OCTo!3ER 18, 1955 Regular Meeting of the Board of Commissioners Q:rtober 18th, 1955• Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes, Ramsey and Wenger and City Attorney Clark responded. The minutes of the Regular Meeting of October 11th, 1955 were read and approved as read. Pursuant to Notice published in the Official City paper bids were received for the sale of $400,000.00 000.00 Waterworks Revenue Bonds, Series "CII.as follows: r ,, -' , `t,, ,., .1.. < Lucas, Eisen and Waeckerle $107,150.42 Stern Bros. $114,939.79 Zahner & Company 4120,800.00 y. ..a.n Commissioner Wenger made motion to accept bid of Lucas, Eisen and Waeckerle,67, 4+ Aillowest interest cost to City and return checks to unsuccessful bidders. On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, namsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-774. An ordinance was introduced for second reading entitled: "An ordinance creat- ing and defining certain lateral sanitary sewer districts in the City of Salina, Kansas, designated as Lateral Sanitary Sewer Districts Numbered 328 and 327, and providing for the contruction of a lateral sanitary sewer in each of said lateral sanitary sewer Districts Numbered 328 and 327, so created, and providing for the pay - went of the cost thereof, and for the levying of s;e tial assessments against the property insaid districts for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and providing the proper uses thereof." On motion of Commissioner Hawkes the ordinance was read and adopted by sec- tions and on its final adoption to roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6006. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering, paving and grading of Willow Court two (2) inch hot asphalt mix over a "six (6) inch crushed rock base, from the west lire of Redwood Drive to the west end of Willow Court." On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1604. A resolution was introduced for second reading entitled: "A Resolution re- lating to the paving and grading of Roach Street , twenty-eight (28) feet wide from toe of gutter to toe of gutter, with concrete, from the north line of Martin Avenue to the south line of Republic Avenue." On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lakes Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1605. A resolution was introduced for second reading entitled: "A resolution re- lating to the paving and grading of Claflin Avenue , thirty-six (36) feet wide from toe of gutter to toe of gutter, with two T2 -inch hot asphalt mix over six (6) inch crushed rock base, from the west line of Lewis Avenue to the west line of Ohio Street." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is slumbered 1606. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Claflin Avenue, from the east line of Lot 5, Block 1, Countryside Addition to the west line of Ohio Street." On motion of Commissioner Wenger the resolution wasadop ted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1607. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Martin Avenue , twenty-eight (28) feet wide from toe of gutter to toe of gutter, with two 2 inch hot asphalt mix, over a six (6) inch crushed rock base, from the east line of Roach Street to the east line of Pearl Avenue." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) mayor approved the resolution and it is Numbered 1608. City Manager reported on the following petitions: 1649 Curbing, guttering and paving Prescott Avenue from Fourth to Second. 1659 Curbing, guttering and paving Second Street from Prescott to Crawford. 1660 Curbing, guttering and paving Eighth Street from Lincoln to Decatur. 1661 Paving Martin Avenue from Pearl to Lewis. • 1662 Paving McAdams Road from Roach to Pearl. 1663 Paving Lincoln from Twelfth to Thirteenth. A resolution was introduced for first reading entitled: "A Resolution re- lating to the paving and grading of McAdams Road , twenty-eight (28) feet wide from toe of gutter to toe of gutter, with concrete, from the east line of Roach Street to the west line of Pearl Street." Resolution was referred to the Board of Com- missioners. A resolution was introduced for first reading entitled: "A resolution re- lating to the curbing, guttering, paving and grading of Second Street, thirty-three (33) feet back of curb to back of curb, with concrete, from the north line of Craw- ford Avenue tothe south line of Prescott Avenue." Resolution was referred to the Board of ''ommi.ssioners. A resolution was introduced for first reading entitled: "A resolution re- lating to the curbing, guttering, paving and grading of Eighth Street, thirty-three (33) feet back of curb to back of curb, with concrete, from the north line of Lincoln Avenue to the south line of Decatur Avenue." Resolution was referred to the Board of Commissioners. Resolution was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to Parking Meters on Seventh Street and on Iron Avenue." Ordinance was referred to the Board of Commissioners. Application of Salina Concrete Products Company, for cutback at 1101 Park Street. Commissioner Wenger moved to approve. Carried. The following petitions were presented and referred to the City Manager: Paving Viemont Avenue from Haven Avenue to Beverly Drive. Paving Delaware Avenue from Iron Avenue to Stapler. Paving Lewis Avenue from Kirwin to Claflin. The following petitions were presented and referred to the City Planning Commission: • To bring Cloud Addition into the City limits. For rezoning Lots 1,2,3,5,7, Block 3, VanTrine's Addition from "jar' to "C". For rezoning Lots 10,5,7,9111, Block 20, EMI Addition from "B" to "Cr'. Water Conservation Ordinance was taken up by the Board of Commissioners. Action deferred until Tuesday., October 25th,, 1955. Motion was made to give Lon Wilson., Jr. thirty days to complete driveway to property line. An ordinance was introduced for first reading entitled: "An ordinance authorizing the issuance of $600p000.00 Waterworks Revenue Bonds, Series ICI and directing the issuance of $400..000..00 principal amount of Waterworks Revenue Bonds, Series "ClIp of the City of Salinap Kansas, for the purpose of extending, enlarging and improving the Waterworks Plant and system owned by said City., prescribing the form and details of said Revenue Bondsp providing for the collection, segregation and application of the revenues of said Waterworks utility for the purposes authorized by law, including paying the cost of operation., maintenance and improvement of said utility., providing an adequate depreciation fund and paying the principal of and the interest on the Waterworks Revenue Bonds of aid City issued against said utility."
