09-20-1955 Minutes• COMMISSIONERS a OCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SAUNA, KANSAS SEPTEMBER 20, 1955 Regula Meeting of the Board of Commissioners September 20, 1955• Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes, Ramsey_nd Wenger and City Attorney Clark responded. The minutes of the Regular Meeting of September 6, 1955; Board of Zoning Appeals Meeting of September 6th, 1955 and Regular Meeting of September 13, 1955, were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a lateral sesatat?jrsbrkek district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 326 and providing for the con- struction of a lateral saitary sewer in said Lateral Sanitary Sewer District Number 326 so created, and providing for the .payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." • n On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5990. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims" On motion of Commissioner Hawkes the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger l5) Nays: (0) Mayor approved the ordinance and it is Numbered A-769. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the pyment of ertain claims." On motion of Commissioner Hawkes the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-770. Letter presented from City Planning commission recommending that Plat of Block 1 ti.rough 7, of Cloud Addition to the City of Salina, Saline Countym Kansas, be approved, subject to inclusion in the Plat Certificate of a working easement of twenty (20) feet. Co=nissioner Wenger moved to accept. Carried. No persons appeared to protest against the rezoning of the following described • property. The rezoning of Lots 7 and 8 in Block 6, Oakdale Addition from Zone "B" to Zone "C" The rezoningof a portion of the N. 1/2 of the S. W. Quarter of Section 14, Township 14 South, Range 3 West from Zone "A" to Zone "D". The rezoning of a portion of the N. 1/2 of the S. W. 14 of Township 14 South, Range 3 West of the 6th P. M. for use tion 14, as a tourist court under Section 13 of Ordinance 5549 I An ordinance was introduced for first reading entitled:" An ordinance provid- ing for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses therefor." Ordinance was referred to the Board of Commi ssi oms. I City Manager reported on the following petitions: No. 1594 Curbing, guttering and paving Claflin Avenue from Lewis to Ohio. No. 1645 Paving Johnstown Avenue from Columbia to Kansas.. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of the South side of Claflin Avenue from the east line of Block One (1), Country side Addition, to the west line of Ohio." Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Claflin Avenue thirty-six (36) feet wide toe of gutter to toe of gutter, with two-inch 2 hot asphalt mix over a six (6) inch crushed rock baste, from the east line of Lewis to the west line of Ohio." Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Johnstown Avenue twenty-eight (28) feet from toe of gutter to toe of gutter, wit concrete, from the east line of Columbia A enue to the east line of Kansas Avenue." Resolution was referred to the BSard of Commissioners. Dewey Turner submitted Audit Bid in the amount of $2850.00, for the year 1955. Approved by Commissioner Wenger. Carried. The following petitions were presented and referred to the City Manager: Curb, Gutter and paving Willow Court., i Curb and gutter to service Blocks 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 in Southern View Addition. Curb, Gutter and paving Prescott Avenue from Fourth to Second. Paving Martin Street from Roach to Pearl. Paving Roach Street from Martin to Republic. For sanitary sewer to serve Block 27, E. M. I. Addition. For sanitary sewer to serve Block 5, Riker's Addition. For sanitary sewer to serve Blocks 1, 2, 3, 4, 51 6, 7, 81 9 and 10 in Southern View Addition. For installation of a water main to serve Lots 3 to 11, Block 4. Golden belt Sub -Division. The followingpetitions were p presented and referred to the 'ity Plan- ning Commission: For rezoning Lots 1 and 3, Block 6, Bond's Addition from Zone "All to Zone "C". I For rezoning Lots 3, 5 and 7, Block 2, College View Addition from Zone "A" to Zone "B". For rezoning Lots 170 and 172, Fifth Street, Original Town of Salina, Kansas from Zone "C" to Zone i Mayor's i'roclamation proclaiming the week from September 25th j to October 1, 1955, as "ivational Business Women's Week." Mayor appointed City Manager, Srack, Chief of Police, Salmans and John Cranor, Manager of Chamber of Commerce to serve as a Committee to check on Ordinance relating to Peddlers License. Approved by Commissioner Ramsey. Car Tied. i Commissioner Hawkes moved that CityClerk be instructed to advertise for bids for the razing of baptist Church property, to be received October 11, 1955. Carried. City Manager authorized to auction off house located on Baptist Church property. City Engineer filed Final estimate on Job Number 324 (Curbing, guttering and paving). Approved by Commissioner Exline. I I An ordinance was introduced for first reading entitled: "An ordinance providing for the calling and holding of an election of the qualified electors of the City pf Salina, Kansas, to vote upon the question of authorizing the Board of Commissioners of said city to issue general obligation bonds, payable by a general tax, in the amount of 4300,000.00 for the purpose of paying the cost of enlarging and improving the system of works, owned by the City, for the treatment and dis posal of the sewage of said City." Ordinance was referred to the Board of Com- missioners. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the calling and holding of an election of the electors of the City of SalinajiSansas, to vote upon the question of authorizing ti,e Board of Commissioners of said city to issue general obligation bonds of the city in an amount of not exceed- ing $1201000.00 for the purpose of paying the cost of purchasing a site for and erecting and equipping a public building thereon for such city, to -wit: a public fire station." Ordinance was referred to the Board of Commissioners. Hearing was held on Notice of Appeal filed by Verna Perrill Todd, relating to permission to add to house located at 900 West Vialnut Jtreet, Salina, Kansas. Commissioner Ramsey moved to deny and abide by ordinance. Carried. On motion of Commissioner namsey, Board of Zoning Appeals adjourned. City Clerk
