09-27-1955 Minutes• COMMISSIONLRS PROCEEDIN:3S, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS SEPTEMBER 27, 1955 Regular Meeting of the Board of Commissioners September 27, 1955• Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes, Ramsey and Wenger and Assistant City Attorney Lillard responded. City Attor. ney Clark absent. The minutes of the Regular Meeting of September 20, 1955 and Board of Zoning i Appeals Meeting of September 20th, 1955 were read and approved as read. A resolution was introduced for second reading entitled: "A Resolution ` relating to the curbing, guttering and grading of the South side of Clafli.n Avenue from the east line of Block One (1) Countryside Addition to the west line of Ohio." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution • and it is Numbered 1598. The above resolution is recorded in full on Page 403 Resolution Book 5. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Claflin Avenue thirty-six (36) feet wide toe of gutter to the of gutter, with two-inch 2 hot asphalt mix over a six (6) inch crushed rock base, from the east line of Lewis to the west line of Ohio." On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolu- tion and it is Numbered 1599. The above resolution is recorded in full on Page 404 Resolution Book 5. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Johnstown Avenue twenty-eight (28) feet from toe of gutter to toe of gutter, with concrete, from the east line of Columbia Avenue to the east line of Kansas Avenue." On motion of Commissioner Ramsey the resolution was adopted as read and on j its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) iiays: lo) Mayor approved the resolution and it is Numbered 1600. An ordinance was introduced for second reading entitled: "An ordinance • providing for the calling and holding of an election of the qualified electors of the City of Salina, Kansas, to vote the upon question of authorizing the Board of Commis- sioners of said city to.issue general obligation bonds, payable by a general tax, in the amount of $300,000.00 for the purpose of paying the cost of enlarging and improv- ing the system of works, owned by the City, for the treatment and disposal of the sewage of said City." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and ilenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5991. An ordinance was introduced for second reading entitled: "An ordinance providing for the calling and holding of an election of the electors of the City of Salina, Kansas, to vote upon the question of authorizing the Board of Commissioners of said city to issue general obligation bonds of the city in an amount of not exceed- ing $120,000.00 for the purpose of paying the cost of purchasing a site for and erect- ing and equipping a public building thereon for such city, to -wit: a public fire statiorX." On motion of Commissioner Exline the ordinance was read and adopted by sections. and on its final adoption tte roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Aays: (0) Mayor approved the ordinance and it is Numbered 5992. A resolution was introduced and passed entitled: "A Resolution relating to authorization of use of certain lots as a tourist courts and cabins within the City." • On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved pproved the resolution and it is Numbered 1601. The above resolution is recorded on Page 406 Resolution Book 5. 0 Ui1.}, .0 An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas,, to pay the cost of curbing, guttering, paving and grading Cherokee give with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base, from the south line of Pueblo Avenue to the center line of Republic Avenue; Curbing, guttering, paving and grading Front Street with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base to a width of thirty- six (36) feet from back to back of the curb, from the north line of Crawford Avenue, thence north to the north line of Prescott Avenue; Curbing, guttering, paving and grad- ing Kirwin Avenue with two-inch hot mix asphalt over a six-inch crushed rock base, twenty-eight 2 feet wide from toe of gutter to toe of gutter from the east line of Lewis Avenue to the west line of Ohio Street; Paving and grading Kirwin Avenue with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized Base, from east side of Roach Street to west side of Lewis Avenue; paving and grading Kansas Avenue with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base from the north line of Ash Street to the south line of Elm Street; Paving and grading Lewis Avenue with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base to a width of twenty-eight (28) feet from toe of gutter to toe of gutter, from the north line of Mw tin Avenue to the south line of McAdams koad; Curbing, guttering, paving and grading Redwood Drive with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base, from the west line of Cherokee Drive to the east line - of Willow Court; and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Ramsey the ordinance was read and adopted by'sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger. (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 5993• An ordinance was introduced for second reading entitled: "An ordinance provid- ing for the amendment of Zoning Ordinance 5549 and the Zoning DistrictMap therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing tr.e proper uses therefor." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Ex1ine, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5994. An ordinance was introduced for second reading entitled: "An ordinance provid- ing for the paving and grading with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base, certain streets in the City of aalina, Kansas, to -wit: The paving and grading of Ellsworth Avenue twenty-eight (28) feet widefrom toe of gutter to toe of gutter, with two 2 inch hot asphalt mix over a six (6) inch crushed rock base, from the east side of Roach Street to the west side of Lewis Avenue; Paving and grading of Illinois Street with two (2) inch hot asphalt mix over six (6) inch j rock base, from the east line of Merrill Street to the west line of Sheridan Street; Paving and grading of Lewis Street with two (2) inch hot asphalt mix over six (6) inch rock base, from the south line of Jewell Avenue to the north line of Kirwin Avenue; Paving and grading of Phillips Street with two (2) inch hot asphalt mix over six (6) inch crushed rock base, twenty-eight (28) feet wide toe of gutter to toe of gutter, from the north line of Crawford Avenue to the south line of 6harles Street, and providiing for the payment of the cost thereof, how the same shall be assessed and the manner of the payment of the cost thereof." On motion of Commissioner Exline the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and tenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5995• An ordinance was introduced for second reading entitled: "An ordinance prov=-d- ing for the curbing, guttering and grading of Franklin Street from the center line of Shawnee Avenue to the center line of Hancock Street; Lewis 'treet from the center line of McAdams koad to the center line of Mellinger Street; Mellinger Street from the east lire of Roach S reet to the west line of Ohio Street; Roach Street from the center line of McAdams R8ad to the center line of Mellinger Drive; West side of Broadway Boulevard beginning on the north directly east of the southeast corner of Banker's y Addition, thence south 318.2 feet more or less to a point directly east of the northeast corner of Block 80 Sunset Manor Addition, and providing for the payment of the cost thereof, and how the same shall be assessed and the manner of payment thereof." A resolution was introduced and passed entitled: "A Resolution relating to Street Lighting." (Kansas Power and Light Company). An ordinance was introduced for first reading entitled: "An ordinance providing for the amendment of Zoning Ordinance 5549 and the Zoning Districts Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was referred to the Board of Commissioners. Agreement between Ernest Oehlert, Bennett E. Olsson and Robert L. Marietta, for private water line in Eastborough Addition, a Sub -Division in Greeley Township, was presented. Approved, subject to final approval of City Attorney. • it Application for Cereal N.alt -beverage License presented from Earl Mabie, d/b/a Town Tavern 156 North Santa Fe Avenue. j Application approved. The following petitions were presented and referred to the City Manager: Iwo -inch hot mixed asphalt paving on Brown Street from Sherman to Eleventh. Curb, Gutter and paving of Second jtreet from Crawford to Prescott. Civil Defense Budget presented. ktotion made to allow them the $2095.00 in Civil Lefense Fund. Carried. The following letters were presented from the City Planning Commission: Recommending that Lots 1, 3, 53 7 and 81 Block 2, College View Addition be rezoned from Zbne "A" to Zone "B", and That Lots 1 and 3, Block 61 in Bond's Addition be rezoned from Zone "A" to Zone nCrr. Approved by Commissioner Exline and City Clerk instructed to give thirty days Notice as required by law.Carried. Ordinance on Truck Parking deferred until later date. I Petition to construct two driveways at 1009 North Broadway. • j Approved by Commissioner Wenger. Carried. i City Engineer filed Plans and Specifications for the construction of Lateral Sanitary Sewer Number 326. Approved by Commissioner hamsey. Carried. Commissioner Ramsey moved that City Clerk be instructed to advertise for bids for the construction of Lateral Sanitary Sewers Numbered 3192 320, 325 and 326. Job 334). Bids to be received up to and including Monday, October 11th2 1955 at four o'clock P. M. Carried. Mayor,appointed Ralph F. Exline to Civil Defense Oouncil. On motion of Commissioner Wenger the Board of Commissioners adjourned.
