Regula^ Meeting of the Board of Commissioners July 12, 1955. Meeting was
called to order by Mayor Lake, the roll was called and Commissiom rs Lake, Exline
and Wenger and City Attorney Clark responded. Commissioners Hawkes and Ramsey
absent.
The minutes of the Reg lar Meeting of July 5, 1955 and Meeting of Board of
Zoning Appeals of July 5th, 1955 were read and approved as read.
An ordinance was introduced for second reading entitled: lAn ordinance
prescribing the salaries of certain officers of the City of Salina, and repealing
Section 1-611 of Ordinance Number 5931."
On motion of Commissioner Exline the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Lake, Exline and Wenger (3) Nays: (0) Commissioners Hawkes and Ramsey
absent. Mayor approved the ordinance and it is Numbered 5971. •
An ordinance was introduced for second reading entitled: "An ordinance
creating and defining certain lateral sanitary sewer districts in the City of
Salina, Kansas, designated as Lateral Sanitary Sewer Districts Numbered 320 and 325,
and providing for the construction of a lateral sanitary sewer in each of said
Lateral Sanitary Sewer Districts Numbered 320 and 325, so created, and providing for
the payment of the cost thereof and for the levying of special assessments against
the property in said districts for the payment of the cost of such construction,
and for the issuing of bonds to pay the cost thereof."
On motion of Commissioner Exline the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Lake, Exline and Wenger (3) Nays: (0) Commissioners Hawkes and
Ramsey absent. Mayor approved the ordinance and it is Numbered 5972.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the vacation of a portion of a certain street in the City of Salina,
Kansas."
On motion of Commissioner Wenger the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Lake, Exline and Wenger (3) Nays: (0) Commissioners Hawkes and Ramsey
absent. Mayor approved the ordinance and it is Numbered 5973•
Pursuant to Notice published in the Salina Journal bids were received
for the improvement of Parking Lot Number 2 (Job 329) as follows:
L. W. Rexroad & Son. Salina, Kansas $14,038.60 •
Brown & Brown, Inc., Salina, Kansas $15,539.00
City Engineer's Estimate $15,033.00
Commissioner Exline moved that contract be awarded to L. W. Rexroad and
Son, as per bid submitted in the sum of $142038.60, and check returned to unsuccess-
ful bidder. Carried.
Pursuant to Notice published in the Salina Journal bids were received for
Curbing, Guttering and Paving Job Number 330 as follows:
H.J.Taylor Construction Company $266,790.00
Brown and Brown, Inc. Salina, Kansas. $270,651.50
San Ore Construction Company $275,025.50
City Engineer's Estimate $279,366.00
Commissioner Wenger moved that contract be awarded to H. J. Taylor Con-
struction Company as per bid submitted in the sum of $266,790.00 and that checks
be returned to unsuccessful bidders. Carried.
An ordinance was introduced for first reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company for
the construction of certain curbing, guttering and grading improvements on certain
streets in the City of Salina.. Kansas, and providing for the issuance of temporary
notes to pay the cost thereof pending the issuance and sale of bonds." Ordi-
nance was referred to the Board of Commissioners.

An ordinance was introduced for first reading entitled: "An ordinance

on certain streets in the City of Salina, and providing for the issuance of tempo-
rary notes to pay for the cost thereof pending the issuance and sale of bonds."
Ordinance was referred to the Board of Commissioners.
Mayor appointed J. Earl Wyatt, Robert Frederick and Wm. F. vrosser,.Jr.,
to serve as appraisers for curbing, guttering and paving certain streets rovided
for in Engineer Job 330. Confirmed by Commissioner Exline. Carried.

Commissioner Wenger moved to award contract for thesale of Bond Series A-166,
Amount $80,000.00, to Small -Milburn Company, Wichita, Kansas, as lowest interest cost
to City and return checks of other bidders. Carried.
Commissioner Wenger moved to award contract for the sale of Bond Series F-165,
Amount $120,000.00 to Small-Alburn Company, Wichita, Kansas, as lowest interest cost
to City and return checks of other bidders. Carried.
An ordinance was introduced for first reading entitled: "An ordinance author-
izing the raising of funds to be contributed to the Kansas Military Board for acquiring
or constructing an armory for the City of Salina, Kansas, to be used by the Kansas
National Guard and the Kansas State Guard, as provided for by Article 3 of Chapter 48
of the General Statutes of Kansas, for 1949, and all amendments thereto, and providing
for the issuance of $80,000.00 in General Obligation Bonds of said City designated as
Series A-166 to pay the cost of same." Ordinance was referred to the Board
of Commissioners.

City Manager reported on Petition Number 1625 for the paving of Walnut
Street from Clark Street to Broadway Boulevard.
A resolution was introduced for first reading entitled: "A Resolution
relating to he curbing, guttering and paving and grading of West Walnut Street
Thirty-three (33) feet back of curb to back of curb, with concrete, from the west
line of Clark Street to the center line of Broadway Boulevard. Resolution was
referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing to the curbing and guttering and grading of Franklin Street from the'center
line of Shawnee Avenue tothe center line of Hancock Street." Resolution was re-
ferred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the inclusion of certain land within the corporate limits of the City
of Salina, Kansas, prescribing the corporate limits ofsaid City and repelling Section
5 of Ordinance Aumber 5834." Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance regu-
lating parking on a part of certain streets in the City of Salina, Kansas; providing
for a penalty for the violation thereof, repealing Section 24-11109, Revised Ordinances
of the City of Salina, Kansas, for 19118; and supplementing Section 211-1412, Revised
Ordinances of the City of Salina, 19118." Ordinance was referred to the Board
of Commissioners.
Petition presented for the rezoning of Lot 7, Block 6, and East 80 feet of
Lot 8, Block 6, Oakdale Addition, from Zone "B" to Zone "C". Petition was
referred to the City Planning Commission.
The following petitions were presented and referred to the City Manager:
Curb and gutter Mellinger Street from Roach to Ohio.
Curb and gutter Lewis Avenue from McAdams Road to Mellinger Road.
Paving Illinois Street from Merrill to Sheridan.
Electrician's Bond presented from T. J. McRae, d/b/a "kcRae Electric."
Approved by Commissioner Wenger. Carried.
Letter presented from American Automobile Association, informing the Board
of Commissioners that the City of Salina was awarded Special Citation for Improve-
ment in Pedestrian Program in the 1954 National Pedestrian Protection Contest, sponsored
by the American Automobile Association. Referred to the City Manager.
City Engineer submitted Partial Estimate in the amount of $1627.51 to Day
and Night Plumbing Company for installing water and sewer services prior to pavement.

Approved by Commissioner Wenger. Carried.
Nine Pool Hall Applications for the last half of 1955 were presented.
Approved by Commissioner Exline. Carried.
Easement for Channel Change was presented from the Saline County Highway
Department, acting for Saline County, Kansas.
Approved by Commissioner Wenger. Carried.
Letter presented from Bolen -Wood Agency, regarding purchase of Lots 121 and 123
on South Fifth Street and Lots 122 and 1211 on South Fourth Street, original Town of
Salina, Kansas, from Frank Eberhardt, for the sum of $65,000.00.
Referred to City Manager and City Attorney.
