10-25-1955 Minutes• COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. OCTOBER 25, 1955 Regular Meeting of the Board of Commissioners October 25, 1955. Meeting was called to order by Acting Mayor Hawkes, the roll was called and Commissioners Hawkes, Exline, Ramsey and Wenger and Acting City Attorney Lillard responded. Com- missioner Lake and City Attorney Clark absent. The minutes of the Regular Meeting of October 18th, 1955 and meeting of Board of Zoning Appeals of October 25, 1955, were read and approved as read. Pursuant to Notice published in tl,e official City paper bids were received for Undergro nd Water Reservoir (Project 155-114) as follows: Purtzer and Dutton, Norton, Kansas $172,783.00 Carrothers Construction Company, Inc., Paola, Kansas $179,500.00 0. D. Wilmoth, Salina, Kansas v187, 710.00 Busboom and Rauh, Salina, Kansas X179,000.00 • Engineer's Estimate X198,494.00 Commissioner Wenger moved that contract be awarded to Purtzer and Dutton, of Norton, Kansas, as per bid submitted in the sum of $172,783.00, and checks returned to unsuccedsful bidders. Motion adopted. City Engineer filed Plans and Specifications for the construction of Lateral Sanitary Sewers Numbered 327 and 328. Approved by Commissioner Ramsey and City ilerk instructed to advertise for bids to a received up to and including Monday, November 1, 1955 at four o'clock P. M. Motion adopted. Water conservation ordinance was taken up by the Board of Commissioners. j Next week agenda. The following resolutions were introduced for second reading: "A resolution relating to the paving and grading of McAdams Road , twenty- eight (28) feet wide from toe of gutter to toe of gutter, with concrete, from the east line of Roach Street to the west line of Pearl Street." On motion Of Commissioner Wenger resolution was adopted as read and on its final adoption the roll was called and thefollowing vote was had; Ayes: Hawkes, ..aline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. Acting Mayor approved the resolution and it is Numbered 1610. The above resolution is recorded in full on Page 1, Resolution Book 6. • "A resolution relating to the curbing., guttering paving and grading of Second Street, thirty-three (33) feet back of curb to back of curb, with concrete, from the north line of Crawford Avenue to the south line of Prescott Avenue." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Late absent. "A resolution relating tothe curbing, guttering, paving and grading of Eighth Street , thirty-three (33) feet back of curb to back of curb, with concrete, from the north line of Uncoln Avenue to the south line of Decatur Avenue." On motion of 0bmmnissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. A resolution was introduced for second reading entitled: "A resolution relating to the paving and grading of Lincoln Avenue , twenty-eight (28) feet wide, from toe of gutter to toe of gutter, with concrete, from the west line of Twelfth Street to the east line of Thirteenth Street." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; byes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. City Manager reported on the following petitions: 1668 Curbing, guttering and paving Russell Avenue from Roach to Lewis. 1669 Paving Viemont Avenue from Haven Avenue to Beverly Drive. 1670 Paving Delaware Avenue from Iron Avenue to Stapler Avenue. 1671 Paving Lewis Avenue from Kirwin Avenue to Claflin Avenue. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the paving and grading of Viemont Avenue, twenty-eight (28) feet wide from toe of gutter to toe of gutter, with concrete, from the south line of Haven Avenue j to the south line of Beverly Drive." Resolution referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Delaware Avenue , twenty-eight (28) feet wide toe of gutter to toe of gutter, with concrete, from the south line of Iron Avenue to the south line of Stapler Avenue." Resolution referred to the Board of Com- missioners. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the paving and grading of Lewis Avenue , twenty-eight (28) feet wide, from toe of gutter to the toe of gutter, with two 2) inch hot asphalt mix, over a six (6) inch crushed rock base, rom the south line of Kirwin Avenue to the north line of Claflin Avenue." Resolution referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing, guttering, paving and grading of Russell Avenue, thirty-one (31) feet wide from back of curb to back of curb, with two 2 inch hot asphalt mix, over a six (6) inch crushed rock base, from the east line of Roach Street to the west line of Lewis Avenue." Resolution was referred to the Board of Commissioners. The following petitions were presented and referred to the City Manager= Sewer from Antrim to Otis, back of the 1200 Block on North Third. Sewer to serve Parnel Addition. Curb, gutter and paving Haven Street from Duvall to Steahlin. Curb and gutter East side of Roach from Cloud to Claflin. Curb and gutter Lewis from Russell to Cloud. Paving Lewis from Martin to Republic. Curb and gutter Roach from Mellinger to Manor. Sidewalk in front of Lot 2, Replat of Beebe's Second Addition on South Fifth Street. Plumber and Gas Fitter Bond presented from J. R. McRoberts. Approved by Commissioner Ramsey. Carried. Fire Contract Agreement form was presented to the Board of Commissioners. Commissioner Lake and i City Attorney Clark absent. Hearing was held on Notice of Appeal filed by W. E. Young for the non-compliance; " with Section 17, Paragraph 8, Ordinance 5549 for Lot 18, on %artin Street, 0stenberg Replat of Part of Blocks 1 and 2 Hageman Park Addition to the City of Salina, Kansas. i A resolution was introduced and passed entitled: "A Resolution to the authori- zation of non-compliance with Section 17, Paragraph 8, Ordinance Number 5549 for Lot 18, on Martin Street, Ostenberg Repl at of Part of Blocks 1 and 2 Hageman Park Addition to the City of Salina, in Saline County, Kansas." • On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. (1015 Highland Circle) A resolution was introduced and passed entitled: "A Resolution relating to the authorization of non-compliance with Section 6, Paragraph (Area regulations side yards) of Ordinance No. 5549, for Lot 16, Block 3, highland Court Addition to the City of Salira , Saline Count , Kansas . " On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent.
