01-10-1956 Minutes• COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALT NA, KANSAS. JANUARY 10, 1956 Regular Meeting of the Board of Commissioners January 10, 1956. Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes and Ramsey and City Attorney Barta responded. Commissioner Wenger absent. The minutes of the Regular Meeting of Januayy3, 1956 and Meeting of Board of Zoning Appeals of January 3, 1956 were read and approved as read. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Hawkes the ordinance was r ead and adopted by see - tions and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Lxline, Hawkes and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the ordinance and it is Numbered A-785. •An ordinance was introduced for second reading entitled: "An ordinance for the vacation of a North and South alley within the City of Salina, Saline County, Kansas." On motion of Commissioner Hawkes the ordinance was read and adopted by sec- tions and on its final adoption the roll was calldd and the following vote was had; Ayes: Lake, Exline, Hawkes and Ramsey. (4) Nays: (0) Commissioner Wenger absent. Mayor approved the ordinance and it is Numbered 6028. Pursuant to Notice published in the official City paper bids were received for River Water Treatment as follows: Purtzer & Dutton Norton, Kansas $133,475.00 Carrothers,Construction Co., Paola, Kansas $134,600.00 Rhoades Construction Co. Newton, Kansas 41503830.00 Construction Industries Salina, Kansas $126,600.00 Wilson Constructors Salina, Kansas $144,920.00 Ross & Farthing Const. Co. Wichita, Kansas X145,950.00 Jarvis Construction Company Salim , Kansas $118, 000.00 Engineer's Estimate $1.47, 200.00 Commissioner Exline moved that contract be awarded to Jarvis Construction Company, Salina, Kansas, as per bid submitted in the amount of $118,000.00, and checks returned to unsuccessful bidders. Carried. An ordinance was introduced for first reading entitled: "An ordinance levying special assessments against certain property to pay the cost of constructing certain water service pipes and sewer connections incertain streets in the City of • Salina, Kansas." Ordinance referred to the Board of Co mmissioners. City Engineer filed the following Estimates: Number 4 Amount $131321.80 Brown and Brown Construction Company. Job 331 Street Improvements. Approved by Commissioner Hawkes. Carried. Number 2 Amount $1.944.18 Brown and Brown Construction Company Job 336 Street Improvements. Approved by Commissioner Hawkes. Carried. Number 2 Amount $17,365.50 Wilson Constructors. Job 333 Salina Municipal Swimming Pool. Approved by Commissioner Hawkes. Carried. The following petitions were presented and referred to the City Planning Commission: i Vacating 72 feet on both sides of 30 -foot north and south alley, east of Santa E'e Avenue between Decatur and Lincoln. Rezoning Lot 11, and North 20 feet, Lot 13, Block 5, Hutchinson's Addition from "A" Residential to "B" Residential. The following Electrician's Bonds were presented and approved by Commissioner' Exline: Fred W. Moran • Darrell Wilson. Five Beer Applications were presented. Approved by Commissioner Exline. Carried. Commissioner Hawkes mo ed to authorize City Manager to go ahead on Plans for Fire Station Number 2, with Anderson, Srack, Johnson and McClung, Architects. Motion adopted. Plans filed for Indian Rock Park. Approved by Commissioner Hawkes. Carried. Preliminary Plat of Gebhart Manor Addition was presented and referred tothe City Planning Commission. An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of a certain storm sewer and drainage in the City of Salina, Kansas, tote designated as Cloud Addition Storm Sewer, and providing for the letting of contract for such construction and for the payment of the cost thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for and creating the office of Assistant Clerk of the City Court of Salina and fixing the salaryfor such office." Ordinance was referred to the Board of Commissioners. Plans were filed for -Saline County Museum. Approved by Commissioner Hawkes, and City Clekk instructed to advertise for bids to be received January 31, 1956 at 4:00 P. M. Carried. Walter T. Overly appeared before the Board of Commissioners, regarding the unsanitary condition at City Dog Pound. On motion of Commissioner Fxline the Board of Commissioners adjourned. Forsyth asking for special permission to erect a motel on Lots 9 through 20, Block 2, Pacific Addition was taken up by the Board of Zoning Appeals. No protests. 1 A resolution was introduced and passed entitled: "A Resolution relating to authorization of use of certain lots as a tourist courts and cabins within the City." • i On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes and Ramsey (4) Nays: (0) Commissioner Wenger absent. Smith, for special permission to erect a motel on part of Lots 4, 5, 6, Plat 1, Lamer's First Subdivision, was taken up by the Board of Zoning Appeals. No protests. A resolution was introduced and passed entitled: "A Resolution relating to authorization of use of certain lots as a tourist courts and cabins within the City." On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes and Ramsey (4) Nays: (0) Commissioner Wenger absent. Smith, for non-compliance with Rear Yard Requirement, Ordinance Number 5549, for part of Lots 43 5, 6, Plat 11 Lamer's First Subdivision of the City of Salina, Kansas, was taken up by the Board of Zoning Appeals. No protests. • A resolution was introduced and passed entitled: "A Resolution relating to the authorization of non-compliance with Rear Yard Requirement, Ordinance Number 5549 for Lots Four (4)3 Five (5) and Six (6), Plat One (1), Lamer's First Subdivision to the Gi.ty of Salim, Saline County, Kansas; excepting a tract commencing at a point where the south line of Cloud Street and the east line of U. S. Highway 81 By -Pass converge, thence east along the south line of Cloud Street a distance of One Hundred Forty (14.0) feet, thence south tbct he east line of U. S. Highway 81 By --Pass, thence north along the said east line of U. S. Highway 81 By -Pass to the point of beginning."
