06-28-1955 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SAUNA, KANSAS. JUNE 28, 1955 Regular Meeting of the Board of Commissioners June 28, 1955• Meeting was called to order by Acting Mayor Hawkes, the roll was called and Commissioners Hawkes, Exline, Ramsey and Wenger and Acting City Attorney Lillard responded. Commissioner Lake and City Attorney Clark absent. The minutes of the Regular Meeting of June 21, 1955 and Meeting of Board of Zoning Appeals of June 21, 1955 were read and approved as read. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering of Roach Street, from the center line of McAdams Road to the center line of Mellinger Drive." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0), Commissioner Lake absent. Acting Mayor approved the resolution and it is Numbered 1575• The above resolution is recorded in full on Page 375 Resolution bbok 5. A resolution was introduced and passed entitled. "A hesolution relating to Joint Resolution of the County of Saline and the City of Salina in Saline County, Kansas, establishing by Resolution a Joint City -County Board of Health, prescribing the duties, powers and Budget for such Board." On motion of O mmissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. Acting Mayor approved the resolution and it is Numbered 1576. The above resolution is recorded in full on Pages 376, 377 and 378, Reso- lution Book 5. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain lateral sanitary sewer district in the city of Salina, Kansas, designated as Lateral Sanitary Sewer District number 319, and pro- viding for the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 3192 so created, and providing for the payment of the cost thereof, and for the levying of special assessments against the property in said district for the payment f6r the cost of such construction and forche issuing of bonds to pay the cost thereof." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and yienger (4) Nays: (0) Commissioner Lake absent. Pursuant to Notice published in the Salina Journal bids were received for the construction of Lateral Sanitary Sewers Numbered 315 to 318, inclusive, (Job 328) as follows: C. N. McCollum Construction Company $13,166.00 H. J. Taylor Con truction Company $12,863.00 City Engineer's Estimate $13,853.00 Commissioner Wenger moved that contract be awarded to H. J. Taylor Oonstruction Company, as per bid submitted in the amount of $12,863.00 and check returned to unsuc- cessful bidder. Carried. An ordinance was introduced for first reading entitled: "An ordinance ratify - I ing and confirming a contract with H. J. Taylor Construction Company for the construction of certain main sewer and lateral sanitary sewers in the City of Salina, Kansas, hereto- fore designated as Lateral Sanitary Sewer Districts 15 fort -he issuance of temporary 3 7, 316, 317 and 318, and providing • �� p ry notes to pay the cost thereof pending issuance and s ale of bonds. Ordinance was referred to the Board of Commissioners. Mayor appointed J. Earl Wyatt, Wm. F. Grosser, Jr., and Robert Frederick to act as appraisers for the construction of Lateral Sanitary Sewers Numbered 315 to 318, inclusive, (Job 328). Approved by Commissioner Wenger. Carried. No persons appeared to protest against the rezoning of the following described property: Lots 39 and 40, and part of Lots 37 and 38 on Kirwin Avenue, Add:-ition to Grounds of Kansas Wesleyan University, from "A" to "B"; West 70 feet of Lot 6, Block 2, in West Evergreen Park Addition from "A" to "B"; Lot 7, Block 4, College View Addition from "A" to "Bit. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was referred to the Board of Commissioners. Letter presented from the City Planning Commission recommending that the City Commission cause a study to be made of the adoption by the City of Salina of a more complete and detailed Building Code. Commissioner Wenger moved to accept and Mayor appoint a Committee to study and advise. Carried. Letter presented from City Planning commission regarding proposed Plat of Southern View Addition to the City of Salina and the annexation of the subject property into the corporate limits of the City of Salina. Commissioner Wenger moved to accept. Carried. Letter presented from H. R. Salmans, Sr., Chief of Police, regarding parking on only one side of certain streets in Salina, Kansas. Approve by Commissioner Ramsey. Carried. The following application for Cereal Malt Leverage License was presented: Teddy R. Pierson, d/b/a "DeLuxe Smoker" 138 North Santa Fe Commissioner Ramsey moved that application be approved and license granted. Carried. The following petitionswere presented and referred to the City Manager: For paving Lewis Avenue from Jewell Avenue to Kirwin Avenue. For construction of a lateral sanitary sewer in the alley at the rear of Lots 25, 26, 27, 28, 29 and 30; also Lots 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23 and 24 all in Block 5, Stack Place. City Engineer submitted Final Estimate in the amount of $1070.00 to American Lumber and Supply Company for performing all requirements as per specifica- tions for removing buildings on City Parking Lot #2 Elks Parking Lot) Approved by Commissioner Exline. Carried. City Engineer submitted Final Estimte in the amount of $5,388.50 to Brown & Brown Construction Compaiy, for Viaduct Resurfacing, (Job No. 327). Approved by Commissioner Exline. An ordinance was introduced for fist reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, gutterirg and grading of Claflin Avenue from the center line of'Roach Street to the center line of Lewis S reet; of Eighth Street from the center line of Grand Avenue to the center line of Decatur Street; of Franklin Street from the center line of Seminole Avenue to the center line of Shawnee Avenue; of Kirwin Avenue from the center line of Roach Street to the center line of Lewis Street; of Lewis street from the center line of Claflin Avenue to the center line of Kirwin Avenue; of McAdams Road from the center line of Roach Street to the center line of Pearl Street; of Pearl S reet from the center line of Martin Avenue to the center line of McAdams Road; of the East side of Roach Street from the center line of Claflin A enue to the center line of Kirwin Avenue; of Shawnee Avenue from the center line of SeYdnole Avenue to t he center line of Franklin Street; and relating to and providing for the collection and payment of such assessments."
