plat 1, of Lamer's First Subdivision to the City of Salina, Kansas, from Zone "A" to Zone "D". An ordinance was introduced for first reading entitled: "An ordinance providing for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted nd providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance referred to the Board of Commissioners. Application for permit to construct a driveway at 656-658-660 and 662 South Front Street was presented from E. Chad Akers. Approved by Commissioner Hawkes. Carried. City Engineer filed the following Estimates: Final Estimate in the amount of $3574.04 to Taylor Construction Company, for Job Number 334• Approved by Commissioner Exline. Carried. Final Estimate in the amount of $5139.52 to -0rown and Brown, Inc., for Job Number 336. Approved by Commissioner Exline. Carried. Estimate Number 5 in the amount of $4997.52 to Brown and Brown, Inc., for Job Number 331. Approved by Commissioner Hawkes. Carried. Petition presented for the curbing and guttering McAdams Road from Lewis to Ohio. Referred to City Manager. Commissioner Wenger moved that City Attorney proceed with vacation notices for development of Eberhardt Parking lot, so it can be developed this fall. Carried. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the changing of names of streets within the City of Salina, Saline County, Kansas."
