NOVEMBER 8, 1955-
Regular Meeting of the Board of Commissioners November 8, 1955. Meeting was
called to order by Mayor Lake, the roll was called and Commissiomrs Lake, Exline,
Hawkes, Ramsey and Wenger and City Attorney Clrk responded.
The minutes of the Regular Meeting of November 1, 1955 were read and approved
as read.
An ordinance was introduced for second reading entitled: "An ordinance rati-
fying and confirming a contract with H. J. Taylor Construction Company, for the
construction of certain lateral sanitary sewers in the City of Salina, Kansas, heretofore!
designated at Lateral Sanitary :ewer Districts 327 and 328 and providing for the
issuance of temporary notes to pay the cost thereof, pending issuance of bonds."
On motion of Commissioner Exline the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance
• and it is Numbered 6009.
An ordinance was introduced for second reading entitled: "An ordinance provid-
ing for the aendment of Zoning Ordinance 55.9 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of ce tan property within the City and
prescribing the proper uses thereof."
On motion of Commissioner Wenger the ordinance was read and adopted by sections
and on its final adoption tre roll ms called and the following vote was had; Ayes:
Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6010.
An ordinance was introduced for second reading entitled: "An ordinance author-
izing the issuance of $600,000.00 Waterworks Revenue Bonds, Series "C", of the City
of Salina, Kansas, for the purpose of extending, enlarging and improving the Waterworks
Plant and system owned by said City, prescribing the form and details of said Revenue
Bonds, providing for the collection, segregation and application of the Revenues of
said Waterworks Utility for the purposes authorized by law, including paying the cost
of operation, maintenance and improvement of said utility, providing an adequate depre-
ciation fund and paying the principal of and the interest on the Waterworks Revenue
Bonds of said City issued against said utility."
On motion of Commissioner Ramsey the ordinance was read and adopted by sections
and on its final adoption the roll was called and the folloit ng vote was had; Ayes:
Lake, Exline, Hawkes, Ramsey and Wenger. (5) Nays: (0) Mayor approved the ordi-
nance and it is Numbered 6011.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of Certain Claims."

On motion of Commissioner Wenger the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0)
Mayor approved the ordi-
nance and it is Numbered A-775.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims.,'
On motion of Commissioner Wenger the ordinance was read and adopted by sections
and on its final adoption the roll was cdled and the following vote was had; Ayes: ,
Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor
approved the ordinance
and it is Numbered A-776.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Wenger the ordinance was read and adopted by sections
and on its final adoption the
roll was called and the following vote was had; Ayes:
Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor
approved the ordinance
and it is Numbered A-777.
A resolution was introduced and passed entitled: "A Resolution directing that
a detailed estimate of the cost of purchasing
a site for and erecting and equipping
thereon a public building for such City, being a public fire station, shall be
made
under oath by Harold F. Harper, City Engineer, and providing for the submission thereof
by the said Engineer, all
preliminary to the issuance and sale of bonds of said City
as heretofore duly authorized by the qualified electors

of said City."
On motion of Commissioner Hawkes the resolution was adopted as r�ead iE1neon

Hawkes, Ramsey and Wenger. ,Mayor approved the resolution and it is Numbered 1622.

A resolution was introduced and ]passed entitled: "A Resolution authorizi-

On motion of Commissioner Hawkes the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Lake,
Exlire, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution
and it is Numbered 1623.

A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the
sum of $26,491.52 to pay a portion of the cost of improving a certain street in the
City of Salina, Kansas, to be designated as Series PT -22 pending the issuance of bonds to
pay the cost of said work."
On motion of Commissioner Exline the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Lake,
Exlin, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved he resolution and
it is Numbered 1624. -

Book Number 6.
A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of temporary note of the City of Salina, Kansas, in
the sum of $163,996.00 to pay a portion of the cost of improving certain streets in
the City of Salina to be designated as Series PT -21 pending the issuance of bonds to
pay the cost of said work."
On motion of Commissioner Exline t e resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Lake,
Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution
and it is Numbered 1625.

Pursuant to Notice published in the Salina Journal bids were received for
the construction of a Swimming Pool in the City of Salina, K ansas as follows:
Wilson Constructors, Salina , Kansas $1652749-00
Busboom and Rauh, Salina, Kansas $195,800.00
Jarvis Construction Company, Salina, Kansas $193,250.00
Construction Industries, Inc.- Salina, Kansas $191,480.00
J. S. Frank, Salina, Kansas $227,000.00
Johnson Bros. Construction Company, Salina, Kamsas $182,775.00
Mullen Construction Company, Salina, Kansas $195,723.00
City Engineer's Estimate $167,000.00
Commissioner Wenger moved to refer bids to City Engineer for checking and report
to the Board of Commissioners at Meeting of November 15, 1955. Carried.
City Manager reported on petition for the construction of a sidewalk in front
of Lot 2, Fifth Street, Replat of Beebe's Second Addition, to the City of Salina.,
Kansas. 27 owners.
Commissioner Ramsey moved to approve and start legal proceedings. Carried.
Resolution introduced for first reading.
The following letters presented from the.City Planning Commission:
Recommending that Plat of Blocks 3 and 4 of Countryside Addition to the City
of Sal ina, ansas, be approved.
Commissioner Wenger moved to accept and authorize Mayor to sign. Carried.
Recommending that Petition Number 1673 filed by J -B Realty Company, Inc.,
for the rezoning from Zone "B" to Zone "C" , of Lots 1, 3, 5, 72 9, 11, Block 20, in
Episcopal Military Institute be a pproved.
Commissioner Hawkes moved to accept and City Clerk give notice. Carried.
Recommending that Petition N11mber 1667, filed by Peter J. Herzog,for the rezon-
ing ofthe South 1/2 of Lot 1 and all of Lot 2, Block 12, South Park Addition, to the
City of Salina, Kansas , from Zone "A" to Zone "B" be approved.
Commissioner Hawkes moved to accept and City Clerk give notice. Carried.

of five (5) feet on each side of the 30 foot alley running north and south between
Decatur Street and Grand Avenue in Flock 12, Calkin's Addition to Salina, Kansas be
approved.
Commissioner Hawkes moved to approve. Carried.
An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for the vacation of a certain portion of a certain public alley within the City
of Salina, Saline County, Kansas:' Ordinance was referred to the Board of Commis-
siom rs.
Recommending that Petition Number 1644 filed by Mrs. Ray Lindenmuth,fbr the
rezoning of the North 50 feet of the South 105 feet of Lots 9 and 11, on Park Street,
in YElson's Addition, Salina, Kansas, from Zone "B" to Zone "C" be approved.
Commissioner Hawkes moved to approve and City C7e rk give notice. Carried.
The following ptition was X esented and referred to the City Manager-
For curbing, guttering and paving Third Street from North line of Antrim
to south line of Otis Avenue.
An ordinance was introduced for first reading entitled: "An ordinance provid-
ing for and creating the office of Assistant Clerk of the City Court, of Salina, and
fixing the s alary for such offi oe."
Put on agenda for November 15, 1955.
Dedicatory Deed was Ir esented from Leon L. Ashton, Helen L. Ashton; Merle J.
Ashton and T. Marguerite Ashton, relating to dedication of the South 15 feet of Lot
14, Flock 4, Southern Heights Addition to Salina, Kansas.
Commissioner Hawkes moved to approve and authorize City Manager to sign.
Carried.
On motion of Commissioner Wenger, City Clerk was instructed to advertise for
bids tote received up to and includirg, Tuesday, November 29th, 1955 at four o'clock
P. M. for improving Parking Lot Number 3 on South Seventh Street, in the QLty of Salina,
Kansas. Carried.
An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for he acquisition of certain lands within the City of Salina, Kansas, and
for the improvement of the same for an off-street parking area." Ordinance was
referred tothe Board of Commissioners.
On motion of Commissioner Wenger the Board of Commissioners adjourned.

up by the Board of Zoning Appeals.
Commissioner Ramsey moved to abide by ordinance and application denied.
