NOVEMBER 1, 1955 Regular Meeting of the Board of Commissioners November 1, 1955• Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes, Ramsey and Wenger and Acting City Attorney Lillard responded. City Attorney Clark absent. The minutes of the Regular Meeting of October 25, 1955; Board of Zoning Appeals Meeting of October 25th, 1955; and Canvassing Board Meeting of October 28, 1955 were read and approved as read. Pursuant to Notice published in the Salina Journal bids were received for the construction of Lateral Sanitary Sewers Numbered 327 and 328, (Job Number 337) as follows: H. J. Taylor Construction Company, Jalina, Kansas $12,805.00 C. N. McCollum Cors truction Company, Salina, Kansas $13,944.00 City Engineer's -bstima to $14,393.50 Commissioner Ramsey moved that contract be awarded to H. J. Taylor Construc- tion Company, as per bid submitted in the amount of $12,805.00, and check be returned to unsuccessful bidder. Carried. An ordinance was introducsed for first reading entitled: "An ordinance rati- fying and confirming a contract with H. J. Taylor Construction Company, for the con- struction of certain lateral sanitary sewers in the City of Salus, isansas, heretofore designated as Lateral Sanitary Sewer Districts 327 and 328 and providing for the issuance of temporary notes to pay the cost thereof, pending issuance of bonds." Ordinance was referred to the Board of Commissioners. Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr., and Harley Rose to act as appraisers for the cors truction of Lateral Sanitary ewers NLmbered 327 and 328, Job iio. 337). Approved by Commissioner Ramsey. Carried. No persons appeared to protest against the rezoning of the following property:! Rezoning Lots 1, 35 55 7 and 81 Block 21 College View Addition from Zone "A" to Zone "B". Rezoning Lots 1 and 3 Block 6, Bond's Addition from Zone "A" to Zone "C". An ordinance was introdu;ed for first reading entitled: 'An ordinance provid- ing for the amendment of Zoning Ordinance 5549 and the Zoning District 14ap therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was referred to the Board of Commissioners. A resolution was introduced for second reading entitled: "A resolution relating to the paving and grading of Viemont Avenue , twenty-eight (28) feet wide from toe of gutter to toe of gutter, with concrete, from the south line of Haven Avenue to the south line of Beverly Drive." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline,'; Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1618. A resolution was introduced for second reading entitled: "A resolution relating to the paving and grading of Delaware Avenue, twenty-eight (28) feet wide, toe of gutter t otoe of gutter, with concrete, from the south line of Iron Avenue to the south line of Stapler Avenue." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1619. A resolution was introduced for second reading entitled: "A resolution relating to the paving and grading of Lewis Avenue , twenty eight (28) feet wide from toe of gutter to the toe of gutter, with two 2 inch hot asphalt mix over a six (6) inch crushed rock base, from the south line of KiraKin Avenue to the north line of Claflin Avenue." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1620. A resolution was introduced for second reading entitled: "A Resolution re- lating to the curbing, guttering, paving and grading of Russell Avenue , thirty-one (31) feet wide from back of curb to back of curb, with two 2 inch hot asphalt mix, i over a six (6) inch crushed rock base, from the east line of Roach Street to the west line of Lewis Avenue." i On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, i 1 Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution 4 and it is Numbered 1621. An ordinance was introduced for second reading entitled: "An ordinance creating and defining additional parking meter zones., regulating the same, and amendin Section 24-2304, Revised Ordinances of the City of Salina, 1948, as amended." j On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final -adoption the roll was called and the fol}owing vote was had; Ayes: Lake, Exlinr, Hawkes, Ramsey and Wenger (5) Nays: WJ IVlayor approved the ordinance and it is Numbered 6007. An ordinance was introduced for second reading entitled: "An ordinance providing for the vacation of a portion of that certain north and south alley between Merrill Street and Hancock Street in the City of Salina, Kansas." i On motion of CommissionerWenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6008. Water Conservation Ordinance taken up by the Board of Commissiorb rs. Deferred until November 15, 1955. City Engineer submitted Partial Estimate Number 2 in the amount of $14013.32 to Brown and Brown Construction Company, for Job 331. Approved by Commissioner Hawkes. Carried. City Engine er submitted Partial Estima to Number 4 in the amount of $53, 802.08 to H. J. Taylor Cors truction Company for Job 330. Approved by Commissioner Wenger. Carried. Concrete Cons truction Bond presented 2rom Kansas Wesleyan University. Approved by Commissioner Ramsey. Carried. Petition presented for the vacation of five (5) feet on each side of thirty- foot (30) alley running North and Southeast of Santa Fe Avenue from Decatur to Grand which is Block 12, Calkin's Addition to the City of Salina, Kansas.
