09-06-1955 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING • j i COMM SSIONERS ROOM, I SALINA, KANSAS. SEPTEMBER 6th, 1955 Regular Meeting of the Board of Commissioners September 6th, 1955. Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes, Ramsey and Wenger and City Attorney Clark responded. i The minutes of the Regular Meeting of August 30th, 1955 and Special Meeting of August 30th, 1955 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinanc relating to the extension of the police power of the City of Salina, Kansas, over and upon the municipal airport of said City and declaring such airport to be included as a part of the limits of said City and that all general ordinances of said city shall apply to said municipal airport." i On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was • had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5989. A resolution was introduced and passed entitled: "A Resolution providing for the extension, enlargement and improvement of the municipally owned waterworks plant and system of the City of Salina, Kansas, and providing for the issuance of revenue bonds to pay the cost thereof." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1595. The above resolution is recorded in full on Pages 399 and 400 Resolution Hook Number 5. i A resolution was introduced and passed entitled: "A Resolution relating to the retirement of John G. Stutz as Executive Bisector of the League of Kansas Mutnicipalities.. " On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1596. The above resolution is recorded in full on Page 401 Resolution Book 5. i i A resolution was introduced and passed entitled: "A Resolution relating • to the conveyance of certain property now owned by the City of Salina, Kansas, to the Kansas Military Board, (Armory Site). On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1597. The above resolution is recorded in full on Page 402 Resolution Book 5. An ordinance was introduced and passed entitled: "An ordinance making al j appropriation for the payment of certain claims." On motion of Commissioner Exline the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, "-xline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-767. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." i On motion of Commissioner Hawkes the ordinance was r ead and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) mayor approved the ordinance and it is Numbered A-768. Letter presented from Chief of Police, Salmans, relating to AutoOperators • License for minors. Referred to City Attorney. • Zoning Petition Number 1536, East Iron Avenue property. Filed by Busboom and Rauh. Action on same deferred until November 27, 1955• Application for the construction of two 40 -ft. driveways at 672 South Broad- way, presented from Salina Spring and Axle Compaly. Approved by Commissioner Ramsey. Carried. Petition presented for the paving of Johnstown Avenue from Columbia Avenue to Kansas Avenue. Referred to .he City Manager. Application from E. P. Nichols for 'Mailer Camp. Referred to the City Planning Commission. City Engineer filed Estimate Number 2 in the amount of $6,630.72 to L. W. Rexroad and Son, for Job Number 329 (Parking lot). Approved by Commissioner Hawkes. Carried. City Engineer filed Estimate Number 4 in the amount of $25,970.56 to Brown & Brown, Inc., for Job Number 324. Approved by Commissioner Ramsey. Carried. • City Engineer filed Estimate Number 2 in the amount of $46,477.78 to H. J. Taylor Construction for Job Number 330. Approved by Commissioner Exline. Carried. Take bids on Audit for 1955, September 20th, 1955. r An ordinance was introduced for first reading entitled: "An ordinance creat- ing and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District ?lumber 326 and provdding for the construction of a lateral sanitary sewer ins aid Lateral Sanitary Sewer District Number 326, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." Ordinance was referred to the Board of Commissioners. Rezoning of Armory Site from "A" to "E" approved by City Planning Commission., Commissioner Hawkes approve and City Clerk give notice. Carried. To set date to advertise for bids on Baptist Church property, September 20th, 1955. On motion of Commissioner Ramsey the Board of Commissioners adjourned.
