Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes, Ramsey and Wenger and City Attorney Clark responded. The minutes of the Regular Meeting of July 19, 1955 and Meeting of Board cf Zordng Appals of July 19, 1955 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance providing for t he amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing t e proper uses thereof." On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its final adoption the roll was cal led and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5978. ! • An ordinance was introduced for second reading entitled: "An ordinance levying special assessments against certain property to pay the cost of construct- ing certain sewer and water service pipes and connections in certain streets in the City of Salina, Kansas." On motion of Commissioner Wenger the ordinance was: read and adopted by sections and on its final adoption the roll was called and t he f ollowing vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5979. An ordinance was introduced for second reading entitled: "An ordinance providing for the inclusion of certain land within the corporate limits of the City of Salina, Kansas, prescribing the corporate limits of said city and repealing Section 5 of Ordinance Number 5834." On motion of Commissioner Hawkes the ordinance wasread and adopted by sec- tions and on its final adoption tide roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5980. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Illinois Street with two (2) inch hot asphalt mix over six (6) inch rock base, from the east line of Merrill Street to the west line of Sheridan Street." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption t e roll was called and the following vote was had; Ayes: . Lake, Exline, Hawkes, Ramsey and Wenger (5) i4ays: (0) Mayor approved the reso- lution and it is Numbered 1582. i The above resolution is recorded in full on Page 385 Resolution Book 5. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Mellinger Street from the east line of Roach Street to the west line of Ohio Street." i On motion of Comm:issi oner Ex1ine the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1583• The above resolution is recorded in full on Page 386 Resolution Book 5. A resolution was introduced for second reacting entitled: "A Resolution relating to the curbing, guttering and grading of Lewis S+reet from the center line of McAdams Road to the center line of Mellinger Street." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption t i e roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1584. On motion of Commissioner Ramsey the resolution was adopted as read and on i its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approvee the resolution and it is Numbered 1585. i The above resolution is recorded in Hill on Page 388 Resolution bbok 5. City Manager reported on the following petitions: f I 1630 Paving Ellsworth Avenue from Roach Street to Lewis Avenue. 1631 Paving first alley east of Twelfth Street from Elm to Bishop. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the paving and grading of Ellsworth Avenue i twenty-eight (28) feet wide, from toe of gutter to toe of gutter, with two 2 inch hot asphalt mix over a six (6) inch • crushed rock base, from the east side of Roach S reet t othe west side of Lewis Avenue.", Resolution was referred to the Board of Commissioners. i A resolution was introduced for first reading entitled: "A resolution re- lating to the paving and grading of the 2i]i first east of Twelfth Street, twenty (20) feet wade, with concrete, from the north line of Elm Street to the south line of Bishop Street." Resolution was, referred to the Board of Commissioners. No persons appeared to protest against the rezoming of Block 2, Van Trine's l Addition from Zone "B" to Zone "C". F An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was r eferred to the Board of Commissioners. Letter was received from the Kansas Wesleyan University relating to Veterans j Housing Units located on Lots 7, 91 11, 13, 15, 17 and 19 on Kirwi n Avenue, Grounds of Kansas Wesleyan University. Wilson Engineering Company submitted Estimate Number 18 in the amount of X43,142.00 to Melco, inc., for construction of Water Softening Plant. Estimate approved by Commissioner Wenger. Carried. i Application for Cereal Malt Beverage License presented from Jack E. Kirkby, d/b/a "Ritz Tavern" 101 North Broadway. Approved by Commissioner Wenger. Carried. • Electrician's Bond presented from Fred Frank, d/b/a "Frank Electric." Approved by Commissioner Wenger. Carried. The following petitionswere presented and referred to the City Manager: i Paving Duvall Street from Crawford Ave_.ue to Haven street. Curb and gutter a triangular plot bounded by Banker's Addition to the North, U. S. Highway 81 on the east, and Block 8, Sunset Manor on the south, in Salina., Kansas. Sanitary Sewer to serve Lots 1 to 11, inclusive in Block 4, Golden Belt Sub -Division. The following petitions were presented and referred tothe City Planning Commission: Rezoning Lot 22, Beloit Street, Addition to Grounds of Kansas; Wesleyan Uni- versity from "A" to "Bit. Rezoning Lots 7, 81 9 and 10, Block 17, Pacific Addition from Zone "B" to Zone "F". City Manager submitted -Tentative Budget for the year 1956. Commissioner Wenger moved to advertise for hearing August 9th, 1955. Commissioner Wenger moved to authorize the s ale of housing located on Armo • property, for the sum of $500.00 Carried. ry Letter presented from Dan Bolen, relating to sale of Eberhardt property, Lots 121 and 121 on Fifth Street; and Lots 122 and 124 on Fourth Street, in the Original Town of Salina, Kansas. Held over until next meeting. Commissioner Exline moved to approve two driveways at 768 South Broadway, for Busboom and Rauh. Carried. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering, paving and grading with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base, certain -streets in the City of Salira , Kansas, to -wit: The paving and grating of Charles S4Eeet,, twenty-eight (28) feet wide from toe of gutter to toe of gutter with two 2 inch hot asphalt mix over six (6) inch rock base from the west line of Eleventh S reet to the east line of `i'welfth Street; paving and grading of Claflin Avenue to a width of twenty-eight (28) feet from toe of gutter to toe of gutter, rom tt.e east dine of Roach Street to the west line of Lewis Avenue, with six (6) inch crushed rock base and two (2) inch h hot asphalt mix; Paving and graing to a width of twenty-eight (28) feet from toe of gutter to toe of gutter, with crushed rock base and two-inch hot asphalt mix Fairview Street from tie east line of Sherman Street to tree west line of Eleventh Street; Paving and grading of Illinois S reet twenty-eight (28) feet wide from toe - i of gutter to toe of gutter, with two 2 inch hot asphalt mix over six (6) inch rock base, from the East line of Merrill Street to the East line of Hancock Street; paving and grading of Roach Street with two (2) inch hot mix asphalt over a six (6) inch rock base, from the north line of Kirwin Avenue to the south line of Claflin Avenue; Paving and grading of Tenth Street with two (2) inch hot asphalt mix over six (6) inch crushed rock base, from the south line of Antrim Avenue to the north line of Inez Avenue; Paving and grading Upper Mill Heights Drive twenty-seven (2.7) feet wide from back of header to back of header, with two (2) inch hot asphalt on six (6) inch rock base, from Greeley Avenue to Greeley Avenue; Curbing, guttering, paving and grading of Willow Drive thirty-three (33) feet back of curb to back of curb, with two (2) inch hot asphalt over six (6) inch rock base, from a line on the south line of Willow Court, extended across Willow Drive to a line crossing Tillow Drive from the southeast corner of Lot 45, Block 61 Edgemere Addition to the south- west corner of Lot 13, Block 53 Edgemere Addition; and providing for the payment of the cost thereof, how the same shall be assessed, and the manner of payment of the cost thereof."
