12-13-1955 MinutesCOMMISSION,ERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SAUNA, KANSAS. DECEMBER 13, 1955 Regular Meeting of the Board of Commissioners December 13, 1955. Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes, Ramsey and Wenger and City Attorney Clark responded. The minutes of the Regular Meeting of December 6, 1955 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance providing for and authorizing the issuance of Improvement Bonds of the City of Salina, Kansas, in the amount of $116,5.7.25 to pay the cost of constructing main sanitary sewers and certain lateral sanitary sewers and stbrm sewer, in the City of Salina, Kansas, which bonds shall be designated as Series S-167." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and yenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6018. • An ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of bonds of the City of Salina, Kansas, in the sum of $120,000.00 to pay the cost of purchasing a site for and erecting and equipping thereon a public building for such City, to -wit: A Public Fire Station, within and for the City of Salina, to be designated as Series F-170." On motion of (bmmissioner Hawkes the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6019. An ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, all in the sum of $292,381.66, to pay tie cost of improving certain streets in said City, to be designated as Series Number P-169.11 On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and 41enger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6020. An ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $56,593.95 to pay the cost of improving certain streets in said city to be designated as Series Number P-168.11 On motion of Commissioner Lxline the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was • had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6021. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-782. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the inclusion of certain land within the corporate limits of the City of Salina, Kansas, prescribing the corporate limits of said City and repealing Section 6 of Ordinance No. 5980." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relat- ing to the conservation of water and controlling the use of the municipal sewer system; regulating the use thereof by air conditioning equipment; prohibiting waste; requir- ing a permit from the building inspector before installing, remodeling or adding to any air conditioning system of specified size using water from the municipal supply or emptying into municipal storm or sanitary sewers and providing for the revocation thereof; defining certain terms and providing penalties for the violation of its provisions." Ordinance referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for and creating the office of Assistant Clerk of the City Court of Salina, • and fixing the salary for such office." Ordinance referred to the Board of Commissioners. City Engineer filed Plans and Specifications for the construction of Lateral Sanitary Sewer Number 331. Approved by Commissioner Exline. • An ordinance was introduced for first reading entitled: "An ordinance relating to charges for Lateral Storm Sewers."y g Referred to Cit Manager i for proposal of costs on future developments. I Letter presented from City Planning Commission recommending that Petition Number 1690 filed by Carl L. Smith, for the rezoning of Lots 4, 5 and 6, Plat 1, 1 Lamer's First Subdivision to the City of Salina, for use as a motel; and Petition Number 1689 for the rezoning of part of Lots 4, 5 and 6 Plat 1, of Lamer's First Subdivision from Zone "A" to Zone "D" was again taken up by the Board of Oommission- ers. Action on same deferred one week. Application for Cereal Malt Beverage License for the year 1956 was presented from: Keith Duwayne Graybeal, d/b/a "Bachelor Inn" 328 S. Broadway. Approved by Commissioner Wenger subject to approval .of Sanitation Department. Carried. � I Commissioner Wenger moved to approve D -X Sunray Oil Company, (1715 South Ninth Street) application for driveways, as follows: . Two 21x3Ox42 on Cloud Two 20x4Ox62 on Ninth Motion adopted. Letter presented from the Salina Senior High School Student Council, relat- ing to traffic in the vicinity of the High School. Referred to Traffic De- partment, City Engineer submitted Estimate Number 1 in the amount of$23,328.25 to Wilson Constructors, for the construction of a Swimming Pool. Approved by Commissioner Hawkes. Carried. commissioner Exline moved that City Clerk be instructed to advertise for bids for construction of Water Works Improvements for River Water Treatment, to be received, up to and including Tuesday, January 10, 1956 at 4:00 P. DECEUBER 13, 1955 Meeting of Board of Zoning Appeals, December 13, 1955• Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes, Ramsey and Wenger and City Attorney Clark responded. Hearing was held on Applications for Building Permits for the erection of two duplexes on Lot 61 Highland Avenue, Prescott's Addition, filed by Gus Thodis. Commissioner Wenger moved that applications be denied. Carried. On motion of Commissioner Wenger Board of Zoning Appeals adjourned. City Clerk
