Meeting j was called to order by Mayor Lake, the roll was called and Commissiorie rs Lake, Hawkes, Ramsey and Wenger and City Attorney Clark responded. Commissioner Exline absent. The minutes of the Regular Meeting of November 15, 1955 and Meeting of Board of Zoning Appeals of November 15, 1955 were read and approved as read. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Lewis Avenue, twenty-eight (28) feet wide toe of gutter to toe of gutter with two (27 inch hot asphalt mix over a six (6) inch crushed rock base, from the north line of Republic Ave ue to the south line of liar- tin Avenue." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote aas had; Ayes: • Lake, Hawkes, Ramsey and Wenger (4) Nays: (0) Commissioner Exline absent. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Haven Avenue twenty-eight (28) feet wide toe of gutter to toe of gutter with concrete, from the east line of Duvall Avenue to the west line of Steahlin Avenue." On motion of Cc mmissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Hawkes, Ramsey and Wenger (4) Nays: (0) Commissioner Exline absent. A resolution was introduced for secondreading entitled: "A Resolution relating to the curbing, guttering and 'grading of the south side of Haven Avenue from the center line of Duvall Avenue to the center line of Steahlin Avenue." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Hawkes, Ramsey and Wenger (4) Nays: (0) Commissioner Exline absent. A resolutyon was introdu:;ed for second reading entitled: "A Resolution • relating to the curbing, guttering and grading of Roach Street from the center line of Mellinger Drive to the center lime of Manor Road." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Hawkes, Ramsey and Wenger (4) Nays: (0) Commissioner Exline absent. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of the East side of Roach Street from the center line of Claflin Avenue tothe center line of Cloud Otreet.11 On motion of Co mmissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Hawkes, Ramsey and Wenger (4) Nays: (0) Commissioner Exline absent. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Lewis Avenue on the west side,_ from the center li e of Russell Avenue to the center line of Cloud treet; and the curbing, guttering and grading of Lewis Avenue on the east side , from a point 150 feet south oft he south line of Russell Avenue to the center line of Cloud Street." A resolution was introduced and passddentitled: "A Resolution determining necessity of and directing that the owner or woners of certain lots, construct, in compliance with plans and specifications of the City Engineer, a sidewalk abutting said lots within thirty days of the adoption and publication hereof, and providing that in the event the owner or owners fail to do so, that the City of Salina shall proceed to construct or cause to be constructed said sidewalk and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." A resolution was introduced and passed entitled:: "A Resolution directing Mayor to execute and deliver a deed in behalf of the City of Salina, Kansas, convey- ing the East 15 feet of Lot 38, idrwin Avenue in the Addition to the Grounds of Kansas Wesleyan University to Equitable Investment Company, Inc." On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Hawkes, Ramsey and Wenger (4) Nays: (0) Commissioner Exline absent. Ordinance was referred to the Board Of Commissioners. City Manager reported on the following petitions: 1685 For the paving of Eleventh Street from Lincoln to Grand. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Eleventh Street_ twenty-eight (2$ ) feet wide toe of gutter to toe of gutter, with concrete, from the north line of Lincoln Avenue Of Commissioners. to the south line of Grand Avenue." Resolution was referred to the Board j 1686 for sanitary sewer to serve the East 1/2 of Lots 6 and 8, in Block 10, Riverside Park Addition. • 1 11 U D • s An ordinance was introd=ed for first reading entitled: "An ordinance creat- ing and defining certain lateral sanitary sewer districts in the City of -Salina, Kan- sam, designated as Lateral Sanitary Sewer Districts Numbered 329 and 330 and provid-a ing for the construction of a lateral sanitary sewer in each of said Lat6ral Sanitary Sewer Districts Numbered 329 and 330, as created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said districts for the payment ofthe cost of such construction and for the issuing of bonds to pay the cost thereof." Ordinance was referred to the Board of Commis- sioners. Wilson and Company, Engineers, filed Final Estimate in the amount of $8261.74 to llJlelco Inc., for Water Softening Plant. Approved By Commissioner Ramsey. Carried. City Engineer filed Final Estimate in the amount of $1200.00 to Johnson Bros. of Lincoln, Nebraska for removing buildings on Parking Lot Number 3. Approved by Commissioner Wenger. Carried. The following petitions were presented and referred to the City ,tanager: Sanitary Sewer to serve Lots 7, 9, 10, 12 and 14, Block 5, Stack Addition. Paving Martin Avenue from Lewis to Beatrice. The following petitions were Ix esented and referred to the City Planning Commission: For rezoning from "A" to "D" Lots 4,5 and 6, Lamer's First Sub -division north and east of Highway 81, City of Lalina, Kansas. I For rezoning from "D" to Special Uses Lots 4, 5 and 6, Plat 1, Lamer's First Sub -Division North and East of Highway 81, City of Salina, Kansas, except a tract commencing at a point on Cloud street where property line touches Highway 81, thence East along said property line 110 feet; thence Souti, to property line; thence along said property line in a Northwesterly direction to point of beginning. City Engineer filed Plans and Lstimate of Cost for Off -Street Parking lot. lEberhardt Lots) Commissioner Wenger moved to accept Plans and Estimate. Carried. An ordinance was introduced for first reading entitled: "An ordinance author- izing and providing for the issuance of Public Parking Facility Revenue Bonds, Series PA -2, of the City of Salina, in the aggregate amount of $60,000.00 for the purpose of pa ying the cost of acquiring and improving land for Off -Street parking facilities in said City, prescribing t e form and details of s aid bonds, providing for the collection and segregation of the revenues of said Off -Street Parking Facilities of said City for the purpose of paying the cost of the operation and maintenance of said Off -Street Parking Facilities, paying the principal of -'and interest on said Public Parking Facility Revenue Bonds, Series PAt-2, and making certain covenamts and agreements with respect thereto." Ordinance was referred to the Board of Commissioners. Wilson and Gbmpany, Engineers, filed a ten-year Planning Report for the City of Salina, Kansas. Ordinance creating position of Assistant Clerk of City Court, postponed until later date. On motion of Commissioner Ramsey the Board of Commissioners adjourned.
