Meet- ing was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes and Wenger and Acting City Attorney Lillard responded. Commissioner Ramsey and City Attorney Clark absent. s The minutes of the Regular Meeting of October 4th, 1955 and Meeting of Board of Zoning Appeals of October 4th, 1955 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance relating to operators license; providing for the issuance of restricted licenses to certain minors and for suspension and reinstatement thereof." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was • had; byes: Lake, Exline, Hawkes and Wenger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved the ordinance and it is Numbered 5999. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance 5549 and the Zoning -Uistrict Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Hawkes the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes and Wenger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved the ordinance and it is Numbered 6000. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Exline the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, H tykes and Wenger (4) Nays: (0) Commissioner Ramsey absent. kayor approved the ordinance and it is Numbered A-773. No persons appeared to protest against the rezoning of certain property from Zone "A" to Zone "E" Generd Business Listrict, for the construction thereon of an Armory. An ordinance was introduced for first reading entitled: "An ordinance providing for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within f, the City and providing the proper uses thereof." Ordinance was referred to the • Board of Commissioners. Pursuant to Notice published in tie official City paper, bids were received for the razing of the Baptist Church property on South Seventh Street in the City of Salina, Kansas, to be used for Parking Lot (Job 322), as follows: Johnson Bros. k'onstruction Co. Lincoln, Nebraska $1200.00 American Wrecking Company $2650.00 Riddle Quarries $5667.00 Ted Hall $2340.00 City Engineers Estimate $4020.00 Commissioner Wenger moved that contract be awarded to Johnson Brothers Construction Company of Lincoln, Nebraska, as per bid submitted in the amount of $1200.00 and checks be returned to unsuccessful bidders. Carried. Pursuant to Notice published in the official City paper, bids were received for the cors truction of Lateral Sanitary Sewers Numbered 319, 320, 325 and 326, Job 334), as follows: C. N. McCollum $17,936.00 H. J. Taylor Cors truction Company $16,568.50 City Engineers Estim to $17,858.50 Commissioner Exline moved that contract be awarded to H. J. Taylor Construc- tion Company, as per bid submitted in the sum of $16,568.50, and check, returned to unsuccessful bidder. Carried. An ordinance was introduced for first reading entitled• An ordinance ratifying and confirming a contra t with H. J. Taylor Construction Company for the construction of certain lateral sanitary sewers in the City of Salina.* Kansas, heretofore designated as Lateral Sanitary Sewer Districts 319, 320, 325 and 326, and providing for the issuance of temporary notes to pay the.cost thereof pending the issuance and sale of Bonds." Ordinance was referred to the Board of Commissioners. i. Mayor appointed J. Carl Wyatt, Robt. Frederick and Wm. F. �'rosser, Jr., to act as appraisers for the construction of Lateral Sanitary Sewers Numbered 319, 320, 325 and 326, (Job No. 334) Appointments confirmed by Commissioner Exline. Carried. Pursuant to Notice published in the official City paper bids were received for the curbing, guttering and paving certain streets, (Job 335) as, follows: Brown & brown Inc., $88,446.00 H. J. 'Taylor Construction Company $863896.00 City Engineer's Lstimate $89,648.00 Commissioner Hawkes moved that contract be awarded to H. J. Taylor Con- struction Company as per bid subu tted in the amount of $86,896.00 and check returned to unsuccessful bidder. Carried. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contra t with the H. J. Taylor kdonstruction Company, for the construction of certain curbing, guttering, paving and grading improvements on certain streets in the City of Salina, Kansas,, and providing for the issuance of temporary notes to pay the cost thereof landing ti -e issuance and sale of bonds." Pursuant to Notice published in the official City paper bids were received for the construction of 2 -inch Hot asphalt mix paving on certain streets,(Job 336) as follows: Rhoades Construction Company $15,630.00 Brown & Brown, Inc. $14,540.00 i City Engineer's Estimate; �15,407.00 Commissioner Wenger moved that contract be awarded to Brown & Brown, Inc, as per bid submitted in the amount of $14,540.00 and check returned to unsuccessful bidder. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with Brown & Brown, Inc., for the construction of certain paving and grading improvements on certain streets in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Mayor appointed J. Earl Wyatt, C. B. The following lettei's were presented from the City Planning Commission: Recommending that petition submitted by Kansas Power and Light Company for the rezoning of Lot 160, Fourth Street, Original Town of Salina, Kansas be rezoned from Zohe "C" to Zone "E" be approved. Commissioner Wenger moved to accept and City Clerk give notice. Carried. Recommending that Petition No. 1666 submitted by Wm. Reimold for the rezoning of Lots 13 and 15, Block 46, Military Addition be rezoned Imo- "D" Local Business Commissioner Wenger moved to approve and City Clerk give notice. Carried. A resolution was introduced for first reading entitled: "A Resolution • relating to the curbing, guttering, paving and grading of Willow Court with two (2) inch hot asphalt mix over a six (6) inch crushed rock base, from the west line of Redwood Drive to the west end of Willow Court." Resolution referred to the i Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Roach Street, twenty-eight (28) feet wide from toe of gutter to toe of gutter, with concrete, from the north line of kar tin Avenue to the south line of Republic Avenue." An ordinance was introduced for first reading entitled: "An ordinance creating and defining certain lateral sanitary sewer districts in the City of Salina, Kansas designated as Lateral Sanitary Sewer Districts Numbered 328 and 327, and pro- viding for the construction of a lateral sanitary sewer in each of said lateral sanitary sewer Districts Numbered 328 and 327, so created, and providing for the Payment cost thereof, and for the levying of special assessments against the property inos aide districts for thea p yment of the cost of such construction and for the issuing of bonds to pay the cost thereof." City Clerk was instructed to advertise for bids for the construction of a Swimming Pool. Bids to be received up to and including 8th, 1955 at 1;00 P. M. Carried. I City Clerk was instructed to advertise for bids for improving Parking Lot Number 3, to be received up to and including, November 22nd, 1955 at 4:00 P. M. Carried.
